MINUTES OF THE ROAD COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
October 1, 2013
MEMBERS: Jim Bonsall, Chairman; Vera Davison, Vice Chairman; Charles Walker; Steve Ramsey; Daniel Thomas; Charles Odom; Bruce Blanton; Perry Kirkland; Jerri Lee; Randy Thomas; Allen Gilbert; and Steve Lemmons
Mr. Steve Ramsey, Chairman called the meeting to order. Ret. Judge Graydon Kitchens opened the meeting with prayer. Mr. Ramsey then asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Charles Walker to add to the Agenda, Employee Appreciation Day, leave accrual of Teddy Holloway, DOTD State Highway Priority meeting, and the Shooting Range at Landfill Road. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Charles Walker to approve a Resolution from the Town of Sarepta to set the speed limit on Crow Lake Road to 25 MPH from end to end and to install Children at Play signs using municipality funding. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mrs. Jerri Lee to approve a Resolution from the Town of Sarepta to cut 2 trees at 256 Crow Lake Road using municipality funding. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to approve a Resolution from the Town of Sarepta to use the side cutter on 5 streets using municipality funding:
1- North side of Cochran Street to the railroad tracks
2- North side of Sexton Street behind Hornet Drive Inn
3- East side of North Thomas
4- Both sides of Matthew Street
5- Lower end of Kelley Street by and around the lift station
Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Charles Walker to clean ditches at 919 Catalpa Drive and 1575 Brushwood Drive using municipality funding. Motion carried unanimously.
Mr. Perry Kirkland moved, seconded by Mr. Bruce Blanton to deliver one load of cold mix using municipality funding. Motion carried unanimously.
Mr. Charles Walker moved, seconded by Mr. Charles Odom to extend the current mowing contract with Wilson Landscaping for the year 2014 with no changes to the current contract. Motion carried unanimously.
Ms. Vera Davison announced that the Employee Appreciation Day will be held on November 1, 2013 at the Public Works Department at 11:30 A.M.
There was discussion concerning a request from Mr. Teddy Holloway to have his years of service transferred from the Bossier Parish Police Jury to the Webster Parish Police Jury for credit toward his eligibility for retiree insurance. Patrick Jackson, ADA, told the Jury that this would be a policy change, and would have to be offered to all employees. The committee decided to table the matter till a time nearer to Mr. Holloway’s retirement.
Mr. Steve Lemmons reminded the committee that the DOTD State highway project meeting will be held at the end of the month. Jurors need to submit their request to the Public Works, or the Secretary-Treasurer so that a list of Webster Parish State highway improvements can be submitted to Senator Adley’s office.
There was discussion concerning the Webster Parish Shooting Range located on Landfill Road. Mr. Charles Odom moved, seconded by Mr. Daniel Thomas to have the Secretary-Treasurer amend the budget to include $10,000.00 toward utility set up for the Range pending legal review.

PUBLIC HEARING: To sit as a Board of Review for the 2013 assessment of real and personal property of the Parish of Webster, State of Louisiana. The President asked if there was anyone to comment on the information as presented. There were no comments opposing the 2013 assessment.
PUBLIC HEARING: The President of the Police Jury then announced that it was ten –thirty o’clock (10:30) a.m., and time to hear any and all objections to the amendment and reduction of the boundaries of Fire Protection District No. 10 of the Parish of Webster, State of Louisiana, as proposed in resolution of intention adopted by the Police Jury on September 3, 2013.
The President then stated that the Notice of Intention which the Police Jury had issued on September 3, 2013, giving notice of intention of said Police Jury to amend and reduce the boundaries of said District had been published in the "Springhill Press-News Journal", Springhill, Louisiana, on September 12 and September 19, 2013.
The President then called for objections to the proposed amendment and reduction of the boundaries of said District from the Police Jurors, citizens, property owners and other interested parties present at the meeting.
No one present at the meeting offered any objections, and the Secretary-Treasurer stated that no objections had been filed with her. The President then announced that there were no objections to the amendment and reduction of the boundaries of Fire Protection District No. 10 as proposed in the aforesaid resolution of September 3, 2013.

Mr. Jim Bonsall, President called the meeting to order and asked Mrs. Jerri Lee to open the meeting with prayer and Cadet Noel Saxton, Youth Challenge Program, led in the pledge of allegiance.
Mr. Bonsall then asked for additions to the agenda. There are no additions to the agenda.

