WEBSTER PARISH POLICE JURY
APRIL 4, 2017

MEMBER ABSENT: Allen Gilbert
Mr. Steve Ramsey called the meeting to order and asked Mrs. Jerri Lee to open with prayer.
Mr. Ramsey then asked for additions to the agenda. Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to add to the agenda: 4. Dorcheat Road/ Hwy 7 Railroad crossing. 5. Speed Limit on Jack Martin Road. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Bruce Blanton to approve a Resolution from the Village of Dixie Inn for ditch drainage improvements on the south and east side of the Village Town Hall. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Mr. Jim Bonsall to approve a Resolution from the Town of Sibley to make repairs to Forrest Glade Lane using municipality funding. Motion carried unanimously.
The next item on the agenda is discussion on Priority Funds. Patrick Jackson, ADA, gave an update on FEMA funding for 2016 flood event. Patrick stated that GOSEP has given him a September target date to at least know about the FEMA funds.
Mr. Teddy Holloway, WPPJ, PWD, then told the Committee that he had been asked to assist the LA Railroad, Watco to make repairs to the Dorcheat RR Crossing and to a RR Crossing on Hwy 7 between Old Magnolia Camp Road and Ax Handle Road south of Cotton Valley, LA. The Dorcheat RR Crossing was approved in a Cooperative Endeavor dated January 16, 2013. This work has not been completed.
Mr. Bernard Hudson moved, seconded by Mr. Randy Thomas to enter into a cooperative endeavor agreement with LA Railroad, Watco to make repairs to the RR Crossing on Hwy 7 as requested with the stipulation that the work on the RR Crossing on Dorcheat is complete before the work on Hwy 7 RR Crossing. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to set the speed limit to 15 MPH for Commercial Truck Traffic on Jack Martin Road from End to End. Motion carried unanimously.

MINUTES OF THE BUILDINGS AND GROUNDS COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
April 4, 2017
MEMBERS PRESENT: Steve Lemmons, Bruce Blanton, Jerri Lee, Vera Davison, Allen Gilbert, Nick Cox, Randy Thomas
Mr. Steve Lemmons called the meeting to order.
Mr. Lemmons gave an update on the improvements made to the Webster Parish Courthouse Jail, 4thfloor. Repairs are being processed and working with the Webster Parish Sheriff’s office to make the repairs.
The Pleasant Valley Community House has been transferred to the original landowner now that the Community House is no longer being used for a voting precinct. Plans for demolition can now be processed.
Parish Properties were discussed and the Committee was updated on the HVAC Courthouse renovation, the Courthouse Annex renovation, the Head Start building in Cullen, the Penal Farm Property, and other projects currently being done. No action.

Ms. Vera Davison called the meeting to order.
Ms. Vera Davison told the Committee that changes had been implemented by the Louisiana Legislative Auditor concerning Agreed upon procedures for 2017.
Mrs. Ronda Carnahan updated the Committee on some of the changes that would need to have Personnel Policy changes as well as Office Procedure Policy changes. The changes will be brought to the Committee for consideration.

Mr. Daniel Thomas gave an update on the Water Systems Questionnaire for the Water Study with the Systems that had responded. Mr. Thomas said that he would like to have all the systems that did not respond to be contacted.

Mr. Dustin Moseley called the meeting to order.
Mr. Moseley stated that he had planned to have someone with the Louisiana Military Department to attend the April ECUCM Steering Committee Meeting, but that was not possible. Mr. Moseley stated that he will continue to contact LMD to get a report for the May meeting.

The bank reconciliation for the months of January and February were presented for approval. This is a new requirement that bank recon be presented to the Jury monthly. No action taken.

April 4, 2017

Mrs. Jerri Lee called the meeting to order.
Mrs. Lee gave an update on various Community Services programs including the Head Start self- assessment that was held last week. She also said that some matters dealing with property that houses Head Start is being turned over to Mr. Lemmons and the Buildings and Grounds Committee.

Mr. Bruce Blanton called the meeting to order.
Mr. Blanton then went over some of the items that the Public Works Department plans to purchase this year using the new equipment line item. These include an equipment lift for the Unit I Road department. Other discussion followed concerning equipment for the Road Department. No action taken.

