MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
January 3, 2017
MEMBERS PRESENT: Jim Bonsall, President; Vera Davison, Vice President; Steve Lemmons, Daniel Thomas, Steve Ramsey, Bruce Blanton, Randy Thomas, Dustin Moseley, Bernard Hudson, Allen Gilbert, Jerri Lee, and Nick Cox
Mr. Jim Bonsall, President, called the meeting to order and asked Sam Mims to open the meeting with prayer and COL Carl Thompson, Ret. lead in the Pledge of Allegiance.
The first order of business is the election of officers for the year 2017, Mr. Bonsall asked for nominations:
Mr. Dustin Moseley moved, seconded by Mr. Bruce Blanton to nominate Mr. Nick Cox for President.
Mr. Steve Ramsey moved, seconded by Ms. Vera Davison to nominate Mr. Jim Bonsall for President.
Mr. Nick Cox for President: yes: Daniel Thomas, Bruce Blanton, Allen Gilbert, Bernard Hudson, Dustin Moseley, and Nick Cox.
Mr. Jim Bonsall for President: yes: Vera Davison, Jerri Lee, Randy Thomas, Steve Lemmons, Steve Ramsey, and Jim Bonsall.
Mr. Patrick Jackson, ADA- Legal Counsel for the Police Jury addressed the issue of a tie vote. Mr. Jackson stated that Mr. Bonsall would remain as President until a vote of 7 changes.
Mr. Daniel Thomas nominated Bruce Blanton for Vice-President, seconded by Mr. Allen Gilbert.
Mrs. Jerri Lee nominated Ms. Vera Davison for Vice-President, seconded by Mr. Steve Lemmons.
Mr. Steve Ramsey moved to close nominations, seconded by Mr. Randy Thomas.

Ms. Vera Davison for Vice-President: Vera Davison, Jerri Lee, Jim Bonsall, Steve Ramsey, Steve Lemmons, Randy Thomas, and Bernard Hudson. Yes 7 Vera Davison elected Vice-President.
Mr. Bonsall then asked for additions to the agenda:

21. Resolution of Support for Glenn Benton to LAPJA 2ndVP.
Mr. Steve Ramsey moved, seconded by Mrs. Jerri M. Lee to add the items to the agenda. Motion carried unanimously.
There were no audience comments.
Mrs. Jerri M. Lee moved, seconded by Mr. Steve Lemmons to set the day and time for the 2017 Police Jury meetings to the 1stTuesday of the month at 10:30 a.m. in the 2ndfloor meeting room of the Webster Parish Courthouse, Minden, Louisiana. Motion carried. No: Nick Cox and Dustin Moseley. Abstain: Daniel Thomas. Yes: Jim Bonsall, Jerri Lee, Randy Thomas, Bruce Blanton, Vera Davison, Steve Lemmons, Steve Ramsey, Bernard Hudson, Allen Gilbert.
Mr. Bruce Blanton moved, seconded by Mr. Bernard Hudson to approve a Signature Resolution, 001-2017, authorizing the President and the Secretary-Treasurer to sign documents on behalf of the Webster Parish Police Jury for the year 2017. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Steve Ramsey to approve the minutes of the December 6, Road Committee Meeting as corrected: Allen Gilbert was not listed as a member present, and Steve Ramsey was listed two times. On the item “to pull the Webster Parish Police Jury support of the application to the LDWF, Scenic Rivers to draw from Lake Bistineau….”. It states in the minutes that Mr. Ramsey did not vote due to his being Chairman, Mr. Ramsey did actually vote. The vote now stands as Yes: D. Thomas, Blanton, Gilbert, Hudson, Cox, and Moseley
No: Bonsall, Davison, Lee, Lemmons, R. Thomas, Ramsey
Also to approve the minutes of the December 6, 2016 Finance Committee Meeting, and the December 6, 2016 Regular Meeting.
Motion carried to approve the minutes as corrected. 11 Yes and Mr. Allen Gilbert abstained.
Mr. Bruce Blanton moved, seconded by Mrs. Jerri Lee to approve invoices for payment pending review of the Jury. Motion carried unanimously.
Mrs. Dathene Brown, Director of the Webster Parish Council on Aging- Retired effective 12-31-2016. Mrs. Brown asked to speak to the Jury and thank them for the support she and the Council received over the 48 years she served. Mr. Jim Bonsall presented her with a Certificate of Appreciation from the Jury for her years of service.
Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to adopt the final 2016 budget amendments of the Webster Parish Police Jury. Motion carried unanimously.