Mrs. Jerri Lee moved, seconded by Mr. Bruce Blanton to adopt the minutes from the September 3, 2013 Finance Committee and Road Committee, the September 3, 2013 Regular Meeting, and the September 19, 2013 Finance Committee meeting. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Mrs. Jerri Lee to approve invoices for payment pending review of the committee. Motion carried unanimously.
Mr. Jim Bonsall, President stated that there were no protest filed on the 2013 assessment of real and personal property for Webster Parish.
Mr. Steve Ramsey moved, seconded by Mr. Perry Kirkland to approve the 2013 assessment of real and personal property for Webster Parish as presented by Mr. Morris Guin, Assessor, Webster Parish. Motion carried unanimously.

The next item on the agenda is the requirements for the “Off System” Bridge Program for 2013-2014.
Mr. Charles Walker moved, seconded by Mr. Steve Lemmons to amend Webster Parish Ordinance # 856 for the Off System Bridge Program Compliance. Motion carried unanimously.
Mr. Charles Walker moved, seconded by Mr. Bruce Blanton to approve the Annual Certification of Compliance for the Off System Bridge Program. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to approve a Resolution giving Mr. Jim Bonsall Signature authority for signing documents relative to the Off System Bridge Program. Motion carried unanimously.
Mr. Perry Kirkland moved, seconded by Mr. Allen Gilbert to Adopt Webster Parish Ordinance # 1008 that will amend and expand the boundaries of Dixie Inn Fire Protection District #7. Motion carried unanimously.
Mr. Charles Odom moved, seconded by Mr. Randy Thomas to Adopt Webster Parish Ordinance # 1009 that will amend and reduce the boundaries of Minden Fire Protection District # 10. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to approve the renewal of the “Bid Sync” Contract for November 8, 2013 – November 7, 2016. Bid Sync handles the electronic bid process for Webster Parish. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mrs. Jerri Lee to approve the recommendation from the Sarepta Water Works to reappoint Thomas Garland as a Commissioner.
Mr. Allen Gilbert moved, seconded by Mr. Perry Kirkland to approve the recommendation from the Town of Cullen to appoint Mr. Lonnie Williams to the Cullen Fire District Board. Motion carried unanimously.
Mr. Charles Walker moved, seconded by Mr. Perry Kirkland to approve the following recreational funding items:
District #12 to approve $750.00 for the Town of Doyline for economic development.
District #5, to approve $700.00 for the Cotton Valley PD to use to the cost of a new roof on the Police Department Station.
Motion carried unanimously.
Mrs. Chris Broussard, Chairman of the Cultural Crossroads, spoke to the Jury concerning upcoming activities. Mrs. Broussard had with her members of her board as well as the Minden Junior Service League, and active participants of Cultural Crossroads. Mrs. Broussard as well applauded the Youth Challenge Program and Cadets for all of their assistance. Many fun activities on the schedule at “The Farm”.
Javon Branch spoke to the Jury from the audience.

Representative Gene Reynolds addressed the Jury spoke concerning the meeting that was held in Doyline this week with Secretary Barnam, LA Wildlife and Fisheries. It was a good meeting, and the response is favorable to go forward with the State plan for Bistineau.
Representative Reynolds then went over several projects going on in Baton Rouge.
COMMITTEE REPORTS:
Mr. Allen Gilbert expressed his appreciation to Teddy Holloway for the work to clean up the abandoned houses in Cullen.
Mr. Perry Kirkland stated that he enjoyed all of the enthusiasm by all participants today. Good activities going on in Webster Parish.

Road Committee, Mr. Steve Ramsey: Mr. Ramsey moved, seconded by Mr. Charles Odom to approve the action taken at the meeting held earlier today.
Vera Davison welcomed all in attendance today and specifically pointed out Stephanie Winsor who is assisting with Cultural Crossroads.
Mr. Randy Thomas urged all to attend the Webster Parish Fair this week. He specifically asked the Jurors to come out to the Pig Push!!
Mrs. Jerri Lee specifically thanked the Cultural Crossroads representatives, the work that is done at the Farm is important to Minden and the Children of the surrounding communities.
Mr. Charles Walker expressed his appreciation to Representative Gene Reynolds.
Mr. Bonsall gave his closing remarks, and there being no further business to bring to the Jury, the meeting adjourned.

