MINUTES OF THE ROAD COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
August 5, 2014
MEMBERS: Steve Lemmons, Vice-Chairman, Jim Bonsall; Vera Davison; Jerri Lee; Randy Thomas; Allen Gilbert, Charles Walker; Daniel Thomas; Perry Kirkland; Steve Ramsey; and Charles Odom
ABSENT: Bruce Blanton
Mr. Steve Ramsey asked that Mr. Steve Lemmons open the meeting with prayer. Mr. Ramsey then called the meeting to order, and asked for additions to the agenda. There were no additions to the agenda.
Mr. Jim Bonsall moved, seconded by Mrs. Jerri Lee to approve a Cooperative Endeavor Agreement between the Webster Parish Police Jury and Pine Country Education District to provide iron ore and SB-2 to the Pine Country Education campus with Pine Country paying all cost of materials and hauling expense. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Charles Walker to approve a Resolution requesting repair of potholes on specific sites as provided by the Town of Sarepta. Motion carried unanimously.
Mr. Charles Walker moved, seconded by Mr. Steve Lemmons to approve a Resolution from the Village of Doyline to build up the shoulder of Agape Lane, second request for the specific work. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve a Resolution from the Village of Dubberly to shave ditches and fill holes with hot mix on Brushwood Drive at Catalpa well site.
Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Charles Walker to approve a Resolution from the Village of Heflin to provide the following: drainage ditch on Carey Lane on the east end of Main Street, and cut brush with side cutter on South Church, memorial Park Road, and Railroad Trail on the east side. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE INTERGOVERNMENTAL COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
August 5, 2014
MEMBERS: Daniel Thomas, Chairman; Perry Kirkland, Vice Chairman; Vera Davison; Allen Gilbert; Steve Ramsey; Jerri Lee; Charles Walker; and Jim Bonsall, President
Mr. Daniel Thomas called the meeting to order and asked for additions to the agenda. There were no additions to the agenda.
The purpose of the meeting is to discuss Webster Parish Ordinance # 1004- To amend and set procedures and policies of the districts and/or boards created by the Webster Parish Police Jury. Mr. Thomas stated that he wanted to get the information out to all boards’ concern requirements of the State not to set new laws or regulations.
Mrs. Carnahan stated that a packet had been created to provide information on Open Meetings Laws, Public Bid Laws, Legislative Auditor requirements, Ethics Board requirements, and other pertinent information. This will be forwarded annually to the boards for certification.
Mr. Thomas expressed his appreciation to all of the volunteer members of boards within the Parish.
There being no further business to bring to the Committee, the meeting adjourned.

MINUTES OF THE BUILDINGS AND GROUNDS COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
August 5, 2014
MEMBERS: Randy Thomas, Chairman; Jim Bonsall; Vera Davison; Jerri Lee; Charles Walker; Perry Kirkland; and Charles Odom
ABSENT: Bruce Blanton
Mr. Randy Thomas called the meeting to order and asked for additions to the agenda. There were no additions to the agenda.
Mr. Charles Walker moved, seconded by Mr. Charles Odom to approve a quote from Southern Roofing to complete the courthouse roofing that was begun in 2008, to provide foam -sealed roofing system, remove all existing asphalt roof down to the deck, and remove all debris, etc. for $29,358.00. Considering the upcoming HVAC renovations, this roof installation will be pending approval by architect. Motion carried unanimously.
Mr. Perry Kirkland moved, seconded by Mr. Jim Bonsall to approve a quote from Brown Glass to replace the existing double entrance doors (center section). Motion carried unanimously.
Under New Business, Mr. Thomas gave an update on the Capital Outlay appropriation for HVAC renovations of the Courthouse.
There being no further business to bring to the Committee, the meeting adjourned.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
August 5, 2014 10:30 a.m.
MEMBERS: Jim Bonsall, Charles Walker, Vera Davison; Perry Kirkland; Steve Ramsey; Charles Odom;
Steve Lemmons; Jerri Lee; Daniel Thomas; Allen Gilbert, and Randy Thomas
ABSENT: Bruce Blanton
PUBLIC HEARING: To hear comments concerning Webster Parish Ordinance #1012 to dissolve Webster Parish Recreation District #1 and to donate all materials and other assets to the Town of Cullen.
There were no comments concerning WPPJ Ordinance #1012.
The Regular Meeting of the Webster Parish Police Jury is called to order by President, Mr. Jim Bonsall. Mr. Bonsall then asked Mrs. Jerri Lee to open the meeting with prayer. Mr. Bonsall then led in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda. There were no additions to the agenda.
Mr. Javon Branch made comments to the Jury. There were no other comments concerning the agenda.
Mr. Randy Thomas moved, seconded by Mrs. Jerri Lee to adopt the minutes of the July 1, 2014 Road Committee meeting and the July 1, 2014 Regular Meeting. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Charles Walker to approve invoices pending review of the committee. Motion carried unanimously.
Mrs. Amy Tynes and Mrs. Margie Williamson with Allen Green and Williamson CPA reported on the 2013 Audit of the Webster Parish Police Jury, the Webster Parish Police Jury Office of Community Services, and the Webster Parish E-911.
Mr. Grant Schlueter of Foley and Judell presented a Resolution to give preliminary approval to the issuance of not exceeding $2,200,000.00 of Limited Tax Certificates of Indebtedness of the Parish of Webster, State of Louisiana; providing certain terms of said certificates; making application to the State Bond Commission for approval of said Bonds; and providing for other matters in connection therewith.