Mr. Steve Lemmons moved, seconded by Mr. Bruce Blanton to adopt the final 2017 Budget of the Webster Parish Police Jury with actual brought forward figures. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to approve the audit engagement of Allen Green and Williamson for the 2016 audit of financials, and to engage Martin, Wise and Cole, CPA for preparation of trial balance and other CPA duties as needed. Motion carried unanimously.
The next item on the agenda is to advertise for bids on the Courthouse Annex Renovation through Mike McSwain Architect. The Jury had voted to table this item until the January meeting. Mr. Randy Thomas moved, seconded by Mr. Nick Cox. Motion carried. Yes 11, No- Dustin Moseley.
Ms. Vera Davison moved, seconded by Mr. Allen Gilbert to appoint Mary Whitaker Director of the Office of Community Services for the year 2017 and to approve WPPJ OCS By Laws changes as presented from the Board of the Office of Community Services. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Steve Ramsey to Canvas the returns and declare the results of the election for Road District A (passed) and Road District B (failed) on December 10, 2016. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to give Notice of Public Meeting to be held on Tuesday, February 7, 2017 at 10:30 a.m. at the Police Jury Meeting Room, Webster Parish Courthouse, 410 Main Street, Minden, Louisiana, the Police Jury of the Parish of Webster, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held within Road District B of Webster Parish, Louisiana to authorize the continuation of an ad valorem tax. Motion carried unanimously.
Mr. Daniel Thomas asked that a Resolution of support be presented for approval of the Jury at the February Police Jury Meeting.
Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve the bid tabulation for 2017 Road Materials as presented pending review by the Public Works Director and by the Attorney. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Steve Lemmons to approve a request from the Germantown Water System to clean up an area around a substation located in the Timberline Subdivision outside of Minden pending a Cooperative Endeavor agreement. Motion carried unanimously.

Mr. Bernard Hudson moved, seconded by Mrs. Jerri Lee to approve the North Louisiana Crime Lab budget of 2017 as presented. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Nick Cox to approve the Webster Parish Communications District board appointments as presented: To reappoint Mr. Billy Dorsey and to reappoint Mr. Kip Mourad to a full term to expire December 31, 2020. Motion carried unanimously.

The next item on the agenda is the Hazard Mitigation Grant Program Funding Allocation Announcement from the March 2016 Severe Storms and Flooding- DR-LA-4263. There followed discussion concerning the allocation for Webster Parish. Jenny Reynolds, OEP/Homeland Security Director for Webster Parish explained the funding opportunity. Mrs. Reynolds will work with the Jury to develop the Project/ Scope/ Initial Cost Estimate for the Parish. Mr. Daniel Thomas moved, seconded by Mr. Nick Cox to move forward with meeting the deadlines for the GOHSEP project. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Steve Ramsey to prepare a Resolution of Support of Glenn Benton, Bossier Parish Police Juror as a candidate for 2ndVice President of the Louisiana Police Jury Association that will be voted on in February at State Convention. Motion carried unanimously.

RESOLUTION # -2017
A resolution providing for canvassing the returns and declaring the result of the special elections held in (i) Road District "A" of Webster Parish, Louisiana and (ii) Road District B of Webster Parish, Louisiana, on Saturday, December 10, 2016, to authorize the levy of special taxes therein.
BE IT RESOLVED by the Police Jury of the Parish of Webster, State of Louisiana (the "Governing Authority"), acting as the governing authority of (i) Road District "A" of Webster Parish, Louisiana and (ii) Road District B of Webster Parish, Louisiana, that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special elections held in (i) Road District "A" of Webster Parish, Louisiana and (ii) Road District B of Webster Parish, Louisiana, on SATURDAY, DECEMBER 10, 2016, to authorize the levy of special taxes therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special elections.
SECTION 2. Procès Verbal. A Procès Verbalof the canvass of the returns of said elections shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-OfficioRecorder of Mortgages in and for the Parish of Webster, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
SECTION 3. Promulgation of Elections Result. The result of said elections shall be promulgated by publication in the manner provided by law.

BE IT KNOWN AND REMEMBERED that on Tuesday, January 3, 2017, at ten-thirty o'clock (10:30) a.m., at its regular meeting place, the Police Jury Meeting Room, Webster Parish Courthouse, 410 Main Street, Minden, Louisiana, the Police Jury of the Parish of Webster, State of Louisiana (the "Governing Authority"), acting as the governing authority of (i) Road District "A" of Webster Parish, Louisiana and (ii) Road District B of Webster Parish, Louisiana (the "District"), and being the authority ordering the special elections held therein on Saturday, December 10, 2016, with the following members present:
Bruce Blanton, Allen Gilbert, Daniel Thomas, Randy Thomas, Bernard Hudson, Jim Bonsall, Steve Lemmons, Nick Cox, Jerri M. Lee, Vera Davison, Steve Ramsey and Dustin Moseley;
did, in open and public session, examine the official certified tabulations of votes cast at the said elections, and did examine and canvass the returns of the said elections, there having been submitted at said elections the following propositions, to wit:
Shall Road District "A" of Webster Parish, Louisiana (the "District"), levy a special tax of two and sixty-five hundredths (2.65) mills on all property subject to taxation within the District (an estimated $437,250 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2018 and ending with the year 2027, for the purpose of constructing, maintaining and repairing roads and bridges throughout the District?
Shall Road District B of Webster Parish, Louisiana (the "District"), levy a special tax of three and ninety-two hundredths (3.92) mills on all property subject to taxation within the District (an estimated $454,720 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2017 and ending with the year 2026, for the purpose of building, constructing, maintaining and repairing roads and bridges in the District?
There was found by said count and canvass that the following votes had been cast at the said special elections IN FAVOR OFand AGAINST, respectively, the propositions as hereinabove set forth at the following polling places, to-wit:
The polling places above specified being the only polling places designated at which to hold the said elections, it was therefore shown that:
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that Road District “A” Proposition as hereinabove set forth was duly CARRIEDby a majority of the votes cast and Road District B Proposition as hereinabove set forth was duly DEFEATEDby a majority of the votes cast by the qualified electors voting at the said special elections held in the respective Districts on Saturday, December 10, 2016.
