MINUTES OF THE FINANCE COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
September 3, 2013
MEMBERS: Jim Bonsall, Chairman; Vera Davison, Vice Chairman; Charles Walker; Steve Ramsey; Daniel Thomas; Charles Odom; Bruce Blanton; Perry Kirkland; Jerri Lee; Randy Thomas; Allen Gilbert; and Steve Lemmons
Mr. Jim Bonsall, Chairman, called the meeting to order and asked Mrs. Jerri Lee to open with prayer. Mr. Bonsall then asked for additions to the agenda. There were no additions.
The first item on the agenda is the Webster Parish Coroner, Dr. Carlos Irizarry. Dr. Irizarry introduced his Chief Deputy, Ms. Glenda Lewis, RN, and Mrs. Christine Cole, CPA with Jamison Wise and Martin. Mrs. Cole had worked with the Coroner’s office to draw up a 2013 Revenue and Expenditure report in lieu of a formal Budget and is also setting up a bookkeeping system for the Coroner.
The Coroner is requesting additional funding from the Police Jury in order to meet monthly expenses. Jim Bonsall, Chairman asked the Committee to meet again in a week or so to discuss the request of the Coroner. No action was taken
The next item on the agenda is the Sheriff’s proposal to renovate the 2nd floor of the Regions Bank Building located at 401 Main Street, Minden for his offices and staff with the exception of the 1st floor Sheriff’s Tax/Fines office. The Sheriff will provide the plans, permits, and labor for the renovation. The Police Jury would then pay for the materials, carpeting, and some electrical work.
Mr. Charles Walker moved, seconded by Mr. Charles Odom to proceed with the plans for the renovation and for the Sheriff to provide a Scope of Work. The Police Jury will have a Cooperative Endeavor Agreement drawn up for the project. Motion carried unanimously.
There being no further business to bring before the committee, the Finance Committee adjourned and the Road Committee was called to order.

MEMBERS: Jim Bonsall, Chairman; Vera Davison, Vice Chairman; Charles Walker; Steve Ramsey; Daniel Thomas; Charles Odom; Bruce Blanton; Perry Kirkland; Jerri Lee; Randy Thomas; Allen Gilbert; and Steve Lemmons
Mr. Steve Ramsey, Chairman called the meeting to order and asked for additions to the agenda.
Mr. Jim Bonsall moved, seconded by Mr. Randy Thomas to add the following items to the agenda:
Abandoned water well on Miller property, Posted sign at Peterson Landing, New laydown machine, George Taylor Road, and the Shooting range at the Landfill. Motion carried unanimously.
Mr. Charles Odom moved, seconded by Mr. Bruce Blanton to approve the request to fill an abandoned well on the Miller Road requested by Kay Miller. Motion carried unanimously.
Teddy Holloway gave a report on the projects completed using the new Laydown Machine. The machine is working well and the roads look very good. The road department has done an excellent job.
Mr. Daniel Thomas requested that Mr. Holloway look into a Posted Sign that is located on Peterson Landing property and have it removed.
Concerning the George Taylor Road which is the entry road into the newly constructed “Muddy Bottoms” ATV Park, Mr. Daniel Thomas requested the Parish Engineer, Mr. Brad Graff to evaluate the road with the new traffic count that will be accessing this road during the events.
Mr. Charles Odom discussed the trailers that have been donated to the 4-H by McInnis Brothers Construction for the new shooting range. There was discussion on how to have the trailers moved to the site.
There being no further business to bring before the committee, the meeting adjourned.

