            MINUTES OF THE ROAD COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

May 3, 2011

 

MEMBERS PRESENT:   Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Steve Duggan; Jerri Lee;  Bruce Blanton; Daniel Thomas; Vera Davison; C. C. Cox; Jim Bonsall; Charles Odom;  and Charles Walker, President.

MEMBERS ABSENT:  Jimmy Thomas

Mr. Steve Ramsey called the Road Committee Meeting to order, and Ret. Judge Graydon Kitchens opened with prayer.  Mr. Ramsey then asked for additions to the agenda.

Mr. Charles Odom moved, seconded by Mr. Daniel Thomas to add the following items to the agenda:  #7.  Tier 3 Disclosure- Patrick Jackson; #8.  Litter.  Motion carried unanimously.

Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to approve a request from Charles Roberson to take accumulated annual leave beginning May 5, 2011 pending his retirement effective August 1, 2011.  Motion carried unanimously.

Mr. Steve Duggan moved, seconded by Mrs. Daniel Thomas to approve the dedication of Right of Way, Country Place Road (total of 3000 ft.- approx. cost of repair $2,500.00 to $3,000.00), within the Country Place Subdivision.  Motion carried unanimously. 

Mr. Daniel Thomas moved, seconded by Mr. C. C. Cox to approve a Resolution from the Town of Sarepta to repair potholes on all streets, stripe all streets, and asphalt Langley Road from Hwy 371 to the railroad crossing using municipality funding.  Motion carried unanimously.

Mr. Charles Walker moved, seconded by Mr. Steve Lemmons to approve a Resolution from the Village of Heflin to post “Children at Play” sign going south on N. Main Street at 635 N.M. Street and going north on North Main approximately 458 N.M. St. and “No Passing Zone” signs on N. Main from Mason Felts to LA 531 using municipality funding.  Motion carried unanimously.

Mr. Steve Duggan moved, seconded by Mr. Daniel Thomas to approve a Resolution from the Village of Shongaloo, Pending Paperwork, to install culverts and clean ditches for 2011 and to finish Bailey Loop using municipality funding.  The installation of culverts will be done on approval of the Public Works Director.  Motion carried unanimously.

Mr. Brad Graff, Parish Engineer, spoke to the Jury concerning the need to make some changes to the roads within the Priority Road System.  There are some of the roads that it will be necessary to segment due to the variations of conditions within the length of the road.  Three long roads that will need to be segmented are Dogwood, Marathon, and Sand Hill road.  Monarch, Butterfly and Tadpole are additional roads to be added to the list.  No action taken.

Mr. Patrick Jackson, Parish Attorney, went over the Ethics Board Disclosure Statements for elected officials.  No action taken.

Mr. Charles Odom reported on the Litter collection and recycling in the parish.  No action taken.

Discussion followed concerning the procedure for Burn Ban.  This will be put on the June Agenda.

MINUTES OF THE REGULAR MEETING

WEBSTER PARISH POLICE JURY

May 3, 2011

 

MEMBERS PRESENT:  Charles Walker, President; Vera Davision, Vice President; Jim Bonsall; Steve Ramsey; Charles Odom; Daniel Thomas; Jerri Lee; Bruce Blanton; C. C. Cox; Steve Lemmons; and Steve Duggan

MEMBERS ABSENT:  Jimmy Thomas

PUBLIC HEARING:  To hear comments concerning the Release of Servitude of Webster Parish Right of Way, specifically McMan Road WP#133A located off of Middle Road in Section 32/ TS 19N/ R 8W. 

There were no comments concerning the release of servitude.

Mr. Charles Walker called the meeting to order and asked COL Carl Thompson to open the meeting with prayer followed by the Pledge of Allegiance by Mr. John Stanley.

The first item on the agenda is Additions to the Agenda.  Mr. C. C. Cox moved, seconded by Mr. Bruce Blanton to add #8.  Procurement Policy for LCDBG; #9.  Advertise for Official Journal; and #10. Hydrology study meeting on Tuesday, May 10, 2011 at 2:00 P.M.  Motion carried unanimously.

Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to approve the minutes of the April 5, 2011 Administrative Committee Meeting, Road Committee Meeting, and Regular Meeting and the April 20, 2011 Special Called Meeting and Public Hearing.  Motion carried unanimously.

Mr. Jim Bonsall moved, seconded by Mrs. Jerri Lee to approve invoices for payment pending review of the committee.  Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mr. Steve Duggan to adopt a Resolution ordering and calling a special election to be held in the Parish of Webster, State of Louisiana, to authorize additional homestead exemption for certain disabled veterans and surviving spouses; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith.  Motion carried unanimously.

Mr. Charles Odom moved, seconded by Mr. Bruce Blanton to approve a Resolution supporting state legislation which would extend the State Commercial Tax Credit Program of the State of Louisiana (Historic Tax Credit Act) and to otherwise provide with respect thereto.  Motion carried unanimously.

Mr. Jim Bonsall moved, seconded by Mr. Charles Odom to approve the release of servitude of Webster Parish Road # 133A, the McMan Road.  Motion carried unanimously. 

Mr. Jim Bonsall moved, seconded by Ms. Vera Davison to appoint Mrs. Jerri Lee as the Webster Parish Police Jury recommendation to the Human Services District.  Motion carried unanimously. 

Mr. Bruce Blanton moved, seconded by Mr. Steve Duggan to adopt a procurement policy be adopted for compliance with the LCDBG program.  Motion carried unanimously.

Mr. C. C. Cox moved, seconded by Mrs. Jerri Lee to advertise for Official Journal for the year July, 1, 2011 to June 30, 2012.  Motion carried unanimously.

Mr. Daniel Thomas told the Jury that he would hold a meeting on Tuesday, May 10, 2011 at 2:00 P.M. for discussion of Sparta issues in the Parish.  Motion carried unanimously.

JUROR COMMENTS:

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action of the Road Committee Meeting held earlier today.  Motion carried unanimously.

Mr. Steve Lemmons encouraged all to attend the Heflin Sawmill Festival on the 1st Saturday in May, 

Mr. Charles Odom recognized his wife, Mrs. Pattie Odom, Minden Main Street Director.  Mrs. Odom addressed the Jury and thanked them for their support of the Historic Tax Credit.  She also stated that committees are hard at work on the next Main To Main event in Webster Parish. 

Ms. Vera Davison commented to Mrs. Odom on the beautiful improvements to downtown Minden.  Mrs. Davison said that she will be traveling to Baton Rouge for Legislative Day next week and she will encourage the Webster Legislative Delegation to support this legislation.

Mr. Bruce Blanton expressed his appreciation to Mrs. Beverly Hammett and the Library Board for the work that is being done to the Springhill Branch Library.   The improvements blend well into the Downtown façade.

Mr. Daniel Thomas told the Jury that the newly opened Doerge Landing that was dedicated last week was a very well engineered landing and that the landing is a welcome addition for the Parish.  Mr. Thomas also commented on how nice the downtown areas are in Springhill.  Springhill is a place for the citizens to be proud of.

Morris Guin, Webster Parish Assessor’s Office, was recognized and Mr. Guin said that the Assessor is available to help the citizens with property tax issues.
