MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
June 6, 2017
MEMBERS PRESENT: Jim Bonsall, President; Vera Davison, Vice President; Steve Lemmons, Daniel Thomas, Bruce Blanton, Randy Thomas, Dustin Moseley, Bernard Hudson, Jerri Lee, and Nick Cox
MEMBERS ABSENT: Steve Ramsey and Allen Gilbert
Mr. Jim Bonsall, President, called the meeting to order, Judge Graydon Kitchens opened the meeting with prayer and Cadet Darren Minefield, with the Camp Minden Youth Challenge Program lead in the Pledge of Allegiance.
PUBLIC HEARING: To hear comments concerning the abandonment of Servitude of Webster Parish Road Right of Way, Caples Camp Road- 608 foot right of way from the water’s edge inland.
Mr. Ronnie Collums spoke on behalf of the abandonment. There were no objections to the abandonment.
PUBLIC HEARING: To hear comments concerning the Order to Condemn, 385 Lakeview Drive, Doyline, LA 71023. Damage resulting from the March 8, 2016 flood event- 75% Substantial Damage.
Mr. Rodney Teutsch, owner of the property, spoke in agreement with the order to condemn. There were no objections to the condemnation.
Mr. Jim Bonsall, President announced that the Public Meeting is now in session.
Mr. Bonsall then asked for Audience Comments on the Agenda. There were no comments.
Mrs. Wanda Finley, Director of the Webster Parish Police Jury Office of Community Services -Head Start and Mrs. Jerri Lee, Webster Parish Police Juror District #9 and President of the WPPJOCS Board made the presentation of Retirement Awards to:

Sharon Warren26 years of service
Mr. Bonsall than asked for additions to the agenda, Mrs. Jerri Lee moved, seconded by Mr. Dustin Moseley to add to the agenda

13A. Doyline Waterworks District Board Appointments
14. Patsy Dees, Webster Parish Council on Aging – Comments to the Jury
Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Steve Lemmons to approve invoices for payment pending review of the committee. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to adopt the Minutes of the May 2, 2017 Committee Meetings: Road, Buildings and Grounds, Administrative, Intergovernmental Affairs, Environmental Clean-Up Camp Minden, Finance, Economic Development, Community Services, Environmental, and Equipment Committee Meetings; the May 2, 2017 Regular Meeting and the May 15, 2017 Economic Development Committee Meeting. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Bernard Hudson to Abandon the Servitude of Caples Camp Road, a 608 foot right of way, from the water line (lake) inland 608 feet to the Y on Caples Camp Road. The remainder of Caples Camp Road to the intersection with New Saltworks Road will remain in the Parish Maintenance System. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mrs. Jerri M. Lee to designate the Minden Press Herald as the Official Journal for the Parish and to designate the Springhill Press and News as the Publication Journal for all official publications printed in the Official Journal for the year July 1, 2017 to June 30, 2017. Motion carried unanimously.
The first Tuesday of July will fall on the 4thof July. Mr. Dustin Moseley moved, seconded by Mr. Bernard Hudson to set the date for the July Regular Meeting to July 11, 2017 the 2ndTuesday. This is a one- time change of Meeting day. Motion carried unanimously.

Mr. Dustin Moseley moved, seconded by Ms. Vera Davison to Order to Condemn 385 Lakeview Drive, Doyline, LA 71023, Mr. Rodney Teutsch, owner. The property was damaged during the March 8, 2016 flood event and sustained substantial damage resulting in the order to condemn upon the recommendation of the Parish Building Inspector/ Flood Plain Administrator, IBTS recommendation.
Motion carried unanimously.
The Town of Sarepta has requested by Resolution an adjudicated property located at 24926 Hwy 371, Sarepta, Louisiana. The three year period to redeem has expired. The Town of Sarepta is responsible for all legal action or fees associated with the
Mr. Daniel Thomas moved, seconded by Mrs. Jerri Lee to approve Juror Recreational Funding for District #3, rock for the Sarepta Ballfield Road to the Town of Sarepta - $532.00. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mr. Dustin Moseley to approve the LCDBG Application’s professional services: GNF Management, Administrative; and Cothren, Graff, Smoak Engineering, Inc. for Engineering. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mrs. Jerri Lee to approve the appointment for the Webster Parish Fire Protection District #4, Dubberly: Jeffrey William Lair to a two year term and for Jim Towns, a one year term. Motion carried unanimously.
Mr. Dustin Moseley moved, seconded by Mr. Bernard Hudson to approve the reappointment of Christopher Clegg and Lee Ware to a two year term to expire June 2019. Motion carried unanimously.
Mrs. Patsy Dees, Executive Director for the Webster Parish Council on Aging introduced herself to the Jury and went over the various services that the Council on Aging provides to the seniors of our Parish.
