Mr. Steve Ramsey, Chairman called the meeting to order and asked Mrs. Jerri Lee to open the meeting with prayer. Mr. Ramsey then asked for additions to the agenda, there were no additions to the agenda.
No items on the agenda. Discussion:
Teddy Holloway, Public Works Director told the Jury that DOTD was making inspections of the parish off-system bridges. Doc Steed and Percy Burns Road Bridges had to have some extensive repairs.
The Bush-hog contractor has just begun a new round of cutting the parish roads.
The new litter van has not been delivered.

WEBSTER PARISH POLICE JURY
August 1, 2017
MEMBERS PRESENT: Vera Davison, Chairman; Jerri Lee, Vice Chairman; Daniel Thomas; Steve Ramsey; Nick Cox; Bruce Blanton; and Jim Bonsall, President.
Ms. Vera Davison called the Administrative Committee to order.
Ms. Davison then asked for additions to the agenda. There were no additions to the agenda and no comments.
A request from Unit I Road Department employee, Walter Morgan, to grant Mr. Morgan an exemption from the Personnel Policy requirement to keep a valid CDL License. Due to an ongoing health issue, Mr. Morgan cannot pass the medical portion of the CDL. Mr. Morgan would continue to keep a valid Driver’s License. The duties that Mr. Morgan has do not require the need for a CDL license. Mrs. Jerri Lee moved, seconded by Mr. Nick Cox to grant the Personnel Policy exemption for Walter Morgan. Motion carried unanimously.

Mr. Steve Lemmons called the meeting to order.
There were no additions to the agenda.
Mr. Lemmons gave an overview of the renovations to the Courthouse after the water damage in May. Mr. Lemmons reported on an issue with the Courthouse roof that will have to be addressed in the near future. Then he gave an update on the Courthouse Annex, the project is expected to be completed ahead of schedule.

Mr. Randy Thomas, Chairman called the meeting to order.
Mr. Thomas stated that everything seems to be going well with the Landfill.
Mr. Bernard Hudson asked to discuss the mosquito spray program. Currently the crews are spraying 5 days a week around the parish. Jenny Reynolds, Homeland Security Director explained the type of mosquito that carries the virus of West Nile and Zeka are the small black ones that are around homes not the big ones that typically live in ditches. Therefore it is important for residents to protect themselves around their individual homes.

Mr. Bonsall then presented the Revenue and Expenditure Report for the month of July to the Committee for review.
Mr. Bonsall presented the Check Register for the month of July, 2017.
The bank reconciliation for the month of June, 2017 was presented for approval.
Mr... Bruce Blanton moved, seconded by Ms. Vera Davison to approve the financial reports as presented. Motion carried unanimously.
The next item on the agenda is discussion of the Veterans Service Office agreement between the WPPJ and the State. To sign a Cooperative Endeavor Agreement has not been done in the past, but the funding is the normal amount agreed upon. No changes.

Mr. Bruce Blanton called the meeting to order and asked for additions to the agenda. Mr. Nick Cox asked to allow Mr. Rick Buckner with the Sparta Commission and with the City of Minden Water Department to say a few words.
Mr. Nick Cox introduced Mr. Rick Buckner. Mr. Buckner again gave an overview of a plan to recharge the Sparta Aquifer by building Lakes in the Parish, and to also provide another groundwater source. The discussion also included the implementation of the existing water plant located at Camp Minden.
There was extensive discussion concerning the funding for both the lakes project and getting the water plant operational.
Mr. Ben McGee with the USGA made a short presentation on the availability of water flowing through the parish by way of Bayou Dorcheat. Mr. McGee stated that 4 million gallons of water per day flows down Bayou Dorcheat. This is more than enough needed to effectively operate a water plant without affecting the Bayou. Equivalent to less water than the amount that is loss to evaporation daily. Webster has a valuable asset in the water availability.

