MINUTES OF THE INTERGOVERNMENTAL COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
July 2, 2013
MEMBERS PRESENT: Charles Odom, Vice Chairman; Steve Ramsey; Jerri Lee; Steve Lemmon;, Bruce Blanton; Charles Walker;,Jim Bonsall, President.
MEMBER ABSENT: Daniel Thomas, Chairman
Mr. Charles Odom, Vice-Chairman called the meeting to order and asked Mrs. Jerri Lee to open the meeting with prayer.
Mr. Odom then told the Committee that Mr. Thomas was unable to attend due to illness. He also stated that Public Service Commissioner Foster Campbell was unable to attend this meeting. Mr. Odom then asked for an update on the removal of trees by a contractor. Mr. Teddy Holloway stated that in the south end of the parish, Schull Tree service had cut a total of 51 dead and or dangerous trees and had limbed 23 additional trees. The dangerous trees are approximately 60% completed.
Former Mayor Johnny Harrington was unable to attend this meeting.
Mr. Odom then gave comments concerning the passing of Minden Mayor Bill Robertson.
There being no further business to bring before the committee, the meeting adjourned.

WEBSTER PARISH POLICE JURY
July 2, 2013
MEMBERS: Steve Ramsey, Chairman; Steve Lemmons, Vice Chairman; Jim Bonsall; Charles Walker; Charles Odom, Vera Davison; Jerri Lee; Perry Kirkland; Randy Thomas.
MEMBERS ABSENT: Bruce Blanton,.Allen Gilbert; and Daniel Thomas
Mr. Steve Ramsey called the Road Committee to order and asked for additions to the agenda. There were no additions to the agenda.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve a Resolution from the Village of Dubberly to pave Garrett Road using municipality funding. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Mr. Jim Bonsall to approve a Resolution from the Town of Sarepta to side cut Worsham Street. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

MEMBERS ABSENT: Allen Gilbert and Daniel Thomas
PUBLIC HEARING: To hear comments concerning the adoption of the millage rates for the Webster Parish Police Jury for the year 2013. There were no public comments.
Mr. Jim Bonsall, President called the meeting to order and asked Judge Graydon Kitchens to open the meeting with prayer and COL Carl Thompson, Camp Minden, led in the pledge of allegiance.
There were no additions to the agenda.
Mr. Bonsall then asked for comments concerning the agenda items.
No public comments concerning the agenda.
Mr. Perry Kirkland moved, seconded by Mrs. Jerri Lee to approve the minutes from the June 4, 2013 Road Committee and Regular Meeting of the Webster Parish Police Jury. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Charles Odom to approve invoices for payment pending review of the committee. Motion carried unanimously.
Mr. Charles Walker moved, seconded by Mr. Bruce Blanton to adopt the millage rates for the Webster Parish Police Jury as stated in Webster Parish Ordinance #1007. Motion carried unanimously.
Mr. Charles Walker moved, seconded by Mr. Bruce Blanton to adopt Webster Parish Ordinance # 1007. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to ratify action taken to reject the bid for the Large Asphalt Paver that was opened on June 7, 2013, low bid in excess of budgeted funds. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Perry Kirkland to ratify approval to advertise for Large Asphalt Paver with revised specifications. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Perry Kirkland to ratify approval of Legal Journal for the year July 1, 2013 to June 30, 2014, the Springhill Press. Motion carried unanimously.
The next item on the agenda is to approve the attached listing of adjudicated property of Webster Parish to be declared surplus and to sell at sealed bid per state statutes. Ms. Vera Davison moved, seconded by Mr. Randy Thomas to declare surplus and to advertise for sealed bid the adjudicate4d property listing. Motion carried unanimously.

Mrs. Jerri Lee moved, seconded by Mr. Charles Walker to approve the following Recreational Funding items:
a- District #1 $1,000.00 Springhill City Court for audit expense
b- District # 2 $506.99Town of Cullen – Computer for Police Department
c- District #5 $69.80 Town of Cotton Valley- signs for the town.
d- District #10 $1,000.00 – Council on Aging- folding tables and file cabinets
Motion carried unanimously.
Brian Williams, Fire Chief of the Webster Parish Fire District # 7, Dixie Inn request that the Jury approve the amended boundaries of Dixie Inn Fire District #7 to include new municipal limits of Dixie Inn. Mr. Perry Kirkland moved, seconded by Mr. Charles Walker to approve the amended boundaries as presented. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action as presented. Motion carried unanimously.
Mr. Steve Lemmons told the Jury that Sparta Commission representative, Ms. Lindsey Gaudy extended her thanks to Webster Parish for the support of the Water Fest at Caney Lake during April, 2013.
Vera Davison extended her appreciation to Mrs. Jean Doerge for all she has accomplished for Webster Parish. Ms. Davison then commended Mrs. Patti Odom for the economic development work as well as the main street accomplishments for the City of Minden. Ms. Davison wished everyone a safe and happy 4th of Jury.
Mr. Jim Bonsall closed the meeting with his appreciation for those that attend the Monthly Police Jury Meetings and all of the support they give to Webster Parish.
There being no further business to bring to the Jury, the meeting adjourned.

AN ORDINANCE LEVYING TAXES FOR REVENUE FOR EXPENSES OF THE WEBSTER PARISH POLICE JURY FOR THE YEAR 2011
SECTION I. BE IT ORDAINEDby the Webster Parish Police Jury in regular session convened, this 2nd day of July , 2013, that in accordance with law and conformable to the budget of expenditures heretofore adopted by the Webster Parish Police Jury for the year 2013, and for the purpose of raising the necessary revenues to meet the charges and expenses of the Parish of Webster, according to its value as may be finally assessed, the following taxes for the year 2013, to wit:
- For general parish purposes (General alimony tax) on all taxable property inside the corporate limits of the City of Minden, Louisiana and inside the corporate limits of the City of Springhill, Louisiana……………(2.03) MILLS 1077003
- For general parish purposes (General alimony tax) on all taxable property outside

BE IT FURTHER ORDAINED that the Assessor of Webster Parish, Louisiana, shall extend said tax on the assessment rolls of Webster Parish, Louisiana for the year 2013, and the Tax Collector of Webster Parish, Louisiana shall collect and account for the same in the same manner at the same time as provided for the collection of taxes and that same shall become delinquent and bear the same penalty as provided by law for taxes.