ORDINANCE# 1008
An ordinance amending and expanding the boundaries of Dixie Inn Fire Protection District No. 7 of the Parish of Webster, State of Louisiana, confirming the corporate powers of said District, and providing for other matters.
WHEREAS, in strict compliance with the provisions of Part I, Chapter 7, Title 40 of the Louisiana Revised Statutes of 1950, and other constitutional and statutory authority supplemental thereto, the Webster Parish Police Jury, State of Louisiana (the "Police Jury") adopted a resolution on September 3, 2013, giving notice of its intention to amend and expand the boundaries of Dixie Inn Fire Protection District No. 7 of the Parish of Webster, State of Louisiana (the “District”), ordering and directing the President of the Police Jury to give due notice of the proposed amendment and expansion of the boundaries of said Fire District and providing for the hearing of any and all objections thereto; and
WHEREAS, notice of intention to amend and expand the boundaries of the District and of the public hearing to be held in connection therewith were duly published as required by law and as directed by said resolution of September 3, 2013; and
WHEREAS, the Police Jury did at the hour and place and on the date designated in said resolution of September 3, 2013, meet in open and public session for the purpose of hearing any and all objections relative to the proposed amendment and expansion of the boundaries of the District; and
WHEREAS, no objections were filed or presented to this Police Jury in writing and no other objections were expressed, and the Police Jury is of the opinion that the proposed amendment and expansion of the said boundaries is to the best interest of the District and its inhabitants; and
WHEREAS, the District has not entered into any contracts which will be impaired by amending or expanding the boundaries of the District;
NOW, THEREFORE, BE IT ORDAINED by the Police Jury of the Parish of Webster, State of Louisiana,
acting as the governing authority of the Parish of Webster, State of Louisiana, that:
SECTION 1. In compliance with the provisions of Part I, Chapter 7, Title 40 of the Louisiana Revised Statutes of 1950, and other constitutional and statutory authority, the boundaries of Dixie Inn Fire Protection District No. 7 of the Parish of Webster, State of Louisiana (the “District”), are hereby amended and expanded such that the District will now include all of the following described areas:

Begin at a point where the East right-of-way of old U.S. Highway 80 intersects the West right-of-way of new U.S. Highway 80, to point of beginning and thence run North 23 degrees 38 minutes East 440 feet thence run South 65 degrees 18 minutes East 272.30 feet, thence run South 56 degrees 10 minutes West 120.20 feet; thence run South 33 degrees 50 minutes East 10 feet; thence run South 56 degrees 10 minutes West 395.67 feet to the point of beginning, together with all improvements thereon and all rights thereto belonging and being the shaded 1.46 acre tract shown on the attached plat of survey, dated July 29, 1964 prepared by Sammie L. Craft, C.D., and lying in the East Half of the Northwest Quarter (E/2 of NW/4, Section 31, Township 19 North, Range 9 West, Webster Parish, Louisiana, and being a portion of the property acquired by Vendor from Mrs. Ada Hemier et al by credit sale dated October 1, 1964 appearing of record under registry number 193861 in the Webster Parish Conveyance records.
SECTION 2. The District shall continue to be known as "Dixie Inn Fire Protection District No. 7 of the Parish of Webster, State of Louisiana”, and shall continue to constitute a public corporation and political subdivision of the State of Louisiana, and as such, shall have all the powers incidental thereto as granted by the Constitution and Statutes of the State of Louisiana, including the authority to incur debt, to issue bonds and to levy taxes and parcel fees.
SECTION 3. Due notice of the amendment and expansion of the boundaries of the District shall be published in the official journal of the Police Jury in accordance with law as soon as the hereinafter described petition is received by this Police Jury, and the President of this Police Jury is hereby ordered, directed and instructed to issue the required notice and to cause the same to be published in the manner provided by law, a copy of which is attached as "Exhibit A".
SECTION 4. This ordinance shall be effective upon receipt of the petition duly signed by a majority of the registered voters within the area described above and verified by the Registrar of Voters of Webster Parish, all in accordance with the provisions of R.S. 33:221.2 of the Louisiana Revised Statutes of 1950, as amended.
SECTION 5. This ordinance shall not be interpreted or construed as having any effect on the District or its governing authority other than effecting a change in the boundaries and territorial limits of the District, as hereinabove set forth.
SECTION 6. This ordinance shall be published in full in one (I) issue of the official journal of the Police Jury as soon as possible.

