MINUTES OF THE ADMINISTRATIVE COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

MARCH 1, 2016 – 9:00 a.m.

 

MEMBERS:  Vera Davison, Chairman; Jerri Lee, Vice Chairman; Daniel Thomas; Steve Ramsey; Nick Cox; Steve Lemmons; Bruce Blanton; and Jim Bonsall, President.

 

Ms. Vera Davison called the meeting to order and then led in prayer.  Ms. Davison then asked for additions to the agenda.

 

Mrs. Jerri Lee moved, seconded by Mr. Nick Cox to add to the agenda the Cullen Museum funding.  Motion carried unanimously.

 

The first item on the agenda is the discussion of Group Health Insurance renewal.  Mrs. Carnahan told the committee that the renewal has come in at 13% increase.  Ms. Davison and Mr. Jim Bonsall met with the Blue Cross Blue Shield representatives as well as Mr. Jim Ritchie last week to receive the renewal.  Mr. Ritchie was told to look into other options for the Police Jury.  Patrick Jackson, ADA for Webster and Bossier Parish told the Jury that Bossier Parish has entered into an agreement to go with a “self-funded” plan.  Mr. Jackson gave an overview of how the plan worked.  Several Administrative Committee meetings will be held to discuss how to go forward with the group health insurance.

 

The next item on the agenda is concerning the Webster Parish Police Jury Property located off of Dogwood Road. Mr. Bonsall stated that he was unable to get the information to present to the Committee concerning this property; he then asked to table the matter.

 

The Cullen representatives were not present to discuss the Cullen Museum, so this item was also tabled.

MINUTES OF THE ROAD COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

March 1, 2016 – immediately following Administrative Committee

 

MEMBERS:  Steve Ramsey, Chairman; Steve Lemmons, Vice Chairman; Jim Bonsall, President; Randy Thomas; Daniel Thomas; Vera Davison; Jerri Lee; Bruce Blanton; Allen Gilbert; Nick Cox; Dustin Moseley; and Bernard Hudson.

 

Mr. Steve Ramsey called the meeting to order and asked for additions to the agenda: Mr. Holloway stated that he had a report on Priority Roads.  Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to add this item to the agenda.  Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded by Mrs. Jerri Lee to approve a quote from Nation Services for 2016 striping.  The price is the same as in previous years from this company.  Motion carried unanimously.

 

A Resolution from the Village of Dubberly was presented for cleaning brush and ditches inside the city limits for the year 2016 using municipality funding.  Mr. Steve Lemmons moved, seconded by Mr. Jim Bonsall to approve the Resolution as presented.  Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve a Resolution from the Town of Sibley for cleaning ditches on the south side of NE 2ndand west side of NE Natchitoches including the corner of NE 2ndusing municipality funding.  Motion carried unanimously.

 

Mr. Jim Bonsall moved, seconded by Ms. Vera Davison to approve a Resolution to repair potholes on South Johnson Street using municipality funding.  Motion carried unanimously.

Road Committee- Continued:

 

Mr. Jim Bonsall moved, seconded by Mrs. Jerri Lee to approve a Resolution from the Town of Sibley for repairing of pothole on 3rdStreet pending paperwork and using municipality funding.  Motion carried unanimously.

MINUTES OF THE AMINISTRATIVE COMMITTEE MEETING

RECONVENED SESSION--

WEBSTER PARISH POLICE JURY

March 1, 2016 – Following the Road Committee

 

MEMBERS:  Vera Davison, Chairman; Jerri Lee, Vice Chairman; Daniel Thomas; Steve Ramsey; Nick Cox; Steve Lemmons; Bruce Blanton; and Jim Bonsall, President.

 

Ms. Vera Davison reconvened the Administrative Committee Meeting.

 

Mr. Jim Bonsall moved, seconded by Mr. Daniel Thomas to add Cullen Museum to the agenda.

Motion carried unanimously.

 

Representatives from the Town of Cullen came to present an appeal for help to fix the roof on the Cullen Railroad Museum.  Mayor Mills stated that the Town of Cullen was not requesting annual funding, but asking for a little help to fix the roof on the Railroad Museum.  There was extensive discussion concerning how much Cullen was requesting for the roof repair.  There were three quotes, but were varying in price from $6,000.00 to $27,000.  The Town of Cullen stated that they had no funding to help with repairs and Mr. Bonsall asked how the museum would be kept up with no funding.  The Cullen representatives stated that they planned to look into grants for this purpose, but could not do that until the roof was repaired.  Mrs. Jerri Lee moved, seconded by Mr. Daniel Thomas to commit some Recreational funding to go for the roof repair and to cap at $10,000.00, with the understanding that there is a guarantee on the roof.  The Recreational funding is committed as follows:  Jerri M. Lee $1,500.00; Vera Davison $1,500.00; Allen Gilbert $1,500.00; Bruce Blanton $900.00; Nick Cox $500.00; and Daniel Thomas $2,000.00