PUBLIC HEARING: To hear comments concerning application for funding under FY 2018-2019 Louisiana Community Development Block Grant.

Mr. Jim Bonsall, President, called the meeting to order and COL Carl Thompson opened the meeting with prayer; Cadet Grandon Johnson, with the Camp Minden Youth Challenge Program lead in the Pledge of Allegiance.
Mr. Bonsall than asked for additions to the agenda. Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to add to the agenda #9 Ward I Marshall request for assistance under recreational funding. Motion carried unanimously.
There was discussion concerning adding another item to the agenda.
Mr. Nick Cox stated that he would like to add an item to the agenda, but will not due to lack of support.
Mr. Cox then stated that he would like to request a called Special Meeting to discuss Webster Parish Resolution 015-2016 concerning the Burn Chamber located at Camp Minden.
There were no audience comments concerning the agenda.
Mr. Dustin Moseley moved, seconded by Mr. Steve Ramsey to amend the minutes of the Regular Meeting concerning the vote taken to approve the bid for the Webster Parish Annex Renovation. The minutes had a unanimous vote, Mr. Dustin Moseley voted no, so the minutes would be amended to show the correct vote on this item. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mrs. Jerri Lee to approve the minutes as amended of the Regular Meeting, May 7, 2017and to approve the minutes of the March 2, 2017 Administrative Committee Meeting, the March 7, 2017 Road, Buildings and Grounds, Administrative, Intergovernmental Relations, Finance, Environmental Clean-Up Camp Minden, Economic Development, and Community Services Committees. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve invoices for payment. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mrs. Jerri Lee to approve the Louisiana Compliance Questionnaire for the 2016 audit. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Mr. Allen Gilbert to approve expenses for the Jurors to attend Legislative Day in Baton Rouge on May 3, 2017. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Ms. Vera Davison to approve the following Recreational Funding items:
District #5 Town of Cotton Valley Town Hall improvements $1,000.00
District #5 Village of Dixie Inn Town Hall improvements $ 875.00
District #2 Town of Cullen Street Improvements $ 500.00

Motion carried unanimously.
The next item on the agenda was discussion of the FY 2018-2019 LCDBG Grant Application- Louisiana Community Development Block Grant. No action.
Mr. John Madden spoke to the Jury concerning test results from Metco Environmental. Mr. Madden presented a Camp Minden Executive Summary of the series of source emissions surveys of ESI, Camp Minden for El Dorado Engineering on the Contained Burring System while the unit processed M6

Several Concerned Citizens voiced their opinion concerning the ESI Contract and specifically the contained burning system at Camp Minden.

*Mr. Bernard Hudson- glad that it was pointed out the Chamber is located on the Bossier side of Camp Minden.
*Mr. Steve Ramsey- Road Committee, Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee meeting held earlier today. Motion carried unanimously.
*Mr. Nick Cox spoke to the YCP Cadets and explained to the Cadets that the Police Jury will not make the decision whether the ESI Contract will be extended or the Chamber will leave Camp Minden. The Police Jury needs to be neutral on the issue.
*Mr. Steve Lemmons - Buildings and Grounds Committee
*Ms. Vera Davison- Administrative Committee—Ms. Davison also spoke to the Cadets about when you have a disagreement, it is ok to disagree, but to let it go.

*Mr. Randy Thomas – Environmental Committee- Mr. Thomas agreed with Mr. Cox that the focus needs to be on those that will make the decision on the ESI Contract renewal.
*Mrs. Jerri Lee – Community Services Committee— Recognized Mrs. Finley on the Head Start update, and to recognize Mrs. Beverly Hammett for the information on services the Library provides.
*Mr. Dustin Moseley- Environmental Clean-Up Camp Minden Steering Committee –Spoke concerning the resolution that the Jury adopted in December. He feels that the vote of the Jury does matter and the storage of munitions is a big deal. Mr. Moseley also spoke to YCP cadets and expressed how YCP had helped someone he knew, urged cadets to take advantage of the opportunity.
*Mr. Jim Bonsall - Finance Committee – Appreciated the YCP Cadets for attending and noted that this class will graduate on July 22, 2017. Told the cadets that they have a great opportunity.
Mr. Bonsall also told the audience and Jurors that the Special Meeting will be held April 11, 2017 at 10:30 a.m.