INTERGOVERNMENTYAL RELATIONS COMMITTEE MEETING

MEMBERS: Daniel Thomas, Chairman; Jerri Lee, Vice-Chairman; Bernard Hudson; Vera Davison; Steve Ramsey; Dustin Moseley; Randy Thomas and Jim Bonsall, President.
Mr. Daniel Thomas called the meeting to order and asked for additions to the agenda. There were no additions to the agenda.
The first item on the agenda is the approval of the RFQ for engineering services for a Parish Wide Water Study. There were three proposal submitted: Balar Engineering, KSC Engineering, and Cothren, Graff and Smoak Engineering. The three proposals were rated by the qualifications system presented with the proposal. All have outstanding qualifications, and rated the same on Criteria I, II, III, and IV. After discussion, Cothren Graff and Smoak had the most experience with Webster Parish Water Systems and needs.
Mrs. Jerri Lee moved, seconded by Mr. Dustin Moseley to approve the proposal submitted by Cothren Graff and Smoak for Engineering for the proposed Parish Water Study. Funding of the study will be discussed at a later date.
Motion carried unanimously.

Mr. Jim Bonsall, President, called the meeting to order, COL Carl Thompson opened the meeting with prayer and Vice-President Vera Davison lead in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda. There were no additions to the agenda.
Mr. Bonsall asked for Audience Comments concerning the agenda. There were no comments.
Mrs. Jerri Lee moved, seconded by Mr. Randy Thomas to approve invoices for payment pending review by Juror Jerri Lee. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Bernard Hudson to approve the minutes of the July 11, 2017 Road Committee, Buildings and Grounds, Environmental Clean-Up Camp Minden, Finance , Community Services, and Equipment Committee Meetings, and the July 11, 2017 Regular Meeting. Motion carried unanimously.
Webster Parish Police Jury Resolution # 011-2017 requesting support for the Regional Training Institute located at Camp Minden for funding of proposed Phases 2-4. Mr. Dustin Moseley moved, seconded by Mrs. Jerri Lee to approve the Resolution and forward to the State and Federal Legislators as well as to Governor Edwards and to Major General Curtis. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Bruce Blanton to approve Webster Parish Resolution # 012-2017 a Proclamation calling for a Special Election to fill the unexpired term of Justice of the Peace Constable, JP District #1. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Ms. Vera Davison to approve the appointment of Earl L. Benson to the unexpired term for Justice of the Peace Constable, JP District #1. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Ms. Vera Davison to approve the appointment of Kerry McBride (Medical sector) to fill the term of Kevin Davis from MMC. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Nick Cox to approve the sale of available adjudicated property as listed (see attachment) and to approve the sale of adjudicated property to adjacent landowner- RS 47:2201-22016- Assessment # 112587A- Mr. David W. Thompson, Sr. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Nick Cox to approve a Corporative Endeavor Agreement between the State of Louisiana and the Webster Parish Police Jury to provide a percentage of funding for the local office. Motion carried unanimously.
Senator Ryan Gatti was unable to attend the meeting.
COL Thompson introduced Ms. Brandi White, Local Director, Office of Veteran’s Affairs for the Minden office. After introduction, Ms. White addressed the Jury.

She also reminded all of the upcoming Road District B Election to renew the current Road Tax in Road District B.

