Mr. Steve Ramsey called the Road Committee to order and asked for additions to the agenda.

 

Mrs. Jerri Lee opened the meeting with prayer.

 

Mr. C. C. Cox moved, seconded by Mr. Jim Bonsall to add the following items to the agenda:

12. Resolution, Town of Doyline; 13. Subdivision Plat; 14. Speed limit on James Bradley Road from Morgan loop to US 371, 15MPH. Motion carried unanimously.

 

Mr. Steve Duggan moved, seconded by Mrs. Jerri Lee approve a Resolution from the City of Springhill to build up the road at the intersection of 4^th Street N.W. and West Church Street using municipality funding. Motion carried unanimously.

 

Mr. Jimmy Thomas requested that the parking lot at the Head Start Center in Cullen be hot mixed using recreational funding. Motion carried unanimously.

 

Mr. Steve Ramsey presented the following recommendations to the committee for employees: Unit 2 Foreman, Benny White, Salary scale 17-A; Unit 2 Asst. Foreman, Larry Shows – no change in salary scale; and to approve a request from Walter Morgan to be allowed “no Pay” for time off due to surgery. Mr. Daniel Thomas moved to approve the recommendations for employees as presented, seconded by Mr. C. C. Cox. Motion carried. No: Vera Davison and Jerri Lee.

 

Mr. Charles Walker moved, seconded by Mr. C. C. Cox to approve a Resolution from the Town of Sibley to fill in an abandoned well at 578 S. Main Street at the E. R. Sullivan residence.   Motion carried unanimously.

 

Mr. Charles Walker moved, seconded by Mrs. Jerri Lee to approve a Resolution from the Town of Sibley to provide drainage relief for the Weatherton Street area through Crichton properties. Motion carried unanimously.

 

Mr. Steve Lemmons presented the Vehicle powered braking device ordinance for discussion. 

 

Mr. Steve Duggan moved, seconded by Mr. Charles Odom to set the speed limit on the Cliff Keene Road to 35 MPH from end to end. Motion carried unanimously.

 

Cox Landing was discussed.

 

Ms. Vera Davison moved, seconded by Mrs. Jerri Lee to enter into an intergovernmental agreement between the Webster Parish School Board, the City of Minden, and the Webster Parish Police Jury to do improvements to the intersection at Phillips Middle School. Each entity would contribute $20,000.00 to the project. Motion carried unanimously.

 

Mr. Charles Walker moved, seconded by Mr. Steve Duggan to approve a Resolution from the Village of Doyline to base and gravel Park Street and repair or replace the culvert located at the intersection of Park Street and Green Tree Street using municipality funding. Motion carried unanimously.

 

Mr. Jim Bonsall moved, seconded by Mr. Charles Odom to approve a subdivision plat for Mattie and Joel Daniel. The plat has been approved by the Parish Engineer, Mr. Graff with no drainage or roads in the subdivision. Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Charles Odom to set the speed limit on James Bradley Road at 15 MPH from Morgan Loop to US 371. Motion carried unanimously.

 

Mr. Charles Walker moved, seconded by Mr. Charles Odom to enter into an Executive Session due to a demand letter submitted by Mr. Larry Steve Singleton’s attorney that was received at 4:00 P.M. on August 3, 2009.

 

Out of Executive Session- no action taken-
