MINUTES OF THE ROAD COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

August 7, 2018

 

MEMBERS PRESENT:  Steve Ramsey; President, Steve Lemmons, Vice-Chairman; Jim Bonsall; Randy Thomas; Bruce Blanton; Jerri Lee; Vera Davison; Nick Cox;  Daniel Thomas; Allen Gilbert; and Bernard Hudson.

MEMBERS ABSENT:   Dustin Moseley

 

Mr. Steve Ramsey called the meeting to order and Juror Nick Cox opened with prayer.  Mr. Ramsey then asked for additions to the agenda.

 

Mr. Steve Lemmons moved, seconded by Mr. Bruce Blanton to add to the agenda:  #6.  Heflin Resolution and #5.  Discussion of Boy Scout Road.  Motion carried unanimously.   

 

Mr. Randy Thomas requested that Country Place Subdivision be placed on the priority system for next year.  This dedication was approved under Juror accepted dedication and is now eligible to be placed in the road system.  No action taken.

 

Mr. Randy Thomas moved, seconded by Mr. Jim Bonsall to black top Patterson Road using Road District A funding at an estimated cost of $17,115.00.  Motion carried unanimously.

 

Mr. Bruce Easterly, BEAST engineering, reported that the Change Order # 4 presented for approval is to balance out the contract and especially for overages on Angie Road.  Mr. Bruce Blanton moved, seconded by Mr. Bernard Hudson to approve Change Order #4 for Phase I Road Improvements.  Motion Carried unanimously.

 

The Phase II Road Improvement bids came in at almost double the engineer estimate.  Mr. Easterly reported that the reason for the overage is that FEMA does not allow for mobilization to be categorized in the bid packet.  Therefore this is the reason for overage, but is an allowed adjustment and FEMA will participate.  Mr. Daniel Thomas moved, seconded by Mrs. Jerri Lee to award the bid for Phase II Road Improvement to Crocker Construction, low bidder.  Motion carried unanimously.

 

Concerning Boy Scout Road, Randy Thomas told the Committee that the Forestry Service is marking timber to be cut over the next 5 years.  The Forestry Service asked to enter into an agreement with the Police Jury to share cost of repair to Boy Scout Road at the end of the project.  Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to accept the proposal for the Forestry Service to pay for materials and the Police Jury to take care of the labor, contingent on legal review and Engineer’s recommendations.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Steve Lemmons to approve a Resolution from the Town of Heflin for a drain across the road on Memorial Park and Memorial at South Main using municipality funding.  Motion carried unanimously.

WEBSTER PARISH POLICE JURY

Mr. Lemmons reported that the two sets of front doors had been installed at the Webster Parish Courthouse, the District Attorney Offices on the 3rdfloor had completed renovation, and currently work is being done to renovate the former WPPJ Meeting room into a Courtroom.

Mr. Randy Thomas called the meeting to order and asked for additions to the agenda. 

 

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to add to the agenda Republic Services.  Motion carried unanimously.

 

Mr. Chris Bloxham, General Manager and Mr. David Greene, Manager of Municipal Services for Republic Waste wanted to report that a plan in the event of a closure at the Sarepta Receiving Station has been updated and is currently in place. 

There was discussion that followed concerning the Receiving Station and the Landfill.

WEBSTER PARISH POLICE JURY

Mr. Bruce Blanton presented a list of Road Equipment and a list of surplus miscellaneous Police Jury equipment, etc. to be abandoned.  The equipment that is suitable for auction will be put into an auction on September 15, 2018 and the other items will be destroyed.  Mr. Allen Gilbert moved, seconded by Mr. Randy Thomas to approve the listing for surplus as presented.

WEBSTER PARISH POLICE JURY

Mr. Jim Bonsall, President, called the meeting to order, Mr. Ellzey Simmons, Director of Trailblazer Organization led in Prayer; and Ret. COL Carl Thompson led in the Pledge of Allegiance

 

Mr. Bonsall then asked for additions to the agenda.  

 

Mr. Allen Gilbert moved, seconded by Ms. Vera Davison to add #16.  District #2, $400.00 for City of Springhill City Park improvements.  Motion carried unanimously.