WEBSTER PARISH POLICE JURY
WHEREAS, the Louisiana Army Ammunition Plant, formerly known as the Louisiana Ordinance Plant, produced munitions to support the war efforts of the United States of America during Work War II, the Korean War and the Vietnam War and, in so doing, provided employment for thousands of workers in northwest Louisiana, south Arkansas, and east Texas, and
WHEREAS, from 1941 until 1996, the Louisiana Army Ammunition Plant served as a major stimulus to the economy of northwest Louisiana, south Arkansas and east Texas, and
WHEREAS, the Louisiana Army Ammunition Plant was placed in in-active status in 1996 and, in 2005, transferred from the United States Government to the State of Louisiana and
WHEREAS, following the transfer of the Louisiana Army Ammunition Plant became known as the Camp Minden Training Site, and the Governor, State of Louisiana charged the Louisiana Military Department with operational control of the installation, and
WHEREAS, since the transfer, the Louisiana Military Department has attracted and retained 17 businesses and organizations, which, when combined with the Louisiana Military Department and Louisiana National Guard staffs, account for a total of 438 employees, and
WHEREAS, the Camp Minden military component accounts for a regional direct economic impact of more than $28.2 million annually in payroll and vendor sales; and
WHEREAS, between 2005 and 2017,Military Construction on Camp Minden has resulted in the following: 1) construction of the Armed Forces Readiness Center (completed in 2012 - total cost $30 million); 2) Regional Training Institute, Phase 1 (completed in 2011 - total cost $23.8 million), 3) Military Training Ranges (completed in 2010 - total cost $1.5million); 4) Troop Barracks and Officer’s Quarter’s (completed in 2008/09 - total cost -$2.1 million); and 5) Multi-use Dining Facility (completed in 2009: total cost $5.9 million), for a total Military Construction cost of $63.3 million, and
WHEREAS, the Regional Training Institute will provide training for approximately 8,000 military students annually, and
WHEREAS, the estimated annual budget for the Regional Training Institute includes $9.5 million in tax revenue over a 10-year period; $12 million for purchase of goods and services, $5 million operating cost and $8 million payroll, thus infusing a total of over $25 million into the regional economy, and
WHEREAS, in 2011 the Regional Training Institute, Phase 1 construction, which included land clearing, site preparation and shaping; infrastructure (water, plumbing, and electrical service); central heating and cooling plant building; one classroom building; and one dormitory were completed for a total Federally funded cost of $23.8 million.
THEREFORE, BE IT RESOLVED, THAT The Webster Parish Police Jury
Does hereby commends the Louisiana Military Department and the Louisiana National Guard for contributing to the economic well-being of this region and its citizens and for providing quality, necessary military training for the members of our military; and does hereby recognize and record for posterity that the Louisiana Military Department and the Louisiana National Guard are the most significant economic development activities located at Camp Minden.
BE IT FURTHER RESOLVED that The Webster Parish Police Jury pledges support to the Louisiana Military Department and the Louisiana National Guard economic efforts and military training activities on Camp Minden and encourages the Louisiana Military Department and the Louisiana National Guard to continue improving and enhancing economic development and military training activities on Camp Minden and encourages the Louisiana Military Department and the Louisiana National Guard, The Honorable Governor John Bel Edwards; The Honorable Senator Bill Cassidy; The Honorable Senator John Kennedy; The Honorable Congressman Mike Johnson to obtain all funding required for completion of Phase 2, Phase 3 and Phase 4 (total estimated cost of $77.2 million) of the Regional Training Institute on Camp Minden.

RESOLUTION # 012-2017
WHEREAS, The Webster Parish Police Jury is the governing authority of the Parish of Webster, State of Louisiana. The Webster Parish Police Jury has the duty to authorize a call for a special election for the unexpired term of Constable, Justice of the Peace District #1 of Webster Parish when no one has qualified for the for the seat.
WHEREAS, Pursuant to R.S. 18:602, the Webster Parish Police Jury hereby calls for a special election for the unexpired term of Constable, Justice of the Peace District #1 for the Fall 2018 Congressional Election, scheduled to be held on November 6, 2017, primary and December 8, 2018 general with qualifying dates July 18, 19, & 20, 2018.
WHEREAS, The Webster Parish Police Jury appoints Earl Benson to fill the unexpired term of the Constable, Justice of the Peace, District #1 of Webster Parish until an election can be called to fill this seat.
THEREFORE BE IT PROCLAIMED, That on this the 1st day of August, 2017, the Webster Parish Police Jury in Regular Session approved the foregoing action as stated above on a motion by Randy Thomas, duly seconded by Vera Davisonthe motion was approved by the following vote :