Mr. Jim Bonsall, President called the meeting to order and asked Mrs. Jerri Lee to open the meeting with prayer and COL Carl Thompson, Retired, led in the pledge of allegiance.
Mr. Bonsall then asked for additions to the agenda. Mr. Bruce Blanton moved, seconded by Mr. Charles Walker to add board appointments for the Doyline Waterworks District. Motion carried unanimously.
Javon Branch spoke to the Jury from the audience.
Mr. Allen Gilbert moved, seconded by Ms. Vera Davison to adopt the minutes of the August 6, 2013 Regular Meeting. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Ms. Vera Davison to approve invoices for payment pending review of the committee. Motion carried unanimously.
Mr. Charles Walker moved, seconded by Mr. Daniel Thomas to call for a Public Hearing to sit as a Board of Review of the 2013 assessment of property for Webster Parish. Motion carried unanimously.
Mr. Blanton had to leave the meeting.
The next items on the agenda are Resolutions to be acted on:
Mr. Charles Odom moved, seconded by Ms. Vera Davison to alter the boundaries of Fire Protection District #10, Webster Parish Resolution # 012-2013. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Mr. Randy Thomas to amend and expand the boundaries of Fire Protection District # 7, Webster Parish Resolution # 011-2013. Motion carried unanimously.
Mr. Perry Kirkland moved, seconded by Mr. Steve Ramsey to authorize the incurring of debt and issuance of bonds for Fire Protection District # 7, Webster Parish Resolution # 010-2013. Motion carried unanimously.
Mr. Charles Odom moved, seconded by Mr. Allen Gilbert to approve the issuance, sale and delivery of Certificates of Indebtedness of Evergreen Fire Protection District, Claiborne/Webster Parishes, Louisiana, Webster Parish Resolution # 013-2013. Motion carried unanimously.
Mr. Charles Odom moved, seconded by Mr. Charles Walker to support and recommend for Amtrak Passenger Rail Service in N.Louisiana. Webster Parish Resolution # 014-2013.Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Mr. Daniel Thomas to enter into a Cooperative Endeavor Agreement with the Town of Cullen relative to the removal of two abandoned burned out properties that are causing a health hazard within the Town. Motion carried unanimously.
Mr. Charles Walker moved, seconded by Mr. Daniel Thomas to reappoint Mr. Billy Reeves for an additional five year term to the Doyline Waterworks Board. The term will expire on September 2018. Motion carried unanimously.

COMMITTEE REPORTS:
Road Committee, Mr. Steve Ramsey: Mr. Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the meeting held earlier today.
Environmental Committee, Mr. Charles Odom. Mr. Odom expressed his appreciation to the Road Department for the work that they did overlaying the Landfill Road and in being sure to route traffic into and out of the landfill.
Finance Committee, Ms. Vera Davison, Vice Chairman: Ms. Davison moved, seconded by Mrs. Jerri Lee to approve the action taken at the meeting held earlier today.
Vera Davison spoke concerning the Resolution adopted today supporting Amtrak locating to North Louisiana; this will mean that Louisiana residents will not have to travel to Texas in order to utilize the rail service.
Mrs. Jerri Lee reported on the Coordinating and Development Corporation meeting in Shreveport where a representative from Amtrak spoke on this expanded rail service. Mrs. Lee also reported on the 4th District Louisiana Police Jury Meeting in Natchitoches in August.
Mr. Charles Walker recognized the accomplishments in Webster Parish Tourism thanks to Lynn Dorsey’s hard work over the last ten years. Mr. Odom also recognized Mrs. Pattie Odom for the wonderful job she does with the City of Minden.
Mr. Bonsall gave his closing remarks, and there being no further business to bring to the Jury, the meeting adjourned.

RESOLUTION 010-2013
A resolution approving the holding of an election in Dixie Inn Fire Protection District No. 7 of the Parish of Webster, State of Louisiana, on Saturday, November 16, 2013, to authorize the incurring of debt and issuance of bonds therein.
WHEREAS, the Board of Commissioners of Dixie Inn Fire Protection District No. 7 of the Parish of Webster, State of Louisiana (the "Governing Authority"), acting as the governing authority of Dixie Inn Fire Protection District No. 7 of the Parish of Webster, State of Louisiana (the "District"), adopted a resolution on July 029, 2013, calling a special election in the District on Saturday, November 16, 2013, to authorize the incurring of debt and issuance of bonds therein; and
WHEREAS, the governing authority of the District has requested that this Police Jury, acting as the governing authority of the Parish of Webster, State of Louisiana, give its consent and authority for the District to hold the aforesaid election, and in the event that the election carries to issue, sell and deliver the bonds provided for therein; and