 

There were no comments on the agenda.

 

Mrs. Jerri Lee moved, seconded by Mr. Nick Cox to approve invoices for payment pending review by Juror Jerri Lee.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve the minutes of the July 3, 2018 Committee Meetings:  Road, Administrative, Buildings and Grounds, Environmental, Environmental Clean Up Camp Minden, Finance, Equipment, Community Services, Economic Development, and Intergovernmental, and to approve the July 3, 2018 Regular Meeting of the Webster Parish Police Jury.  Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve Resolution #11A-2018 to adopt the 2018 millage rate for Road District A and for Road District B of Webster Parish.  Motion carried unanimously.

 

The audit of financial of the Webster Parish Police Jury for year ending 12-31-2017 was presented by Mrs. Amy Tynes with Allen Green and Williamson CPA.  Mrs. Tynes went over the audit for review and noting the one finding as well as the AUP report for 2017.  The Jury received a clean audit report.

 

Mr. Randy Thomas moved, seconded by Mr. Allen Gilbert to approve Resolution # 014-2018, to hold an election for Shongaloo Fire Protection District #9.  Motion carried unanimously.

 

No action was taken concerning the Executive Director for the WPPJ Office of Community Services.

 

Mr. Nick Cox moved, seconded by Mr. Steve Lemmons to approve Resolution #013-2018, exemptions to allow for fewer than 300 voters in a precinct, the annual report to the Secretary of State will be submitted.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mrs. Jerri Lee to approve Webster Parish Ordinance #1021- the Emergency Ordinance to move precincts # 17 and 17A to Harper School and to move Precinct # 18 to the Webster Parish Courthouse Annex West Entrance effective for the November 6, 2018 Election.  The move is necessary due to the demolition of the Alternative School in Minden.  Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Mr. Bernard Hudson to approve a Resolution to allow Union Grove Water System to apply for LGAP funding- $17,350.  to install a bypass valve and pipes.  Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Steve Ramsey to amend the original Contract with CBI for professional services related to the 2016 Flood.  The change is to specific hourly charge per professional to decrease the amount stated in the original contract and to amend the contract to change the name from CBI to Aptim.  Motion carried unanimously.

 

Mr. Ellzey Simmons, Director, Trailblazer Organization spoke to the Jury about current programs provided by Trailblazer and a listing of educational opportunities in Webster Parish and surrounding areas for Webster residents to participate in. 

 

Mr. Allen Gilbert moved, seconded by Mr. Bruce Blanton to approve Recreational funding in District #2 for $400.00 to the City of Springhill for City Park improvements.  Motion carried unanimously.

Ms. Vera Davison moved, seconded by Mr. Daniel Thomas to approve the action taken at the Finance Committee Meeting earlier today.  Motion carried unanimously.

 

Mr. Daniel Thomas reminded the Jury that our new Louisiana Representative, Dr. Wayne McMahan has been sworn in.  Dr. McMahan is looking forward to assisting the Jury with many of our State issues.

 

Mrs. Jerri Lee reminded the Jury that a special Community Services Committee meeting will be called for Tuesday, August 14, 2018 at 1:30 p.m.

 

Mr. Jim Bonsall gave the Presidents closing remarks, which included, The Minden Angels Softball team came in 3rdin the World Series Tournament in Alexandria, and Mr. Bonsall also thanked Joey White and Claiborne Electric for the efforts to secure high speed internet for the rural customers.

Mr. Steve Ramsey called the meeting to order and asked Mrs. Jerri Lee to open the meeting with prayer. 

Mr. Ramsey then asked for additions to the agenda.  There were no additions to the agenda.

 

Mr. Stephen Brice, with Aptim joined the meeting by conference call.  Mr. Brice then went over the status of the PWs and a spreadsheet with updates was provided for the Committee.

Mr. Brice then discussed the projects going forward and an issue that has come up concerning culverts.  The Jury may have to provide H&H study on some of the upgraded culvert sizes.

Brad Graff, P.E. Parish Engineer will be contracted to help with this information.