MINUTES OF THE REGULAR MEETING

WEBSTER PARISH POLICE JURY

MARCH 1, 2016

 

MEMBERS:  Jim Bonsall, President; Vera Davison, Vice President; Jerri M. Lee; Daniel Thomas; Steve Ramsey; Steve Lemmons; Bruce Blanton; Allen Gilbert; Bernard Hudson; Nick Cox; Randy Thomas; Dustin Moseley

 

PUBLIC HEARING:  To hear comments concerning the abandonment of 1000 feet at the end of WP# 228-F/ Wallace Road which is located in Section 31, T23N, R 10W and Section 36, T 23N, R 11W.

1644 feet will continue to be included in the parish maintenance system. 

Mr. Joseph Demmon and Mr. Ken Tripp representing landowners asked questions concerning the abandonment.  Patrick Jackson, ADA, explained how the abandonment would be handled.  There was no opposition to the abandonment.

 

Mr. Jim Bonsall, President called the meeting to order and asked COL Carl Thompson to lead in prayer followed by the Pledge of Allegiance led by Mr. Bonsall. 

 

Mr. Bonsall then asked for additions to the agenda.  There were no additions.

Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to adopt the minutes of the February 2, 2016 Buildings and Grounds and the Road Committee Meetings, and the February 2, 2016 Regular Meeting.

Motion carried unanimously.

 

Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve invoices for payment pending review of the committee.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to approve the abandonment of 1000 feet at the end of the parish maintained right of way on WP# 228-F/ Wallace Road.  Motion carried unanimously.

 

The next item on the agenda is Recreational Funding.  Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve the following:  District # 1 - $1,000.00 City Court Springhill for Audit expense and District # 11   $2,500.00 to the Village of Heflin for repair to the Civic Center.  Motion carried unanimously.

 

Mr. Allen Gilbert moved, seconded by Mr. Dustin Moseley to approve the Compliance Questionnaire for the 2015 Audit of Financials for the Webster Parish Police Jury.  Motion carried unanimously.

 

A Joint Resolution of the Bienville Parish, Bossier Parish, and Webster Parish Police Jury was presented.  The Resolution will set a “No Wake” limit.  The No Wake Limit will be set at 144 feet elevation for flood and therefore all boats must adhere to the No Wake restriction.  Louisiana Wildlife and Fisheries requested the standard be set and it will not be necessary to contact each parish when danger of flood and the lake would rise to 144 feet and above to set the No Wake.  Mr. Steve Ramsey moved, seconded by Mr. Bernard Hudson to approve the Resolution on behalf of the Webster Parish Police Jury.  Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today.  Motion carried unanimously.

March 1, 2016 – Continued

 

Ms. Vera Davison told the Jurors to be aware that Mrs. Finley and Mrs. Whitaker are the contact for the Head Start Program and that they provide the Jurors with information that they must have to keep well informed. 

Ms. Vera Davison moved, seconded by Mrs. Jerri Lee to approve the action taken at the Administrative Committee meeting held earlier today.  Motion carried unanimously.

 

Bruce Blanton, a board member of the N.L.A.E.P. thanked Angie White for attending the Police Jury Meeting today.  Ms. White said that she will be at the meetings more often now.

 

Mr. Daniel Thomas told the Jury that Keith Warren will do a feature on White Tail in Louisiana on Direct TV today.

RESOLUTION

BOSSIER PARISH POLICE JURY

BIENVILLE PARISH POLICE JURY

WEBSTER PARISH POLICE JURY

 

A Joint Resolution of the Parishes of Bossier, Bienville and Webster Parish Police Juries to set and to establish a base standard for determining the Flood Stage of Lake Bistineau at 144 feet.  The Lake will be “NO WAKE ZONE” To all Boat Traffic on Lake Bistineau.

 

WHEREAS,      Lake Bistineau Lake lies within the boundaries of the Parishes of Bossier, Bienville, and Webster.

 

WHEREAS.      The Police Jury is the governing authority for each of the Parishes of Bossier, Bienville, and Webster and therefore has the statutory authority to determine the flood stage of Lake Bistineau upon the advice and direction of the Louisiana Department of Wildlife and Fisheries, and to regulate boat traffic,

 

WHEREAS,      A “No Wake Zone” will allow for boat traffic to continue to access allowed areas of Lake Bistineau without damage or danger to property or other boaters.

 

THEREFORE BE IT RESOLVED,        That when the water levels reach 144 feet, Lake Bistineau is determined to be at Flood Stage and the lake will be “NO WAKE ZONE” until the Louisiana Department of Wildlife and Fisheries determines that the Lake has receded to a level below 144 feet.