Craft, C.D., and lying in the East Half of the Northwest Quarter (E/2 of NW/4, Section 31, Township 19 North, Range 9 West, Webster Parish, Louisiana, and being a portion of the property acquired by Vendor from Mrs. Ada Hemier et al by credit sale dated October 1, 1964 appearing of record under registry number 193861 in the Webster Parish Conveyance records.
SECTION 2. The District shall continue to be known as "Fire Protection District No. 10 of the Parish of Webster, State of Louisiana", and shall continue to constitute a public corporation and political subdivision of the State of Louisiana, and as such, shall have all the powers incidental thereto as granted by the Constitution and Statutes of the State of Louisiana, including the authority to incur debt, to issue bonds and to levy taxes and parcel fees.
SECTION 3. Due notice of the amendment and reduction of the boundaries of the District shall be published in the official journal of the Police Jury in accordance with law, and the President of this Police Jury is hereby ordered, directed and instructed to issue the required notice and to cause the same to be published in the manner provided by law, a copy of which is attached as "Exhibit A".
SECTION 4. This ordinance shall not be interpreted or construed as having any effect on the District or its governing authority other than effecting a change in the boundaries and territorial limits of the District, as hereinabove set forth.

SECTION 5. This ordinance shall be published in full in one (I) issue of the official journal of the Police Jury as soon as possible and shall be in full force.

OF BOUNDARIES
Pursuant to the provisions of an ordinance adopted by the Police Jury of the Parish of Webster, State of Louisiana, on October 1, 2013, NOTICE IS HEREBY GIVEN, in accordance with the provisions of Part I, Chapter 7, Title 40 of the Louisiana Revised Statutes of 1950, and other constitutional and statutory authority supplemental thereto, notice is hereby given that the boundaries of Fire Protection District No. 10 of the Parish of Webster, State of Louisiana have been amended and reduced to remove the following areas from the boundaries of the District:

ANNUAL CERTIFICATION OF COMPLIANCE
WITH THE STATE OF LOUISIANA
OFF SYSTEM BRIDGE REPLACEMENT PROGRAM
WHEREAS, the code of Federal Regulations as enacted by the United States Congress mandates that all structures defined as bridges located on all public roads shall be inspected, rated for safe load capacity and posted in accordance with the National Bridge Inspection Standards and that an inventory of these bridges be maintained by each state; and
WHEREAS, the responsibility to inspect, rate and load post those bridges under the authority of WEBSTER PARISH in accordance with those Standards is delegated by the Louisiana Department of Transportation and Development to WEBSTER PARISH.
THEREFORE BE IT RESOLVED by the governing authority of WEBSTER PARISH (herein referred to as the Parish) that the Parish in REGULAR MEETING assembled does hereby certify to the Louisiana Department of Transportation and Development (herein referred to as the DOTD) that for the period 1 October, 2013 through 30 September 2014:
- The Parish has performed all interim inspections on all Parish owned or maintained bridges in accordance with the National Bridge Inspection Standards.
- All bridges owned or maintained by the Parish have been structurally analyzed and rated by the Parish as to the safe load capacity in accordance with AASHTO Manual for Maintenance Inspection of Bridges. The load posting information that has been determined by the LA DOTD for all bridges where the maximum legal load under Louisiana State law exceeds the load permitted under the operating rating as determined above has been critically reviewed by the Parish. Load posting information has been updated by the Parish to reflect all structural changes, any obsolete structural ratings or any missing structural ratings.
- All Parish owned or maintained bridges which require load posting or closing are load posted or closed in accordance with the table in the DOTD Engineering Directives and Standards Manual Directive No. 1.1.1.8. All DOTD supplied load-posting information concerning a bridge has been critically reviewed by the Parish Engineer prior to load posting.
- All bridges owned or maintained by the Parish are shown on the attached list in the format specified by the DOTD. Corrections to data supplied to the Parish by the LA DOTD are noted.
These stipulations are prerequisites to participation by the Parish in the Off-System Bridge Replacement Program.
This resolution was considered section by section and as a whole and upon motion of
Charles Walker, being seconded by Bruce Blanton was adopted by the
following vote on this 1st day of October, 2013.

R E S O L U T I O N
WHEREAS, to satisfy the legal requirements of the State of Louisiana, Department of Transportation and Development, Office of the Federal Off-System Bridge Rehabilitation and Replacement Program, and
WHEREAS, the Webster Parish Police Jury did elect Jim Bonsall, President of the Webster Parish Police Jury with all authorities, duties, responsibilities thereunto pertaining.
NOW THEREFORE BE IT RESOLVED, that the Webster Parish Police Jury does hereby confer signature authority to Jim Bonsall in those matters which he may legally execute within the laws of Louisiana, the United States of America and ordinances of the Parish of Webster. Such authority shall include, but not be limited to-wit:
An obligatory signature on agreements and other documents dealing with the Federal Off-System Bridge Rehabilitation and Replacement Program, Webster Parish.
