MINUTES OF THE BUILDINGS AND GROUNDS COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
August 2, 2016 – 9:00 a.m.
MEMBERS: Randy Thomas, Chairman; Bruce Blanton, Vice Chairman; Vera Davison; Nick Cox; Dustin Moseley;
and Jerri Lee.
ABSENT: Allen Gilbert
Mr. Randy Thomas called the meeting to order and asked Mr. Nick Cox to open the meeting with Prayer. Mr. Thomas then asked for additions to the agenda. There were no additions to the agenda and there were no comments on the agenda.
The meeting was called to discuss changes and improvements to the contract with IBTS to manage the building codes for the Parish.
The first item discussed is the detached buildings, storage buildings. Currently the inspection fee is $300.00; IBTS has agreed to lower the inspection fee to $200.00 for buildings that have no electrical hook up or plumbing hook up.
For discussion, new construction: Mr. Jim Bonsall has suggested that the Jury consider setting a parish fee that is a set fee and not a per sq. foot fee. This would be presented for approval before the end of the year to be effective January 1, 2017.
The committee also discussed allowing IBTS to serve as Flood Plan Manager for the Police Jury as provided by in the current contract. This will allow for additional documentation for Flood Plan management. Also discussion continued on ICC compliance and elevation and buy back grants through FEMA for flood victims. Patrick Jackson, ADA, explained the requirements and procedures that homeowners must follow.
There being no additional comments, the meeting adjourned.

MINUTES OF THE ROAD COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
August 2, 2016 – immediately following Buildings and Grounds
MEMBERS: Steve Ramsey, Chairman; Steve Lemmons, Vice Chairman; Jim Bonsall, President; Randy Thomas; Daniel Thomas; Vera Davison; Jerri Lee; Bernard Hudson, Bruce Blanton; Nick Cox; and Dustin Moseley.
MEMBER ABSENT: Allen Gilbert
Mr. Steve Ramsey called the meeting to order and then asked for additions to the agenda.
Additions to the agenda included:
#4. Employee leave without pay
#5. Cotton Valley appointment
#6. Speed limit on Jack Martin Road
Mr. Randy Thomas moved, seconded by Vera Davison, Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Steve Lemmons to set the speed limit on South Almond Lake Road to 15 MPH end to end. Motion carried unanimously.
Mr. Steve Ramsey asked representatives from the E-911 office to discuss with the Committee problems that have been brought to his attention concerning Google addressing not the same as the Parish mapping system. The problem has been that some emergency vehicles have had problems finding correct addresses. There followed discussion on making corrections to Google maps. Stephanie King, E-911 reported on certain roads that seem to be the major concern. Ms. King will work with Sheriff Dispatch to make some necessary changes as long as Google does the upgrades as requested.

Road Committee Continued:

A Resolution from the Village of Dubberly was presented requesting a speed limit sign at the north city limits boundary on Middle Road and setting the speed limit to 35 MPH for passenger vehicles and 25 MPH for Truck Traffic using municipality funding. Mr. Steve Lemmons moved, seconded by Mr. Daniel Thomas to approve the Resolution as presented. Motion carried unanimously.
Two employees of the Road department have requested to “0” pay for days missed due to illness and exhausted sick and annual leave. Mr. Daniel Thomas moved, and seconded by Mr. Bruce Blanton to approve the request from Mark Farrington, Unit II; and from Walter Morgan, Unit I to comply with Parish policy, motion carried unanimously.
The next item is information only to delay the appointment to the Cotton Valley Fire Department until the September meeting. This item will be on the Regular Meeting Agenda.
Mr. Steve Lemmons moved, seconded by Mr. Daniel Thomas to set the speed limit (correction to previous action) from end to end on the Jack Martin Road to 25 MPH for truck traffic, and 35 MPH for residential traffic. Motion carried unanimously

