MINUTES OF THE ROAD COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
February 6, 2018
MEMBERS PRESENT: Steve Ramsey; President, Steve Lemmons, Vice-Chairman; Jim Bonsall; Randy Thomas; Bruce Blanton; Jerri Lee; Vera Davison; Nick Cox; Daniel Thomas; Bernard Hudson; Dustin Moseley MEMBERS ABSENT: Allen Gilbert
Mr. Steve Ramsey called the meeting to order and Mr. Nick Cox opened with prayer. Mr. Ramsey then asked for additions to the agenda.
Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to add to the agenda, #4 annual culvert installation for the Town of Sarepta.. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Dustin Moseley to change the speed limit on Davis Street and Pelican Street to15MPH end to end, motion carried unanimously
Mr. Dustin Moseley moved, seconded by Mr. Bernard Hudson to approve a Resolution from the Village of Doyline to side cut Main Street from Melvin Thomas to the school, Right of Way to Sewer Pond, and the Sewer Pond in the Village of Doyline, using Municipality Funding. Motion carried unanimously.
Mr. Dustin Moseley led the discussion on resurfacing Oak Drive, Pine Drive, Dogwood Drive and Hillman Road. Brad Graff, Parish Engineer has submitted a letter concerning these roads. No action taken until this can be further reviewed.
Mr. Dustin Moseley led the discussion on new software for the Public Works Dept. No action taken
Mr. Daniel Thomas moved, seconded by Bruce Blanton to approve the annual culvert resolution for the Town of Sarepta. (Pending Resolution from the town) motion carried unanimously.

WEBSTER PARISH POLICE JURY
February 6, 2018
MEMBERS PRESENT: Vera Davison, Chairman; Jerri Lee, Vice Chairman; Jim Bonsall, Daniel Thomas, Nick Cox; Bruce Blanton. Steve Ramsey
Ms. Vera Davison called the Administrative Committee to order.
Ms. Davison then asked for additions to the agenda. There were no additions to the agenda and no comments.
Ms. Davison discussed the Sexual Harassment Policy in the Webster Parish Police Jury Personnel Policy and made it clear to the Jury that it was up to date.
Ms. Davison reported on the Louisiana Police Jury Association Convention that was held last month in New Orleans.
Ms. Davison updated the Jury that applications are being accepted for the OCS Director position..
No action was taken

WEBSTER PARISH POLICE JURY

MEMBERS PRESENT: Steve Lemmons, Bruce Blanton, Jerri Lee, Vera Davison, Nick Cox, Randy Thomas. Jim Bonsall
MEMBERS ABSENT: Allen Gilbert.
There were no additions to the agenda.
Mr. Steve Lemmons , chairman reported to the committee that quotes for the courthouse roof have been received and will be awarded after legal review.
Mr. Lemons updated the jury about the renovation on the 2ndfloor meeting room being converted into a courtroom in the Webster Parish Courthouse. The damages at the Springhill Health Unit due to the broken pipe on January 18, 2018 were discussed. There was no action taken

Mr. Randy Thomas, Chairman called the meeting to order and asked for additions to the agenda
Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to add Springhill Hazard Waste Clean-Up Day
Mr. Jim Bonsall led the discussion on Benson Environmental and a possible new contract with Colt Industries.
Mrs. Jerri Lee moved, seconded by Mr. Bernard Hudson to have Patrick Jackson draw up a new lease agreement with Colt Industries. Motion carried unanimously.
Mr. Bruce Blanton wants the Jury to look into having a Hazard Waste Clean -Up Day in Springhill. Mrs. Carnahan stated that she would try to have a report for the March meeting.

The meeting is called to order
The Revenue and Expenditure Report for the month of January and the Check Register for the month of January were presented to the Committee for review. After review, the reports were approved by the following action, Mr. Dustin Moseley moved, seconded by Mr. Bruce Blanton to approve the financial reports as presented. Motion carried unanimously.
Ronda Carnahan, Secretary-Treasurer told the Jury the audit for the Agreed Upon Procedures will begin the week of February 19, 2018

MEMBERS PRESENT: Jerri Lee, Chairman; Steve Lemmons, Vice-Chairman; Vera Davison; Dustin Moseley; Steve Ramsey and Jim Bonsall, President.

Mrs. Jerri Lee called the meeting to order. There were no additions to the agenda
Mrs. Jerri Lee presented the Section 8 Housing- Hud, the Local Budget, the Family Day Care, and L.I.H.E.A.P. Budgets. Mrs. Lee then went over each budget and asked for questions.
Mrs. Lee presented the Community Services report for the month of January. Mrs. Lee then highlighted some of the various programs offered by the WPPJ OCS Office.

ECONOMIC DEVELOPMENT COMMTTEE MEETING
WEBSTER PARISH POLICE JURY
February 6, 2018
MEMBERS: Bruce Blanton, Chairman; Nick Cox, Vice-Chairman; Dustin Moseley; Bernard Hudson; and Jim Bonsall, President
Mr. Bruce Blanton called the meeting to order, and asked for additions to the agenda.
Mr. Carroll Breaux, Mayor of Springhill spoke to the Jury about adjudicated property in the City of Springhill. The Jury has plans to have a meeting with all of the agencies involved within the parish to discuss how best to handle adjudicated property and return it to the tax roll.
Mr. Dustin Moseley urged the Jury to have a strategic plan for Economic Development in the parish. Mr. Jim Bonsall stated he had a meeting with Sen. Ryan Gatti, Bossier Parish representatives, and Louisiana Economic Development asking for support for the State of Louisiana to secure economic development infrastructure at a site 1-3 miles outside of Webster in Bossier Parish. This site has been of interest to some manufacturing companies. Mr. Bonsall urged the Jury to consider a Resolution of support. There followed some discussion. Mr. Bonsall told the committee that a Resolution would be drawn up and presented at the March meeting for consideration.

Mr. Jim Bonsall, President, called the meeting to order, Judge Graydon Kitchens opened the meeting with prayer and President Jim Bonsall lead in the Pledge of Allegiance.

Mr. Steve Ramsey moved, seconded by Mr. Daniel Thomas to approve board appointments for the South Webster Industrial District:
Theron Winsor reappointed for a two year term, 12/31/2019 (City of Minden & Dixie Inn)
James Madden reappointed for a two year term, 12/31/2019 (Webster Parish Police Jury)
Hunt Powell reappointed for a three year term, 12/31/2020 (Sibley, Doyline, & Dubberly)
Motion carried unanimously