 

Mr. Bruce Easterly with BEAST then went over the proposed Phase III Road Improvements.  The Committee talked to Mr. Easterly about the parish doing the Phase III “in house” – parish road department and not contracted out.  Mr. Easterly as well as Mr. Brice told the Committee that they would be glad to assist as much as they can.  Mr. Brice will compile a listing of roads for the Phase III.

Documentation will be essential to using Parish and not contract as well as procurement of materials for the GOSEP reimbursement.

Mr. Bruce Blanton moved, seconded by Mr. Dustin Moseley to begin work on Phase III with in house work force.  Motion carried unanimously.

MINUTES OF THE COMMUNITY SERVICES COMMITTEE MEETING

Mrs. Jerri Lee called the meeting to order and asked Mr. Steve Lemmons to open the meeting with Prayer. 

Mrs. Lee then introduced the members of the Jury and the Staff attending the meeting.  The Office of Community Services staff that attended the meeting was:

 Glenda Allums, Acting Executive Director; Judi Terral, Executive Secretary; Shirley Turk, Energy Assistance; Wanda Finley, Head Start Director; Joann Pickard, CACFP Director; Terri Lee, Accounting and Payroll; Dixie Hebert, Accounting Director; Karen Ascanio, Section 8 Housing.  The Director of Transportation resigned July 31, 2018.

 

The purpose of the meeting was to allow the Committee to receive first- hand knowledge of the Community Services operation. 

The Transportation department is currently in a restructuring mode.  The fleet insurance was “non-renewed” effective July 30, 2018, and the only fleet insurance available was more than 3 times the premium budgeted.  The WPPJ Fleet insurance had to provide blanket coverage over the WPPJ OCS fleet under Schedule 1 (any vehicle titled under the Webster Parish Police Jury will be covered under the Traveler’s Policy).  The safety record and accident claim record is not good for the Transportation fleet – reason for the non-renewal.  Traveler’s is currently working on a revised premium for the Webster Parish Police Jury with and without WPPJ OCS fleet.    

 

There was a question and answer between the Committee and the WPPJ OCS staff.  Mrs. Allums has stated that she will not assume the position of Executive Director but will work in the Acting position for now.  Other solutions are being explored to the Transportation Department as well as to the other Departments.

            BE IT RESOLVED, that the following millage are hereby levied on the 2018 tax roll on all property subject to taxation by theWebster Parish Police Jury.

MILLAGE

A.           For the construction, maintenance, and repairing of Roads and Bridges located

               in Road District “A” of Webster Parish, Louisiana……..2.70 MILLS 1077009

 

B.            For the construction, maintenance, and repairing of Roads and Bridges located

               in Road District “B” of Webster Parish, Louisiana……..3.92  mills  1077010

 

BE IT FURTHER RESOLVED,  that the proper administrative officials of the Parish of Webster , State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2018, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

 

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

WEBSTER PARISH ORDINANCE # 1021 -2018

EMERGENCY ORDINANCE TO MOVE VOTING PRECINCTS

 

AN EMERGENCY ORDINANCE OF THE WEBSTER PARISH POLICE JURY TO MOVE WEBSTER PARISH PRECINCTS # 17 AND #17-A THAT CURRENTLY USE THE WEBSTER PARISH ALTERNATIVE SCHOOL A POLLING PLACE TO HARPER ELEMENTARY SCHOOL, LOCATED AT 618 GERMANTOWN ROAD, LOUISIANA 71055 AND TO MOVE WEBSTER PARISH PRECINCT # 18 THAT ALSO USE THE ALTERNATIVE SCHOOL TO THE WEBSTER PARISH COURTHOUSE ANNEX LOCATED AT 401 MAIN STREET – WEST ENTRANCE, MINDEN, LA   71055.  THIS WILL BE A PERMANENT POLLING PLACE CHANGE EFFECTIVE FOR THE NOVEMBER 6, 2018 ELECTION.

 

WHEREAS       The Webster Parish School Board, owner of the Alternative School, has notified the Webster Parish Police Jury that the Alternative School will be demolished in the spring of 2019Prior to the demolition of the Alternative School, all utilities will be disconnected and equipment, furnishing, etc. will be removed.