WHEREAS, as required by Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, it is now the desire of this Police Jury to approve the holding of said election and in the event that the election carries, to issue, sell and deliver the bonds provided for therein;
NOW, THEREFORE, BE IT RESOLVED by the Police Jury of the Parish of Webster, State of Louisiana, acting as the governing authority of said Parish, that:
SECTION 1. In compliance with the provisions of Article VI, Section 15 of the constitution of the State of Louisiana of 1974, and in accordance with the request of the Board of Commissioners of Dixie Inn Fire Protection District No. 7 of the Parish of Webster, State of Louisiana, this Police Jury hereby approves the holding of an election in the District, on Saturday, November 16, 2013, at which election there will be submitted the following proposition, to-wit:

Shall Dixie Inn Fire Protection District No. 7 of the Parish of Webster, State of Louisiana (the "District"), incur debt and issue bonds to the amount of not exceeding Six Hundred Thousand Dollars ($600,000), to run not exceeding ten (10) years from the date thereof, with interest at a rate not exceeding six per centum (6%) per annum, for the purpose of acquiring, constructing and improving buildings, machinery and equipment, including fire trucks, title to which shall be in the public, to be used in giving fire protection to the property in the District, which bonds will be general obligations of the District and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974, and statutory authority supplemental thereto, with no estimated increase in the millage rate to be levied in the first year of issue above the 12.50 mills currently being levied to pay General Obligation Bonds of the District?
SECTION 2. In the event the election carries, this Police Jury does hereby further consent to and
authorize the District to issue, sell and deliver the bonds provided for therein.

A resolution of intention of the Police Jury of the Parish of Webster, State of Louisiana, to amend and expand the boundaries of Dixie Inn Fire Protection District No. 7 of the Parish of Webster, State of Louisiana, ordering and directing the President of said Police Jury to give notice of the proposed amendment and expansion of the boundaries of said Fire Protection District, and providing for the hearing of any and all objections to the amendment and expansion of the boundaries of said Fire Protection District.

WHEREAS, this Police Jury of the Parish of Webster, State of Louisiana (the “Police Jury”), created Dixie Inn Fire Protection District No. 7 of the Parish of Webster, State of Louisiana (the “District”), by a previously adopted ordinance; and
WHEREAS, under the provisions of Part 1, Chapter 7, Title 40 of the Louisiana Revised Statutes of 1950, as amended (the "Act"), parish governing authorities are authorized to amend and expand the boundaries of fire protection districts; and
WHEREAS, the governing authority of the District requested that the boundaries of the District be expanded so that improved fire protection service can be provided in the areas to be added;
WHEREAS, pursuant to the Act, it is now the desire of this Police Jury to amend and expand the boundaries of the District;
NOW, THEREFORE, BE IT RESOLVED by the Police Jury of the Parish of Webster, State of Louisiana, acting as the governing authority of said Parish, that:
SECTION 1. SECTION 2. This Police Jury shall meet in open and public session at the Police Jury Meeting Room, Webster Parish Courthouse, Minden, Louisiana,Tuesday, October 1, 2013, at ten-thirty o'clock (10:30) a.m., for the purpose of hearing any and all objections to the amendment and expansion of boundaries of Dixie Inn Fire Protection District No. 7 of the Parish of Webster, State of Louisiana, and, after disposing of all objections, the Police Jury shall, if it determines to amend and expand the boundaries of the District, adopt a resolution or ordinance amending and expanding the boundaries of the District.
SECTION 3. The President of this Police Jury is hereby ordered and directed to issue a Notice of Intention of the Police Jury of the Parish of Webster, State of Louisiana, to amend and expand the boundaries of the District, which notice shall embrace substantially all things set forth in this resolution, shall be substantially in the form attached as Exhibit "A" hereto and shall be published in accordance with the provisions of law.