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
August 2, 2016
MEMBERS: Jim Bonsall, President; Vera Davison, Vice President; Jerri M. Lee; Daniel Thomas; Steve Ramsey; Steve Lemmons; Bruce Blanton; Bernard Hudson; Nick Cox; Randy Thomas; Dustin Moseley
MEMBER ABSENT: Allen Gilbert
Mr. Jim Bonsall, President, called the meeting to order and asked Juror Nick Cox to open the meeting with prayer and Mr. John Stanley to lead in the pledge.
Mr. Bonsall then asked for additions to the agenda. Mr. Dustin Moseley moved, seconded by Mr. Randy Thomas to adopt the minutes of the July 5, 2016 Road Committee Meeting, and the Regular Meeting. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Daniel Thomas to approve invoices for payment pending review of the committee. Motion carried unanimously.
A Proclamation honoring the Minden 11-u All Stars, Dixie World Series Champions for 2016 was presented to the team and to the coaches. Mr. Nick Cox made the presentation. A motion was made by Mr. Nick Cox, seconded by Mrs. Jerri M. Lee and adopted by the Jury.
Then a Resolution of Support was presented to all local and state law enforcement and accepted by Sheriff Gary Sexton on behalf of law enforcement. The Resolution was in support for all that law enforcement does to protect the citizens and to “Back the Blue”. A motion was made by Bruce Blanton, duly seconded by Steve Lemmons, and adopted by the Jury.
John Stanley, former Director of Homeland Security and Emergency Preparedness, retired in May, 2016, Mr. Jim Bonsall, President, presented John with a plaque of appreciation for years served in this position.
Amy Tynes, CPA with Allen Green Williamson presented the 2015 audit of financials for the Police Jury. The Jury had a clean audit. Mrs. Tynes went over the audit report and answered questions concerning the reporting.
Mr. Lane Davison, Member of the Board of the Germantown Water System thanked the Jury for their assistance when attempting to change the control of the Water System from governing under the Public Service Commission to the Police Jury. Due to new legislation, the System will no longer be under the

PCS, and therefore the System will not request the change. Mr. Davison just wanted to express his appreciation for the help.
Mr. Dean Shellhaze, Mr. John Jakins, and Mr. Jason Poe with Explosive Service International spoke to the Jury concerning the disposal of the M-6 at Camp Minden. Mr. Shellhaze made a power point presentation that better explained “Louisiana Solution to a Louisiana Problem”
Ms. Vera Davison moved, seconded by Mr. Steve Ramsey to call for a Public Meeting to levy the 2016 millage rates for Webster Parish on Tuesday, September 6, 2016 at 10:30 a.m. in the 2ndfloor meeting room of the Webster Parish Courthouse. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mr. Bruce Blanton to approve a cooperative endeavor agreement with MARC to provide funding to MARC for equipment to begin paper shred operation and the Police Jury will receive free and/or reduced price for document shredding. Cost to be $325.00 for equipment from District 8 recreational funding. Motion carried unanimously.
The next item on the agenda is board appointments. Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to approve the following board appointments:
Webster Parish Fire Protection District #4, Dubberly, to reappoint Don Sayers to a 2-year term.
South Webster Industrial District Board appointment of Mr. Jeff Lee effective January 1, 2017 to replace Mr. Henry Bridges whose term expires on December 31, 2016. Motion carried unanimously.
The reappointment in WPFPD#8, Cotton Valley is postponed until September meeting.
Mr. Randy Thomas moved, seconded by Mr. Dustin Moseley to approve Webster Parish Resolution #10 which calls for a Special Election to be held on March 25, 2017 to fill a vacancy in the office of Constable, Justice of the Peace District #1 of Webster Parish. No one filled for the vacancy for the November 8, 2016 election. Motion carried unanimously.

Mr. Randy Thomas moved, seconded by Mr. Bruce Blanton to approve the action taken at the Buildings and Grounds Committee Meeting today. Motion carried unanimously.
Mr. Jim Bonsall then stated that he appreciated the clean audit report and thanked the office staff and audit team. Mr. Bonsall then spoke about the Dixie Youth Baseball team and their accomplishment in winning the World Series.
There being no other business to bring before the committee, the meeting adjourned.

RESOLUTION # 010-2016
WHEREAS, The Webster Parish Police Jury is the governing authority of the Parish of Webster, Louisiana, and
WHEREAS, The Special Election that was called for November 8, 2016 to fill the unexpired term for Constable, Justice of the Peace District 1 of Webster Parish, no one qualified during the qualifying period and thereby created a vacancy in the office for the unexpired term, and
WHEREAS, Pursuant to R.S. 18:602, the Police Jury must call for a special election to fill the unexpired them within (20) twenty days (before August 11, 2016),
THEREFORE BE IT RESOLVED, The Webster Parish Police Jury calls for a Special Election to be held March 25, 2017, with qualifying dates January 11, 12, 13, 2017 to fill the unexpired term for Constable, Justice of the Peace, District 1 of Webster Parish, Louisiana,
FURTHER BE IT RESOLVED, That on a motion by Randy Thomas, duly seconded by Dustin Moseley to adopt Webster Parish Police Jury Resolution # 010-2016 calling for the Special Election. The motion passed by the following vote:
