MINUTES OF THE ROAD COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
June 5, 2018
MEMBERS PRESENT: Steve Ramsey; President, Steve Lemmons, Vice-Chairman; Jim Bonsall; Randy Thomas; Bruce Blanton; Jerri Lee; Vera Davison; Nick Cox; Daniel Thomas; Dustin Moseley; and Allen Gilbert.
MEMBERS ABSENT: Bernard Hudson
Mr. Steve Ramsey called the meeting to order and Juror Nick Cox opened with prayer. Mr. Ramsey then asked for additions to the agenda. No additions to the agenda.
Mr. Jim Bonsall moved, seconded by Mr. Daniel Thomas to approve a Resolution from the Town of Sibley requesting the Jury to patch potholes on N.E. 5thAvenue pending paperwork. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to approve the continuation of the Striping Contract for 2018 with Nation Services at the same rate as 2017. Motion carried unanimously, pending contract.
The next item on the agenda is Discussion, FEMA projects. Teddy Holloway, WPPJ PWD presented a spreadsheet with the Disaster projects status and also a listing of the proposed sites for Phase II Road Improvements. Mr. Stephen Brice with CBI/APTIM updated the Committee on the submittal of the PWs. The process is moving well. PW 611 will go out today.
Mr. Bruce Easterly with BEAST Engineering talked to the Jury about going forward with Phase II Road Improvements. Bid package is compiled and a bid opening date is set for July 17, 2018 pending the Jury approval.
Ms. Vera Davison moved, seconded by Mr. Dustin Moseley to advertise for bid the 20 sites in Phase II Road Improvements as presented by Mr. Easterly and PWD Teddy Holloway. Motion carried unanimously.

MINUTES OF THE ENVIRONMENTAL COMMITTEE MEETING
WEBSTER PARISH POLICE JURY- FOLLOWING ROAD COMMITTEE
June 5, 2018
MEMBERS: Randy Thomas, Chairman; Steve Ramsey, Vice-Chairman; Jerri Lee, Vera Davison; Steve Lemmons; Bruce Blanton and Jim Bonsall.
MEMBERS ABSENT: Bernard Hudson
Mr. Randy Thomas called the meeting to order and asked for additions to the agenda. No additions.
Mr. Teddy Holloway, WPPJ PWD gave the Committee a report on the chemicals used for the Mosquito Abatement Program. There followed discussion on spraying and how to best utilized the funds available for this program.
Mr. Steve Ramsey moved, seconded by Mrs. Jerri Lee to spray on an “as needed” basis. Motion carried unanimously.
There being no additional business to bring before the committee, the meeting adjourned.