Regular Meeting 8-05-2014- Continued:
Mrs. Jerri Lee moved, seconded by Mr. Charles Odom to approve the Resolution as presented. Motion carried unanimously.
The next item on the agenda is to ratify action taken on timber bids. Mr. Charles Odom moved, seconded by Mr. Randy Thomas to approve the bid of Timberland services at $10.10 per ton for a parcel of land located adjacent to the old Penal Farm for first thinning operation. Motion carried unanimously.
The bid for all timber to be cut at the Webster Parish Landfill in area 1 and in area 2 from Timberland services by Timberland Services was pulled. Mr. Charles Odom moved, seconded by Mr. Steve Ramsey to suspend the action taken in prior meetings concerning cutting timber. Motion carried.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve recreational funding in District #11 to repair Frazier Street in Sibley - $1,600.00. Motion carried unanimously.

Mr. Allen Gilbert moved, seconded by Mr. Perry Kirkland to enact Ordinance # 1012 to dissolve Webster Parish Recreation District #1 and to donate to the Town of Cullen all property, improvements, equipment and materials. Motion carried unanimously.
Mr. Charles Odom moved, seconded by Steve Ramsey to approve the 2ndquarter budget amendments for the Webster Parish Police Jury as presented. Motion carried unanimously.

COMMITTEE REPORTS:
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting earlier today. Motion carried unanimously.
Mr. Charles Odom reported on recycling in the parish. He also stated that the Household Hazardous Waste Drop Off Day will be October 11, 2014 at the Minden Fair Grounds.
Ms. Vera Davison told the Jury that commented on her attendance at the NACO Convention in New Orleans. Ms. Davison shared her experiences with other governing official from around the United States.
Mr. Daniel Thomas told the Jury that there had been an Intergovernmental Committee Meeting earlier this morning following the Road Committee Meeting. There was no action taken, but there was discussion concerning WPPJ Ordinance 1004 that sets regulations and certification of the Boards and/or Districts that were created by the Webster Parish Police Jury.
Mr. Randy Thomas moved, seconded by Mr. Charles Walker to approve the action taken at the Buildings and Grounds Committee Meeting that was held earlier this morning following the Intergovernmental Committee Meeting. Motion carried unanimously. L

Regular Meeting 8-05-2014- Continued:
Mrs. Jerri M. Lee spoke about the NACO (National Association of County Organizations) meeting that was held July10- July 14, 2014 in New Orleans. Mrs. Lee procured pamphlets and other informational literature to share with the Webster Parish Police Jury to address many pressing issues that are important across the country in County / Parish Government.
Mr. Charles Walker commented on the good Audit report. Mr. Walker then extended a warm welcome to Lt. COL J. Brad Kendall with Camp Minden. Lt. COL Kendall will be attending the Regular Meetings as possible.
Mr. Jim Bonsall then gave closing remarks, and there being no further business to bring before the Jury, the meeting adjourned.

TO AMEND AND SET PROCEDURES AND POLICIES OF
DISTRICTS AND/OR BOARDS CREATED BY THE
WEBSTER PARISH POLICE JURY
AN ORDINANCE TO SET PROCEDURES AND POLICIES OF ANY AND ALL DISTRICTS AND/OR BOARDS THAT ARE CREATED BY THE GOVERNING AUTHORITY OF THE WEBSTER PARISH POLICE JURY. DISTRICTS AND/OR BOARDS OF THE WEBSTER PARISH POLICE JURY ARE INCLUDING THE FOLLOWING, BUT NOT LIMITED TO THOSE LISTED BELOW:
Fire Protection Districts of the Parish
Waterworks Districts (Only districts created by WPPJ/not private water systems)
Communication Districts
Water Management Districts
Pine Country Education Center District
BE IT ORDAINED by the Webster Parish Police Jury, Webster Parish Louisiana, in due and legal and regular session convened on this the 5th day of June , 2012, that the Webster Parish Code of Ordinance be amended by adding the following to be designated under Chapter 16- Special Districts:
Whereas, the Webster Parish Police Jury as the governing authority of the Parish of Webster, State of Louisiana, and is required by law to appoint and oversee various statutory boards and officers to carry out the duties of various public services necessary in the Parish and State.
Whereas, the tax dollars raised from the citizens of Webster Parish to carry out the functions of government should be thoughtfully spent and protected from fraud, waste and abuse.
Whereas, as the governing authority of the Parish, the Police Jury must seek to ensure the public and to build trust in government.
Whereas, recent events have undermined the public’s trust in government through the misuse of tax payer dollars and a lack of certain oversights existing in certain areas of government.
Therefore, the Webster Parish Police Jury is through this ordinance, setting standards, policies, and procedures by which all Districts and Boards created by the Webster Police Jury shall be expected to operate, and for which the members which it has unilateral or joint appointment authority over shall be expected to serve should they accept or continue to serve under any Webster Parish Police Jury appointment authority.

Ordinance # 1004—CONTINUED
Obligations for service as an appointed representative by the Webster Parish Police Jury will be as follows:
- Affirm attendance at an annual audit review with selected legislative auditor approved accounting firm;
- Ensure that by vote of the whole board or by selected committee, every expenditure of the organization is reviewed and approved or ratified;
- Conduct periodic unscheduled inspections of the books, records and accounts on an annual basis;
- Ensure at least quarterly meetings occur following state law to include a published agenda, recorded audio and written minutes of meetings, and a review of all expenditures from previous meeting until current.
- Ensure personnel in charge of accounting for and spending money have training on statutory guidelines for public fiscal accountability, Louisiana purchasing regulations and the Code of Governmental Ethics.
- File an annual report to the Parish concerning items 1 through 5 above and the year’s activity of your appointment. This report will be due the first Monday in February for the preceding year.

Does hereby adopt Webster Parish Ordinance # 1004- amending and setting policy and procedure for all District and/or Board created by the Webster Parish Police Jury for the Parish of Webster.
On a motion of Charles Odom seconded by Randy Thomas the Ordinance is adopted by the following vote:
