MINUTES OF THE ROAD COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
October 4, 2016 - 9:00 a.m.
MEMBERS: Steve Ramsey, Chairman; Steve Lemmons, Vice Chairman; Jim Bonsall, President; Bruce Blanton; Randy Thomas; Daniel Thomas; Vera Davison; Jerri Lee; Bernard Hudson, Allen Gilbert, Nick Cox; and Dustin Moseley.
Mr. Steve Ramsey called the meeting to order, Mrs. Jerri Lee opened the meeting with prayer. Mr. Ramsey then asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve adding to the agenda- Advertise for Road Construction Materials., Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Daniel Thomas to accept the Right of Way Dedication for the Brushy Creek Road Extension. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to accept the quote for roof repair on the Sarepta Barn Building for $5,900.00 from Jay-Co Builders. Motion carried unanimously.
Mr. Jim Bonsall told the Jury that there were damages at the Pine Country Education Center road / culvert going into the facility located on Camp Minden. The damages estimate is approximately $38,000.00. The Pine Country Education Center Board will pay $20,000.00; The LSU FETI will pay $10,000.00 and the Bossier Parish Police Jury and the Webster Parish Police Jury will equally pay the remainder with the Bossier Parish Police Jury crews completing the project. Payment for the WPPJ portion will be made from the Economic Development line item in the General Fund. Mr. Jim Bonsall moved, seconded by Mr. Daniel Thomas to approve the proposal as presented. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve to advertise for Road Construction Materials for 2017 before the end of 2016. Motion carried unanimously.
There being no further business to bring before the Committee, Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to adjourn.

Mr. Jim Bonsall, President, called the meeting to order and asked Judge Graydon Kitchens to open the meeting with prayer and Cadet Carter Brodnax with the Youth Challenge Program to lead in the pledge.
BOARD OF REVIEW: Board of Review of the 2016 assessment of real and personal property of the Parish of Webster, State of Louisiana. Protest received:

There was no one present for the Protest. There were no other comments concerning the Board of Review from the audience.
The Regular Meeting of the Webster Parish Police Jury was called to order:
Mr. Bonsall then asked for additions to the agenda. Mr. Dustin Moseley moved, seconded by Mr. Randy Thomas to add to the agenda: 12. District # 12 Recreation Funding --$500.00 to Doyline Fire Department for purchase of supplies. Motion carried unanimously.
There were no comments from the audience.
Mrs. Jerri Lee moved, seconded by Mr. Randy Thomas to approve the minutes of the September 6, 2016 Road Committee, Administrative Committee, and Regular Meeting. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Nick Cox to approve invoices for payment pending review of the committee. Motion carried unanimously.
Mr. Morris Guin, Assessor of Webster Parish presented his Assessment list of Webster Parish for 2016. Mr. Guin went over gains and losses over the parish and asked that the Jury approve his certification of the Assessment list for 2016.
Tax Payer: $263,042,705.00
Homestead Exemption: $ 52,993,215.00
Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to approve the Certification of the Tax Roll of 2016 as presented by the Webster Parish Assessor. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Nick Cox to take no action in regard to the protest presented, to deny the protest, and to accept the Assessor’s certification. The protest will be forwarded to the Louisiana Tax Commission for further review. Motion carried unanimously.
The Annual Certification of “Off System Bridges in Webster Parish was presented: Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve the following to certify:
WPPJ Ordinance # 856-Amended; Annual Certification of Compliance; and the Signature Resolution.
Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Dustin Moseley to approve the following Resolutions for LGAP applications:
a- Cypress Water System to replace 163 Water Meters $27,605.00
b- Thomasville Water System to connect #2 well to chlorination system $10,000.00
c- Union Grove Water System to replace old water s. main lines $18,000.00
d- Leton Water System to replace 2” water lines with 3” on Spruce Rd. $35,000.00
Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Ms. Vera Davison to approve the 3rdquarter budget amendments as presented for the Webster Parish Police Jury financials. Motion carried unanimously.
Mr. Dustin Mosely moved, seconded by Mr. Randy Thomas to approve the District #12 Recreational Funding- $500.00 for the Doyline Fire Department. Motion carried unanimously.

JUROR COMMENTS:
Mr. Allen Gilbert reported that the roof project at the Cullen Museum has been completed.
Mr. Bernard Hudson invited the Jury to attend the Town of Cotton Valley National Night Out tonight.
Ms. Vera Davison wanted to remind all of the date for the the Governor’s Training for Head Start.
Mr. Bruce Blanton congratulated the Minden Crimson Tide Football Team on a good year and wished them further good luck this season.
Mr. Dustin Moseley announced that the Doyline National Night Out will be October 13, 2016.
Mr. Jim Bonsall thanked the Jurors and others for contributing to the “Pig Sale” at the Fair again this year, and thanked Lisa for helping to collect the money.
There being no other business to bring before the committee, the meeting adjourned.

ORDINANCE # 856
BE IT KNOWN that the Webster Parish Police Jury acting in accordance
with the laws of the State of Louisiana, hereby amends Webster Parish Ordinance
#856 of 1990 by posting the following data covering roads and bridges, effective
for the 2016 calendar year (or effective as of January 1, 2016) if you prefer just to
give a starting date).