Craft, C.D., and lying in the East Half of the Northwest Quarter (E/2 of NW/4, Section 31, Township 19 North, Range 9 West, Webster Parish, Louisiana, and being a portion of the property acquired by Vendor from Mrs. Ada Hemier et al by credit sale dated October 1, 1964 appearing of record under registry number 193861 in the Webster Parish Conveyance records.
SECTION 2. This Police Jury shall meet in open and public session at the Police Jury Meeting Room, Webster Parish Courthouse, Minden, Louisiana,Tuesday, October 1, 2013, at ten-thirty o'clock (10:30) a.m., for the purpose of hearing any and all objections to the amendment and expansion of boundaries of Dixie Inn Fire Protection District No. 7 of the Parish of Webster, State of Louisiana, and, after disposing of all objections, the Police Jury shall, if it determines to amend and expand the boundaries of the District, adopt a resolution or ordinance amending and expanding the boundaries of the District.
SECTION 3. The President of this Police Jury is hereby ordered and directed to issue a Notice of Intention of the Police Jury of the Parish of Webster, State of Louisiana, to amend and expand the boundaries of the District, which notice shall embrace substantially all things set forth in this resolution, shall be substantially in the form attached as Exhibit "A" hereto and shall be published in accordance with the provisions of law.

NOTICE OF INTENTION
Pursuant to the provisions of a resolution adopted by the Police Jury of the Parish of Webster, State of Louisiana, on September 3, 2013, NOTICE IS HEREBY GIVEN of the intention of said Police Jury to amend and reduce the boundaries of Fire Protection District No. 10 of the Parish of Webster, State of Louisiana (the “District”) such that the following areas will be removed from the boundaries of the District:
SECTION 29, TOWNSHIP 19 NORTH, RANGE 9 WEST
All that part of West Half of the Southwest Quarter (W/2 of SW/4) lying South of Old U.S. Highway 80 (now abandoned), less and except a 10 acre tract belonging to the State of Louisiana and Department of Highways.

WEBSTER PARISH POLICE JURY
RESOLUTION 013-2013
A resolution approving the issuance, sale and delivery of $500,000 of Certificates of Indebtedness, of Evergreen Fire Protection District, Claiborne/Webster Parishes, Louisiana.
WHEREAS, Evergreen Fire Protection District Claiborne/Webster Parishes, Louisiana (the "District"), proposes to issue not exceeding $500,000 of Certificates of Indebtedness (the "Certificates"), for the purpose of acquiring fire protection facilities and equipment, including fire trucks; and
WHEREAS, the Certificates are payable from a pledge of the revenues to be derived by the District from the levy and collection of a special tax of ten (10) mills to be levied through the year 2022, pursuant to a special election held therein on November 6, 2012 (the “Tax”); and
WHEREAS, as required by Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, it is now the desire of this Police Jury to approve the issuance of said Certificates of the District;
NOW, THEREFORE, BE IT RESOLVED by the Police Jury of the Parish of Webster, State of Louisiana, acting as the governing authority of the Parish of Webster, State of Louisiana, that:
SECTION 1. In compliance with the provisions of Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, and in accordance with the request of the Board of Commissioners of Evergreen Fire Protection District, Claiborne/Webster Parishes, Louisiana, this Police Jury hereby approves the issuance, sale and delivery of not exceeding $500,000 of Certificates of Indebtedness of the District, said Certificates to mature not later than March 1, 2020, and to be secured by and payable from a pledge of the revenues to be derived by the District from the Tax.
SECTION 2. Neither the Parish of Webster nor this Police Jury shall be liable in any manner for the payment of said Certificates, and no funds of the Parish nor of Police Jury shall be pledged to the payment thereof.
