MINUTES OF THE ROAD COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
May 3, 2016 -- 9:00 a.m.
MEMBERS: Steve Ramsey, Chairman; Steve Lemmons, Vice Chairman; Jim Bonsall, President; Randy Thomas; Daniel Thomas; Vera Davison; Jerri Lee; Bernard Hudson, Bruce Blanton; Allen Gilbert; Nick Cox; and Dustin Moseley.
Mr. Steve Ramsey called the meeting to order, Mr. Steve Lemmons led in prayer.
Mr. Ramsey then asked for additions to the agenda.
Mr. Randy Thomas moved, seconded by Mr. Steve Lemmons to add to the agenda:
4. Debris Removal; 5. Early Warning Grant information; 6. Property located off of Dogwood Trail; 7. 4thDistrict Police Jury Association Meeting.
Motion carried unanimously.
Mr. Dustin Moseley moved, seconded by Mr. Daniel Thomas to approve a Resolution from the Village of Doyline to repair Agape Lane from Highway 163 to the bridge using municipality funding. Mr. Holloway told the Jury that this repair is listed in the damages to be submitted to FEMA. Motion carried unanimously, but the Resolution will be put on hold until a determination is made from FEMA on eligibility.
Mr. Daniel Thomas moved, seconded by Mrs. Jerri Lee to approve a Resolution from the Town of Sibley for repairing culverts and ditch on 4thStreet and Natchitoches Street using municipality funding. Paperwork is pending. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Bernard Hudson to declare Equipment Surplus for sale with mandatory low bid. Listing of the equipment with low bid stated for each piece of equipment is attached. Motion carried unanimously.
Mr. Teddy Holloway reported to the Committee that the storm debris (Household/construction waste) has been completed with only a few additional homes requiring pick up. He asked for the paper to please do an article that will inform the public that pick up will continue until Friday, May 6th. Ms. Vera Davison moved, seconded by Mr. Randy Thomas to approve this action. Motion carried unanimously.
Daniel Thomas told the Jurors that the deadline to have a municipality submit an application for an early warning system grant has been extended to May 15, 2016. The Intergovernmental Committee will meet prior to the June meeting to go over and make a recommendation for the grant award. The award will be made at the June Intergovernmental Committee Meeting.
The next item on the agenda is an 80 acre parcel of land located off of Dogwood Trail North of Minden that is owned by the Webster Parish Police Jury. The land is not in use at this time and there is no real benefit to holding the land. Mr. Randy Thomas moved, seconded by Mrs. Jerri Lee to declare the land surplus and to advertise for sealed bid and to set a minimum bid at $3,500.00 per acre with minerals included in the sale.
There being no further business to bring before the Committee the meeting adjourned.

WEBSTER PARISH POLICE JURY
May 3, 2016
MEMBERS: Jim Bonsall, President; Vera Davison, Vice President; Jerri M. Lee; Daniel Thomas; Steve Ramsey; Steve Lemmons; Bruce Blanton; Allen Gilbert; Bernard Hudson; Nick Cox; Randy Thomas; Dustin Moseley
Mr. Jim Bonsall, President called the meeting to order and asked COL Carl Thompson to lead in prayer followed by the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Steve Ramsey to add to the agenda Mr. Garrison to speak concerning a Building Permit. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mrs. Jerri M. Lee to add to the agenda #6.B. Shongaloo Fire Protection District # 9 Board Appointments and #12. Resolution – Tri Parish for Duck Blind and Decoys on Bistineau regulations. Motion carried unanimously.
Mr. Bonsall asked for comments concerning the agenda. There were no comments.
Mr. Randy Thomas moved, seconded by Mrs. Jerri Lee to adopt the minutes of the April 5, 2016 Administrative Committee Meeting, to amend the April 5, 2016 Road Committee Meeting- Sibley Resolution change wording from Municipality funds to Recreational funds, and approve the April 5, 2016 Regular Meeting . Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Steve Ramsey to approve invoices for payment pending review of the committee. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Nick Cox to approve Resolution #007-2016 to change the polling place for Webster Parish Precinct #15 to the Pleasant Valley United Methodist Church from the Pleasant Valley Community House. Motion carried unanimously.
The next item on the agenda is board appointments. Mrs. Jerry Lee moved, seconded by Mr. Nick Cox to approve the following corrections to the South Webster Industrial District in order to stagger the terms of office:
Mr. Theron Winzer, term ending 12/31/2017- City of Minden/ Village of Dixie Inn re-appointment
Mr. James Madden, term ending 12/31/2017- WPPJ re-appointment
Mr. Kent Gibson, term ending 12/31/2016- Minden Economic D. C. re-appointment
Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to approve re-appointments to the Shongaloo Fire Protection District # 9:
Clay Strange, term ending 12/31/2018 (3 year term)
Sharyn Stanley, Secretary-Treasurer, term ending 12/31/2017 (2 year term)
Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to call for a public hearing to consider adopting a resolution ordering and calling an election for Road District B to authorize the renewal of an ad valorem tax, and to call for a public hearing to consider adopting a resolution ordering and calling an election for Road District A to authorize the renewal of an ad valorem tax. Motion carried unanimously.
The next item is to consider the bids received on April 1, 2016 for Debris Removal and Disposal. The Police Jury was able to handle this with current personnel and therefore a contract will not be awarded. The bid for Monitoring and emergency planning services is awarded to CB&I upon overall ranking, recommendations and consideration of qualifications. Motion carried unanimously.
Mr. John Madden spoke to the Jury concerning SB 415 by Senator Ryan Gatti. Mr. Madden is in support of the bill for many reasons. There followed discussion on the town hall meetings that have been held in the parishes surrounding Lake Bistineau and the impact the bill would have on the lake and those that live on the lake as well as use the lake for recreational purposes. There was opposition to the original bill and to the amended legislation.
Mr. Bruce Blanton moved, seconded by Mrs. Jerri Lee to advertise for a legal journal for the year beginning July 1, 2016 and ending June 30, 2017. Motion carried unanimously.

