WEBSTER PARISH POLICE JURY
June 7, 2016 – 9:00 a.m.
MEMBERS: Daniel Thomas, Chairman; Jerri Lee, Vice Chairman; Vera Davison; Dustin Moseley; Steve Ramsey; Bernard Hudson; Steve Lemmons; and Jim Bonsall, President
Mr. Daniel Thomas called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Thomas then asked for additions to the agenda.
The first item on the agenda is the award of the Early Warning System Grant of the Webster Parish Police Jury. There were three applicants:
Town of Sibley
Town of Sarepta
Town of Cotton Valley
All applicants provided completed applications. By using the criteria outlined in the grant, the award for the 2016 Early Warning System Grant is to the Town of Sibley.
Mr. Steve Ramsey moved, seconded by Mr. Jim Bonsall to approve the award to the Town of Sibley for $15,200.00. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE BUILDINGS AND GROUNDS COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
June 7, 2016 – immediately following Intergovernmental Meeting
MEMBERS: Randy Thomas, Chairman; Bruce Blanton, Vice Chairman; Vera Davison, Nick Cox, Dustin Moseley; Jerri Lee; Allen Gilbert; and Jim Bonsall, President.
Mr. Randy Thomas called the meeting to order. Mr. Thomas then asked for additions to the agenda. There were no additions to the Agenda.
The first item on the agenda is Bids for the property located off of Dogwood Trail. There were no bids.
The Warden’s House located at the Webster Parish Penal Farm was then discussed. Randy Thomas recommended to the committee that the house torn down as well as other buildings located on the Penal Farm- the old prison, Old Mexico.
Mrs. Jerri Lee moved, seconded by Mrs. Vera Davison to go forward with demolition of the Warden’s House. Motion carried unanimously.
Mrs. Vera Davison moved, seconded by Mr. Bruce Blanton to tear down the existing “prison” buildings located on the Penal Farm property. The demolition of all Penal Farm property will be done as time allows for the road department. Motion carried unanimously.
The next item on the agenda is discussion of the Pleasant Valley Community House. The deed to the Pleasant Valley Community House was a dedication of the property for use as a voting precinct and when the property is no longer used for this purpose, the land is to revert back to the landowner. The family has requested that the old Community House be destroyed prior to having the property transferred back to the Greene family. Mrs. Jerri Lee moved, seconded by Mr. Allen Gilbert to go forward with title search to turn property over to the Greene family. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mrs. Jerri Lee to approve the request of Mr. Mark Stephen Barnett to have his annual leave paid out over the next month prior to his official retirement. Mr. Barnett retired from the Courthouse Maintenance Staff after 37 years of service.

WEBSTER PARISH POLICE JURY
June 7, 2016 -- following the Buildings and Grounds Meeting
MEMBERS: Steve Ramsey, Chairman; Steve Lemmons, Vice Chairman; Jim Bonsall, President; Randy Thomas; Daniel Thomas; Vera Davison; Jerri Lee; Bernard Hudson, Bruce Blanton; Allen Gilbert; Nick Cox; and Dustin Moseley.
Mr. Steve Ramsey called the meeting to order and then asked for additions to the agenda.
Mr. Randy Thomas moved, seconded by Mr. Jim Bonsall to add to the agenda:

Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mrs. Jerri Lee to approve a Resolution from the Village of Dubberly to side cut and clean ditches on Airport Road using municipality funding. Motion carried unanimously.
Mr. Dustin Moseley moved, seconded by Vera Davison to approve a resolution from the Village of Doyline to make repairs to culvert and clean ditch at Main Street and College Street using municipality funding. Motion carried unanimously.
The next item is a Resolution also from Village of Doyline, this item not acted upon due to the culvert is located on Private Property. Patrick Jackson advised that the Parish cannot do the work on Private Property.
Mr. Dustin Moseley moved, seconded by Mr. Allen Gilbert to clean ditches and install culverts provided by homeowner on Thompson Street East using municipality funding. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Jim Bonsall to add to the agenda Municipality funds. Motion carried unanimously.
Discussion followed concerning Parish roads affected by March 8 Storms/Floods. Mr. Teddy Holloway and Mr. Brad Graff reported that there are 153 sites. Some of the sites need to be put back as they were, but there are sites that will require mitigation or improvements made to assure that this will not happen again.
Mr. Steve Lemmons moved, seconded by Mr. Dustin Moseley to use Parish Road Funds to make the repairs that will be in the FEMA submittal under the disaster declaration. Approval was obtained by DOTD to move forward with use of these funds. Motion carried unanimously.
Mr. Teddy Holloway reported that the Auction was a success. All items sold that were submitted for sale.
There was discussion concerning setting a lower speed on the Jack Martin Road due to the Nelson Salt Water Injection Well site. Mr. Jim Bonsall moved, seconded by Mr. Steve Lemmons to set the speed limit on the Jack Martin Road from Hwy 80 to Shadows Lane to 35 MPH. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to add to the surplus equipment list the following items: 3 old bush-hog cutters and 1old side cutter. Motion carried unanimously.
There was discussion on Municipality Funding projects. With the increased work load due to disaster work, the municipality funding projects will be done as needed and as time allows. Suggestions that all work request should be submitted as soon as possible.
Daniel Thomas discussed a situation concerning vicious dogs.