 

WHEREAS       The Webster Parish Police Jury as the Governing Authority for Webster Parish is mandated to establish a polling place for each precinct. 

 

WHEREAS       The Webster Parish Precincts # 17 and 17A will be moved to the Harper Elementary School located at 618 Germantown Road, Minden, Louisiana, an existing Polling Place in Webster Parish and adjacent to the Precincts boundaries.  (Accessibility Survey on File). 

 

WHEREAS       The Webster Parish Precinct # 18 will be moved to the Webster Parish Courthouse Annex located at 401 Main Street- West Entrance, Minden, Louisiana, within the physical boundaries of Precinct # 18.  (Accessibility Survey is provided).

 

THEREFORE BE IT RESOLVED  in Regular Meeting of the Webster Parish Police Jury on Tuesday, August 7, 2018 at the Webster Parish Courthouse Annex Police Jury Meeting Room located at 401 Main Street-West Entrance, Minden, Louisiana at a legally convened and advertised meeting voted unanimously to approve the Polling Place Location changes for Precincts 17 and 17A and also for Precinct 18.

RESOLUTION # 013-2018

WHEREAS,            The Webster Parish Police Jury as the governing authority of the Parish of Webster has the responsibility to set Precincts and Polling Places of the Parish and,

 

WHEREAS,            Annually a Precinct Survey must be completed for each precinct in Webster Parish to identify precincts with less than 300 active Voters, and precincts with more than 2200 active registered voters, and

 

WHEREAS,            There are no precincts with more than 2200 active registered voters, and

 

WHEREAS,            The following precincts do have less than 300 active registered voters:

WEBSTER PARISH POLICE JURY

RESOLUTION # 014-2018

A resolution approving the holding of an election in Shongaloo Fire Protection District No. 9 of the Parish of Webster, State of Louisiana, on Saturday, December 8, 2018, to authorize the levy of a special tax therein.

                       WHEREAS, the Board of Commissioners of Shongaloo Fire Protection District No. 9 of the Parish of Webster, State of Louisiana (the "Governing Authority"), acting as the governing authority of Shongaloo Fire Protection District No. 9 of the Parish of Webster, State of Louisiana (the "District"), adopted a resolution on July 16, 2018, calling a special election in the District on Saturday, December 8, 2018, to authorize the levy of a special tax therein; and

                       WHEREAS, the governing authority of the District has requested that this Police Jury, acting as the governing authority of the Parish of Webster, State of Louisiana, give its consent and authority for the District to hold the aforesaid election, and in the event that the election carries to continue to levy and collect the special tax provided for therein; and

                       WHEREAS, as required by Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, it is now the desire of this Police Jury to approve the holding of said election and in the event that the election carries, to continue to levy and collect the special tax provided for therein;

                       NOW, THEREFORE, BE IT RESOLVED by the Police Jury of the Parish of Webster, State of Louisiana, acting as the governing authority of said Parish, that:

                       SECTION 1.  In compliance with the provisions of Article VI, Section 15 of the constitution of the State of Louisiana of 1974, and in accordance with the request of the Board of Commissioners of Shongaloo Fire Protection District No. 9 of the Parish of Webster, State of Louisiana, this Police Jury hereby approves the holding of an election in the District, on Saturday, December 8, 2018, at which election there will be submitted the following proposition, to-wit:

Shall Shongaloo Fire Protection District No. 9 of the Parish of Webster, State of Louisiana (the "District"), levy a ten and ninety-eight hundredths (10.98) mills tax on all the property subject to taxation in the District (an estimated $167,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of  ten (10) years, beginning with the year 2019 and ending with the year 2028, for the purpose of acquiring, constructing, maintaining and operating fire protection facilities and equipment, and all other costs incidental thereto, said millage to represent a ninety-eight hundredths of a mill (.98) increase (due to reappraisal) over the 10 mills tax authorized to be levied through the year 2018 pursuant to an election held on October 17, 2009?

 

                       SECTION 2.  In the event the election carries, this Police Jury does hereby further consent to and authorize the District to continue to levy and collect the special tax provided for therein.