WEBSTER PARISH POLICE JURY- FOLLOWING ENVIRONMENTAL COMMITTEE
June 5, 2018
MEMBERS: Jim Bonsall, Chairman; Vera Davison, Vice-Chairman; Jerri Lee; Daniel Thomas; Bruce Blanton; Dustin Moseley; Steve Lemmons; Randy Thomas, Allen Gilbert, Nick Cox, Steve Ramsey
MEMBER ABSENT: Bernard Hudson
The meeting is called to order
The Revenue and Expenditure Report for the month of April, was presented at the May Finance Committee for review to be approved at this meeting. Mr. Steve Ramsey moved, seconded by Mr. Nick Cox to approve the reports as presented. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve the Bank Recon for the month of April as presented. Motion carried unanimously.
The Revenue and Expenditure Report for the month of May was presented for review, to be approved in July.
There being no further business to bring before the Committee, the meeting adjourned.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
June 5, 2018
MEMBERS PRESENT: Jim Bonsall, President; Vera Davison, Vice President; Steve Lemmons, Bruce Blanton, Randy Thomas, Dustin Moseley, Daniel Thomas, Allen Gilbert, Jerri Lee, Nick Cox, and Steve Ramsey
MEMBER ABSENT: Bernard Hudson
Mr. Jim Bonsall, President, called the meeting to order, Mr. Johnny Rowland, Superintendent of Webster Parish Schools opened the meeting with prayer and Ret. COL Carl Thompson lead in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to add to the agenda Recreational Funding for District #11, $150.00 for the Town of Sibley Clean Up Day. Motion carried unanimously.
Mr. Bonsall asked for Audience Comments concerning the agenda. There were no comments.
Ms. Vera Davison moved, seconded by Mr. Nick Cox to approve invoices for payment on Friday, June 8, 2018 with Juror Vera Davison signing for this month. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Mr. Dustin Moseley to approve the minutes of the June 5, 2018 Committees: Road, Administrative, Buildings and Grounds, Environmental, Environmental Clean Up Camp Minden, Equipment, Economic Development, Community Services, Finance, and Intergovernmental Committee Meetings; and the Regular Meeting of June 5, 2018.
Motion carried unanimously.
Ms. Angie White with the North Louisiana Economic Partnership presented to the Jury the “ACT Work Ready Communities” Program. This program was endorsed by the WPPJ earlier and is a sponsor of this initiative. The parishes of Bossier, Caddo, Desoto and Webster are collaborating to become certified ACT Work Ready Communities.
Ms. D.D. Griffith with the North West Louisiana Technical College then presented the program as implemented by the NWLATC which includes an emphasis on “soft skills” (essential work skills) as needed in applying for jobs.
Mr. Johnny Rowland, Superintendent of Webster Parish Schools presented the Parish School’s emphasis on targeting students that would benefit from this program. Mr. Rowland also announced that the School Board had approved setting up the soon to be vacant Harper Elementary as a “Work Ready” school to be able to allow junior and senior students from all of Webster Parish High Schools to take courses that will earn credit toward achieving certification.
Mr. Dustin Moseley moved, seconded by Mrs. Jerri Lee to approve the following recreational funding items:
A-District #1 Springhill Health Unit $99.00 for Microwave
b- District #10 WP Council on Aging $500.00 for Refrigerator
c- District #11 Town of Sibley $150.00 for Town wide clean-up
Motion carried unanimously.
Policy and Procedure of the Webster Parish Police Jury additions for audit compliance were presented for approval. The Policies included: Budgeting, Contracts, Purchasing, Ethics, and Debt Service. Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve the change effective January 1, 2018. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve the designation of the following publication journals for the year July 1, 2018 to June 30, 2019:
Official Journal: Minden Press Herald
Publishing Journal: Springhill Press
Motion carried unanimously.
The following listing of adjudicated property was presented as eligible for sealed bid sale:
104442; 104569, 105019, 106995, 112244, 112669, 114580, 115454, 121770, 122167, 125813.
Mr. Randy Thomas moved, seconded by Ms. Vera Davison to approve the above listing of adjudicated property eligible for sealed bid. Motion carried unanimously.

Mrs. Jerri Lee moved, seconded by Mr. Nick Cox to approve Resolution #010-2018 a Signature Resolution giving signature authority specific to the signing of documents for the 2016 Flood Disaster for FEMA and GOSEP. Motion carried unanimously.

COMMITTEE REPORTS:
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting earlier today. Motion carried unanimously.
Mr. Nick Cox spoke for Parish Economic Development and praised the Work Ready ACT.
Ms. Vera Davison moved, seconded by Mrs. Jerri Lee to approve the action taken in the Finance Committee meeting that was held earlier today. Motion carried unanimously.
Mr. Daniel Thomas also commended on the ACT – praised the School Board and the NLATC for their involvement in this program.
Mr. Randy Thomas moved, seconded by Mr. Allen Gilbert to approve the action taken at the Environmental Committee Meeting earlier today.
Mr. Dustin Moseley stated that the new concept school that will be at the former Harper Elementary building has been needed for a long time.
Mr. Jim Bonsall gave the Presidents closing remarks.
There being no other business to bring before the Jury, the meeting adjourned.

R E S O L U T I O N
WEBSTER PARISH RESOLUTION # 010-2018
WHEREAS, The Webster Parish Police Jury is the governing authority of the Parish of Webster, Louisiana, and
WHEREAS, On June 5 2018, the Webster Parish Police Jury in Regular session granted signature authority to Jim Bonsall, President to sign documents pertinent to the 2016 Flood event in Webster Parish and be represented as the Grantee and approving officer for the Webster Parish Police Jury.
WHEREAS, Ronda C. Carnahan, Secretary-Treasurer and Alicia Owens, H.R./ Grant Coordinator are granted signature authority with approval to sign documents relative to filing for disaster relief, and ordering draws on behalf of the Webster Parish Police Jury.
WHEREAS, All authority for signature power is assigned and effective retroactive to March, 2016 flood event and disaster declaration on behalf of the Webster Parish Police Jury to Jim Bonsall, Ronda Carnahan, and Alicia Owens as specified.
THEREFORE BE IT RESOLVED That on June 5, 2018 in Regular Session the Webster Parish Police Jury approved signature authority on a vote of