WEBSTER PARISH POLICE JURY
RESOLUTION # 008-2017
A resolution ordering and calling a special election to be held in Road District B of Webster Parish, Louisiana, to authorize the levy of a special tax therein; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith.
BE IT RESOLVED by the Police Jury of the Parish of Webster, State of Louisiana (the "Governing Authority"), acting as the governing authority of Road District B of Webster Parish, Louisiana (the "District"), that:
SECTION 1. Election Call. Subject to the approval of the State Bond Commission, and under the authority conferred by Article VI, Sections 30 and 32 of the Constitution of the State of Louisiana of 1974, the applicable provisions of Chapter 5 and Chapter 6-A of the Louisiana Election Code, and other constitutional and statutory authority, a special election is hereby called and ordered to be held in the District on SATURDAY, OCTOBER 14, 2017, between the hours of seven o'clock (7:00) a.m., and eight o'clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, and at the said election there shall be submitted to all registered voters qualified and entitled to vote at the said election under the Constitution and laws of this State and the Constitution of the United States, the following proposition, to-wit:
ROAD DISTRICT B OF WEBSTER PARISH, LOUISIANA
PROPOSITION (MILLAGE CONTINUATION)
Shall Road District B of Webster Parish, Louisiana (the "District"), levy a special tax of three and ninety-two hundredths (3.92) mills on all property subject to taxation within the District (an estimated $414,600 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2017 and ending with the year 2026, for the purpose of building, constructing, maintaining and repairing roads and bridges in the District?
SECTION 2. Publication of Notice of Election. A Notice of Special Election shall be published in the Minden Press Herald, a newspaper of general circulation within the District, published in Minden, Louisiana, and being the official journal of the District, once a week for four consecutive weeks, with the first publication to be made not less than forty-five (45) days nor more than ninety (90) days prior to the date of the election, which Notice shall be substantially in the form attached hereto as "Exhibit A" and incorporated herein by reference the same as if it were set forth herein in full.
Notwithstanding the foregoing, prior to the publication of the Notice of Election, the President is authorized and directed to make any amendments to the foregoing proposition that may be required to comply with any state or federal regulatory agencies.
SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting place, the Police Jury Meeting Room, Webster Parish Courthouse, 410 Main Street, Minden, Louisiana, on THURSDAY, OCTOBER 19, 2017, at TEN-THIRTY O'CLOCK (10:30) A.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election.
SECTION 4. Polling Places. The polling places set forth in the aforesaid Notice of Special Election are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, will be the same persons as those designated in accordance with law.

SECTION 5. Election Commissioners; Voting Machines. The officers designated to serve as Commissioners-in-Charge and Commissioners pursuant to Section 4 hereof, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, shall hold the said special election as herein provided, and shall make due returns of said election for the meeting of the Governing Authority to be held on Thursday, October 19, 2017, as provided in Section 3 hereof. All registered voters in the District will be entitled to vote at the special election, and voting machines shall be used.
SECTION 6. Authorization of Officers. The Secretary of the Governing Authority is hereby empowered, authorized and directed to arrange for and to furnish to said election officers in ample time for the holding of said election, the necessary equipment, forms and other paraphernalia essential to the proper holding of said election and the President and/or Secretary of the Governing Authority are further authorized, empowered and directed to take any and all further action required by State and/or Federal law to arrange for the election.
SECTION 7. Furnishing Election Call to Election Officials. Certified copies of this resolution shall be forwarded to the Secretary of State, the Clerk of Court and Ex-OfficioParish Custodian of Voting Machines of Webster Parish and the Registrar of Voters of Webster Parish, as notification of the special election, in order that each may prepare for said election and perform their respective functions as required by law.
SECTION 8. Application to State Bond Commission. Application is made to the State Bond Commission for consent and authority to hold the special election as herein provided, and in the event said election carries for further consent and authority to levy and collect the special tax provided for therein. A certified copy of this resolution shall be forwarded to the State Bond Commission on behalf of this Governing Authority, together with a letter requesting the prompt consideration and approval of this application.