PUBLIC HEARING: To hear comments concerning adopting a Resolution ordering and calling special elections to be held in (i) Road District “A” and (ii) Road District “B” of Webster Parish, authorizing levy of special taxes therein; making application to the State Bond Commission.
Renewal of existing taxes for Road District A and Road District B.

REGULAR MEETING CONVENED:
Mr. Jim Bonsall, President called the meeting to order and asked Juror Nick Cox to lead in prayer followed by the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Ms. Vera Davison to add CBI Agreement to the agenda for approval. Motion carried unanimously.
There were no comments on the Agenda.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the minutes of the May 3, 2016 Road Committee Meeting and the May 3, 2016 Regular meeting, and also to amend the minutes of the September 1, 2015 – Surplus Equipment

Mr. Allen Gilbert moved, seconded by Mr. Bruce Blanton to approve invoices for payment pending review of the committee. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Bernard Hudson to order and call special elections to be held in Road District “A” of Webster Parish and in Road District “B” of Webster Parish, Louisiana to authorize the levy of special taxes therein; making application to the State Bond Commission and providing for other matters in connection therewith. Motion carried unanimously.
Mr. John Stanley Director of the Office of Homeland Security and Emergency Preparedness has resigned his position effective May 25, 2016. Mr. Stanley served from 2004 until 2016. Mr. Stanley chose to return to his retirement. Therefore the position of Director for Webster Parish was open. Mr. Jim Bonsall, President of the Webster Parish Police Jury interviewed several very qualified candidates for this position. On May 26, 2016, Mrs. Jenny A. Reynolds was appointed to the position.
Ms. Vera Davison moved, seconded by Mr. Daniel Thomas to ratify and endorse the appointment of Jenny Reynolds, Director, Webster Parish of the Office of Homeland Security and Emergency Preparedness. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mrs. Jerri Lee to approve the budget amendments dated April, 2016 of the Webster Parish Police Jury as presented. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Vera Davison to approve upon the recommendation of the Board of Directors of the Office of Community Services the following budgets for 2016:
Transportation and for Section 8 HUD
Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Mr. Bernard Hudson to approve the Head Start C.O.L.A. Application for 2016. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Mr. Randy Thomas to approve the appointment of the Minden Press Herald to serve as the Official Journal for the year July 1, 2016 and ending June 30, 2017. The appointment of the Springhill Press to serve as Publication Journal for publication of legal advertising for the Police Jury. Motion carried unanimously.
No bids received for the Dogwood Trail Property.

Mr. Steve Lemmons moved, seconded by Mr. Bernard Hudson to approve application for Community Water Grant- LGAP by the Union Grove Water System, $25,000.00 to replace old water service mains. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mrs. Jerri Lee to approve the following Recreational funding:
District 5 Town of Cotton Valley $750.00 for Police Car Lights
District 5 Town of Cotton Valley $500.00 for Community House

SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting place, the Police Jury Meeting Room, Webster Parish Courthouse, 410 Main Street,Minden, Louisiana, on TUESDAY, JANUARY3,2017,atTEN-THIRTYO'CLOCK(l0:30)A.M.,andshallthenandthereinopenandpublic session proceed to examine and canvass the returns and declare the results of the said specialelections.
SECTION 4. Polling Places. The polling places set forth in the aforesaid Notice of Special Elections are hereby designated as the polling places at which to hold the said elections, and the Commissioners-in-Charge and Commissioners, respectively, will be the same persons as thosedesignated in accordance withlaw.
SECTION 5. Election Commissioners: Voting Machines. The officers designated to serve as Commissioners-in-Charge and Commissioners pursuant to Section 4 hereof, or such substitutes thereforasmaybeselectedanddesignatedinaccordancewithLa.R.S.18:1287,shallholdthesaidspecial electionsashereinprovided,andshallmakeduereturnsofsaidelectionsforthemeetingoftheGoverning AuthoritytobeheldonTuesday,January3,2017,asprovidedinSection3hereof.Allregisteredvotersin theDistrictswillbeentitledtovoteatthespecialelections,andvotingmachinesshallbeused.
SECTION 6. Authorization of Officers. The Secretary of the Governing Authority is hereby empowered, authorized and directed to arrange for and to furnish to said election officers in ample time for the holding of said elections, the necessary equipment, forms and other paraphernalia essential to theproperholdingofsaidelectionsandthePresidentand/orSecretaryof theGoverningAuthorityare
further authorized, empowered and directed to take any and all further action required by State and/or Federal law to arrange for theelections.
SECTION 7. Furnishing Election Call to Election Officials. Certified copies of this resolution shall be forwarded to the Secretary of State, the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines of Webster Parish and the Registrar of Voters of Webster Parish, as notification of the special elections, in order that each may prepare for said elections and perform their respective functions as required by law.
SECTION 8. Application to State Bond Commission. Application is made to the State Bond Commission for consent and authority to hold the special elections as herein provided, and in the event said elections carry for further consent and authority to continue to levy and collect the special taxes provided for therein. A certified copy of this resolution shall be forwarded to the State Bond Commission on behalf of this Governing Authority, together with a letter requesting the prompt consideration and approval of thisapplication.
SECTION 9. Additional Notice Requirement. This Governing Authority made the announcement with respect to the adoption of this resolution required by La. R.S. 42: 19.1, at its public meeting on Tuesday, May 3, 2016 and published said announcement in the Official Journal on Friday, May 6, 2016.This resolution having been submitted to a vote, the vote thereon was as follows:
