MINUTES OF THE ROAD COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
April 3, 2018
MEMBERS PRESENT: Steve Ramsey; President, Steve Lemmons, Vice-Chairman; Jim Bonsall; Randy Thomas; Bruce Blanton; Jerri Lee; Vera Davison; Nick Cox; Allen Gilbert; Daniel Thomas; Dustin Moseley; and Bernard Hudson.
Mr. Steve Ramsey called the meeting to order and Juror Nick Cox opened with prayer. Mr. Ramsey then asked for additions to the agenda. No additions to the agenda.
Mr. Daniel Thomas moved, seconded by Mrs. Jerri Lee to approve a Resolution from the Village of Heflin to install residential culverts for 2018. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Jim Bonsall to approve a Resolution from the Village of Heflin to install signs with in the municipality using municipality funding. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to patch potholes in the Town of Dubberly using municipality funds for 2018. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Allen Gilbert to approve a Resolution from the Town of Cotton Valley to use municipality funds to pay $2,900.00 on a lawn mower that was purchased in 2017. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Nick Cox to approve payment of municipality signage in the amount of $4,214.55 using municipality funds. Motion carried unanimously.
Mr. Brad Graff presented the revised Priority Listing of Parish Roads for 2018. The list has been reviewed by the Jury and the listing is presented for approval. Mr. Randy Thomas moved, seconded by Mr. Steve Lemmons. Motion carried with one No vote (Bernard Hudson). Motion carried.
The next item on the agenda is review and update of the Webster Parish Flood 2016 Disaster and the PWs for the Parish Roads, Bridges, and other damages and administrative cost. Mr. Steven Brice is the Police Jury’s contracted agent through CBI / Aptim to prepare and submit the PWs (Project Worksheets). Mr. Jonathan Dotch with GOSEP was also at the meeting to field any questions the Jury may have for GOSEP. Mr. Bernard Ussher with FEMA was unable to attend. Mr. Brice told the Jury that he had a timeline of June 2018 to submit the PWs, then the process of FEMA reviewing and resubmitting for clarification. The Jury will at a time in the future determine whether to accept the FEMA determination or to protest the findings. The PWs must be approved and then “obligated” before funds would begin to come in. FEMA will pay 75% of the “approved” work/ money. We can apply to GOSEP through LCDBG to receive the remaining 25% local match if the projects are approved under LCDBG standards. The Administrative Cost or “DAC” – direct administrative cost, will be determined later.

The meeting is called to order
The Revenue and Expenditure Report for the month of March, the Check Register for the month of March, and the Check recon for the month of February were presented for approval. No one had time to review the reports; therefore these reports will be presented for approval in May.
There being no further business to bring before the Committee, the meeting adjourned.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
April 3, 2018
MEMBERS PRESENT: Jim Bonsall, President; Vera Davison, Vice President; Steve Lemmons, Bruce Blanton, Randy Thomas, Dustin Moseley, Daniel Thomas; Bernard Hudson, Jerri Lee, Nick Cox, Allen Gilbert and Steve Ramsey
Senator Bill Cassidy spoke to the Jury concerning issues important to Webster Parish and to our Nation. Senator Cassidy took questions from the Jury, amount the topics, the Regional Training Institute at Camp Minden, the President’s stand on illegal immigration, and Claiborne Electric’s proposed broad band internet being presented to the Public Service Commission. The Jury expressed their appreciation for Senator Cassidy attending the meeting and giving an update.
PUBLIC HEARING: A Public Hearing was called to hear comments concerning the proposed abandonment of a portion of Caples Camp Road. No one came to comment, No comments were received by mail.
Mr. Jim Bonsall, President, called the meeting to order, Juror Steve Lemmons opened the meeting with prayer and Cadet River Gifford with the Louisiana Youth Challenge Program at Camp Minden lead in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda. There were no additions
Mr. Bonsall asked for Audience Comments concerning the agenda. There were no comments.
Mr. Steve Ramsey moved, seconded by Mr. Dustin Moseley to approve invoices for payment pending review by Juror Steve Ramsey. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Ms. Vera Davison to approve the minutes of the March 6, 2018 committee meetings: Road, Administrative, Buildings and Grounds, Environmental, Environmental Clean-Up Camp Minden, Finance, Equipment, Community Services, Economic Development, and Intergovernmental Relations Committees; the March 6, 2018 Regular Meeting; the March 26, 2018 Special Road Committee Meeting and the March 26, 2018 Economic Development Committee Meeting.
Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to abandon the specified right of way from the Y on Caples Camp Road to Tadpole Lake. 2,608 feet from the Y to New Saltworks Road will remain in the parish road maintenance system. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mrs. Jerri Lee to approve FY 2016 LCDBG documents for St. James Water System, Inc. A cooperative endeavor agreement between the St James Water System and the Webster Parish Police Jury and W.P. Resolution # 008-2018 to allow for the Cooperative Endeavor. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Nick Cox to approve the reappointment of the following board members of the Webster Parish Fire Protection District #4, Dubberly:
James Allen Strickland for a one year term, Jim Towns for a two year term, and Paul Donaubauer for a one year term. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Bernard Hudson to approve the following board appointment for Webster Parish Fire Protection District #12, Heflin: Scott Mizell to be appointed Chairman to fill Joe Beatty’s position (resignation) and to appoint Larry Hedrick to fill unexpired term of Scott Mizell. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to approve the reappointment of Ora Rice to a third term on the Northwest Louisiana Human Services District Board of Directors. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Allen Gilbert to approve a Cooperative Endeavor Agreement with the Shongaloo Fire Protection District #9 that will allow for improvements to the Fire Department entrance off of the highway. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to approve use of recreational funds by District #11 for JP /JP Constable travel expense for Thomas Klimkiewicz. Motion carried unanimously.

