Mr. Steve Ramsey, Chairman called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer.
Mr. Ramsey stated that some committee members were going to be late and he asked that the meeting adjourn and return to the Road Committee as the conclusion of the other committee meetings. There were no objections.

WEBSTER PARISH POLICE JURY

MEMBERS PRESENT: Steve Lemmons, Bruce Blanton, Jerri Lee, Vera Davison, Nick Cox, Randy Thomas.
MEMBERS ABSENT: Allen Gilbert, Jim Bonsall
Mr. Steve Lemmons called the meeting to order.
There were no additions to the agenda.
The first item on the agenda is the Courthouse Annex update. Mrs. Carnahan reported that the architects have presented a preliminary furnishings plan, but are waiting to get fabric samples to make a final determination. A Buildings and Grounds Committee Meeting will be held this month before the October meeting to finalize the furniture and other last minutes changes to the Annex project. The budget for the furniture is not in the bid price from Whitlock Shelton, but it is in the overall budget for the project.
The Webster Parish Courthouse roof had some major leaks, and RRAC is working with the roofers to determine if the leak is from the old roof that was not replaced, or problems with the drain from below the basketball court. The
Old roof will need to be replaced in next year’s budget.

The meeting is called to order
The Revenue and Expenditure Report for the month of August and the Check Register for the month of August were presented to the Committee for review. The bank reconciliation for the month of July, 2017 was presented to the committee. After review, the reports were approved by the following action, Mr. Randy Thomas moved, seconded by Mr. Steve Ramsey to approve the financial reports as presented. Motion carried unanimously.
There being no further business to bring before the Committee, the meeting adjourned.

Mrs. Jerri Lee called the meeting to order.
Mrs. Lee presented the Community Services report for the month of August. Mrs. Lee then highlighted some of the various programs offered by the WPPJ OCS Office.
Mrs. Lee then presented the Transportation budget of the WPPJ OCS #5311 Grant.

INTERGOVERNMENTYAL RELATIONS COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
September 5, 2017
MEMBERS: Daniel Thomas, Chairman; Jerri Lee, Vice-Chairman; Bernard Hudson; Vera Davison; Steve Ramsey; Dustin Moseley; Randy Thomas and Jim Bonsall, President.
Mr. Daniel Thomas called the meeting to order and asked for additions to the agenda. There were no additions to the agenda.
Mr. Thomas reported that the Intergovernmental Relations committee had toured the water plant located at Camp Minden last month with Parish Engineer, Brad Graff. Mr. Thomas appreciated all that could attend.
Mr. Thomas then reported that Parish Engineer, Brad Graff had sent a proposal for the Parish Wide Water Study and will send out to Jurors for review before the next Police Jury Meeting.
There being no further business to bring before the committee, the meeting adjourned.

Mr. Steve Ramsey reconvened the Road Committee.
Mr. Ramsey asked for additions to the agenda.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to add to the agenda, Road District A and Road District B Millages. Motion carried unanimously.
Mr. Ramsey made a report to the committee on the road work that was completed in August which included Priority Roads, Road District A funding for the Jack Martin Road, and reported that the right of way cutting was beginning the 3rdround.
Mr. Daniel Thomas discussed the Road District B Tax Renewal that will be on the October ballot. Mr. Daniel Thomas discussed the need to increase the amount allocated to the municipalities. There followed discussion of how the tax had been budgeted in prior years.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to allocate to the municipalities the portion of the Road District B Tax that would be the difference between money collected for 4.18 mills and 2.78 mills. Motion defeated. Yes: 4 – (D. Thomas; Bruce B.; Bernard H.; and Allen G.) No: 8 ( S. Ramsey; S. Lemmons; R. Thomas; D. Moseley; J. Lee; J. Bonsall; V. Davison; and N. Cox.). Absent: 0 .

MEMBERS PRESENT: Jim Bonsall, President; Vera Davison, Vice President; Steve Lemmons, Bruce Blanton, Randy Thomas, Dustin Moseley, Daniel Thomas; Bernard Hudson, Jerri Lee, Nick Cox, Steve Ramsey and Allen Gilbert
Mr. Jim Bonsall, President, called the meeting to order, Ret. Judge Graydon Kitchens opened the meeting with prayer and COL Carl Thompson lead in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mrs. Jerri Lee to add to the agenda District 3 Recreational funding $576.00 for the Town of Sarepta for engineering services. Motion carried unanimously.
Mr. Bonsall asked for Audience Comments concerning the agenda. There were no comments.
Mr. Bernard Hudson moved, seconded by Mr. Steve Ramsey to approve invoices for payment pending review by Juror Bernard Hudson. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve the minutes of the August 1, 2017 Road Committee, the Administrative Committee, the Buildings and Grounds Committee, the Environmental Committee, the Environmental Clean Up Camp Minden committee, the Finance Committee, the Equipment Committee, the community Services Committee, and the Intergovernmental Relations Committee; and the August 1, 2017 Regular Meeting. Motion carried unanimously.
Mrs. Amy Tynes of Allen, Green, and Williamson CPA, presented the Audit report of the Webster Parish Police Jury for the year 2016. Mrs. Tynes went over the financial position of the Jury and explained the reason for an unqualified opinion, that all component units are not included in the audit. She also went over the two findings of the audit report. Mr. Carlos Martin of Wise, Martin, and Cole was also available for questions concerning the new “agreed upon procedures” of the Louisiana Legislative Auditor. The WPPJ received a clean audit report.
Ms. Vera Davison moved, seconded by Mr. Nick Cox to approve the Audit report as presented. Motion carried unanimously.
The next item on the agenda is the Precinct Survey Forms presented by the Registrar of Voters, Melanie Smith’s office. The survey is a requirement of the Elections Division of the Louisiana Secretary of State’s office. This is for precincts containing less than 300 active voters. There is no change from last year, those that are less, are exempted because of geographically isolated, one precinct municipalities, or have been consolidated.
Mr. Steve Lemmons moved, seconded by Mrs. Jerri Lee to approve the precinct survey forms as presented. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mrs. Jerri Lee to adopt the millage rates of the Webster Parish Police Jury as presented in Resolution 013-2017. Resolution 013-2017 is adopted. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve allocation of District #3 Recreational funding for the Town of Sarepta in the amount of $576.00 for engineering services. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting earlier today. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Nick Cox to approve the action taken at the Finance Meeting held earlier today. Motion carried unanimously.
Mr. Daniel Thomas spoke to Mayor Alexander of the Town of Cotton Valley concerning the availability of funds for engineering to set up a Priority Road System for the Town.
Mrs. Jerri Lee told the Jury that the Board of Directors of the Webster Parish Police Jury Office of Community Services will meet tonight and thanked Mrs. Whitaker for the efficient operation of her office.
Mr. Dustin Moseley stated that he is concerned about the water issue on Bayou Dorcheat and he would like to see more meetings about this to keep the people aware of the issues surrounding Bayou Dorcheat.
There followed discussion about Bayou Dorcheat being under the State of Louisiana control, water flows through Webster Parish. Mr. Rick Buckner with the Sparta Commission has held several public meetings to discuss water issues in the Parish.