Regular Meeting – May 3, 2016 Continued:
Mr. Steve Ramsey moved, seconded by Mr. Dustin Moseley to advertise as required by law for the Jury to consider a roll forward for this assessment year. Motion carried unanimously.
A Tri Parish Resolution, a resolution of the parishes of Bienville, Bossier, and Webster was presented that will set regulations for Duck Blinds and Decoys on Lake Bistineau. The regulations are a minimum standard and will be submitted to the Louisiana Wildlife and Fisheries as well as area Legislators upon approval of the each parish. Mr. Dustin Moseley moved, seconded by Mr. Steve Ramsey to approve the Resolution as presented. Motion carried unanimously.
Mr. Ron Garrison spoke the Jury concerning building permit requirements for farm structures and other out buildings. Discussion followed.

JUROR COMMENTS:
Mr. Steve Ramsey expressed his appreciation to Mr. Dustin Moseley for all he did with the Storm/ Flood recovery and with the Lake Bistineau issues.
Mr. Steve Ramsey then moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Mr. Nick Cox thanked his fellow Police Jurors for helping the newly elected Jurors to better understand the Jury procedures and from past experiences to be informed.
Mrs. Jerri Lee stated that she and Ms. Vera Davison attended the Coordinating and Development / Louisiana Tech Community Resiliency and Economic Recovery on April 21, 2016. There was much good information presented at the meeting.
Mr. Steve Ramsey then told the Jury that Trailblazer will hold a Ferrel Hog seminar on May 10, 2016 at 6:00 p.m. at Lakeside School Gym in Sibley.
Mr. Jim Bonsall then gave his closing remarks and there being no further business to bring before the Jury, the meeting adjourned.

A Joint Resolution of the Parishes of Bossier, Bienville and Webster Parish Police Juries to set and to establish DUCK BLIND / DECOY Regulations for Waterfowl Hunting on Lake Bistineau
WHEREAS, Lake Bistineau lies within the boundaries of the Parishes of Bossier, Bienville, and Webster, and
WHEREAS. The Police Jury is the governing authority for each of the Parishes of Bossier, Bienville, and Webster and therefore have the statutory authority to determine the regulations to govern Duck Blind / Decoys to be put on Lake Bistineau upon the advice and direction of the Louisiana Department of Wildlife and Fisheries, and
WHEREAS, The Parishes of Bossier, Bienville, and Webster hereby recommend the following regulations:
1. LOCATION: No Duck Blind can be located less than 300 Feet from Residential or Commercial Buildings. No Duck Blind can be located less than 300 Feet from another established Duck Blind.
2. PERMIT: Any time that a Duck Blind is on the water it must be identified with the following: NAME, ADDRESS, PHONE NUMBER HUNTING LICENSE NUMBER AND THE DATE POSTED. Identification must be posed in a location on the Blind that is visible. Effective Date will be July 1of each year.
3. BLINDS: Maximum Duck Blinds per Name/License number - 2
4. DECOYS: Decoys can be put on the water 30 days prior to Season and must be removed within 30 days after the end of the Season.
THEREFORE BE IT RESOLVED, The Parishes of Bossier, Bienville, and Webster respectfully request the assistance of the Louisiana Department of Wildlife and Fisheries to enforce the regulations as stated.
FUTHER BE IT RESOLVED, that the resolution was declared adopted on this, the 3rd day of May, 2016