COMMITTEE REPORTS:
Allen Gilbert recognized COL Carl Thompson on his service to the Parish.
Bernard Hudson spoke concerning Mr. Ferguson’s problem on Goodwill Road.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting earlier today. Motion carried unanimously.
Mr. Ramsey thanked Mrs. Whitaker for continuing with the position of Director during this transition period.
Mr. Ramsey told the Jury that a Pond Management Workshop sponsored by Trailblazer will be held at 6:00 tonight at Minden Farm and Garden in Minden.
Mr. Nick Cox reported on the Special Economic Development Meeting that was held in the Conference Room on March 26, 2018. Mr. Scott Martinez, Executive Director of Northwest Louisiana Economic Development met with some of the Committee members as well as with Sheriff Gary Sexton and Assessor Morris Guin to discuss implementing a plan to address request for Industrial Tax Exemptions in the parish. The committee will resume work on this after the legislative session.
Mr. Cox also gave an update on the Sparta Commission and on the Webster Parish Convention and Visitor’s Bureau.
Ms. Vera Davison commented on the open house for the Springhill Branch Library and that it was very well attended. Ms. Davison and Mrs. Lee attended on behalf of the Jury.
Mr. Bruce Blanton also recognized Beverly Hammett and her Library team on the new branch.
Mr. Randy Thomas reported to the Jury that Louisiana Senator Ryan Gatti and his assistant, Robin had been instrumental in getting help from the Forestry Service on Highway 159 north of Minden.
Mrs. Jerri Lee spoke on behalf of the Library Board on the success of the renovation of the Springhill Branch.
Mr. Jim Bonsall gave the Presidents closing remarks.

*Right of Way : A right of way of the Webster Parish Police Jury Road Maintenance Department, listed as Webster Parish Road – Caples Camp Road. DESCRIPTION: Where Caples Camp Road meets Tadpole Lake – from the Y to the Private Property will be abandoned, the remaining 2,608 feet to the intersection of New Saltworks Road will remain in the Parish Road System.
*Right of Way for abandonment: Township 18N, Range 10W, E1/2 of SW 1/4- Section 36
Caples Camp Road at the Y that goes into Tadpole Lake to the Private property that is owned by the Clairmoor, LLC abandoned, ---
The remainder of Caples Camp Road- 2,608 feet, to the intersection with New Saltworks Road will remain in the Parish Maintenance System and considered a Public Road.
A Public Hearing is to be held on April 3, 2018 at 10:30 a.m. with notice properly served 10 days prior to this hearing. Notice was posted at the Webster Parish Courthouse Annex for 10 Days prior to this hearing and presented to the public on March 6, 2018 at the Regular meeting.
Action taken at the Public Hearing and further action of the Police Jury on this date:
Request for abandonment received from Tim Wilson and Dr. Richard Campbell.
COMMENTS: No objections received
ACTION TAKEN: The Jury voted unanimously to abandon the right of way and to continue to maintain 2,608 feet of right of way- Caples Camp Road.
