MINUTES OF THE ROAD COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
December 4, 2018
MEMBERS PRESENT: Steve Ramsey; President, Steve Lemmons, Vice-Chairman; Jim Bonsall; Randy Thomas; Bruce Blanton; Jerri Lee; Vera Davison; Nick Cox; Dustin Moseley; Bernard Hudson; and Daniel Thomas.
MEMBERS ABSENT: Allen Gilbert
Mr. Steve Ramsey called the meeting to order and Juror-Vice Chairman, Steve Lemmons opened with prayer.
Mr. Ramsey then asked for additions to the agenda.
There were no additions to the agenda.
The Road Committee discussed the upcoming opening of the bids for Road Materials, FEMA projects, and other road construction and maintenance projects for the end of the year.
No action taken.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE ADMINISTRATIVE COMMITTEE MEETING
WEBSTER PARISH POLICE JURY
December 4, 2018
MEMBERS PRESENT: Vera Davison, Chairman; Jerri Lee, Vice-Chairman; Steve Ramsey, Daniel Thomas; Nick Cox, Bruce Blanton, and Jim Bonsall
Ms. Vera Davison called the meeting to order and asked for additions to the agenda. No additions.
Ms. Davison then reported on the Holiday Schedule for the Road Department and for the Webster Parish Police Jury Office. Mrs. Jerri Lee moved, seconded by Mr. Steve Ramsey to approve the following Holiday schedule:
Road Department: Last day to work December 21, 2018, return to work on January 3, 2018. 3 days of holiday- December 24 and 25, 2018 and January 1, 2019; four days of Annual Leave.
Police Jury Office: Last day to work, December 21, 2018, return to work on December 31, 2018 – 2 days of Holiday- December 24 & 25, 2018; and 3 days of Annual Leave (NOTE: PJ office will be closed Jan. 1, 2019 for New Year’s holiday.
Motion carried unanimously.
Ms. Davison announced that the Administrative Committee would like to name Terry Hawkins, Courthouse Superintendent, and to hire Yolanda Dawson full time janitorial. Also, Peggy Morris and Devariyia Kennon will receive step raises. All rate of pay will be step increases and COL will be added January 1, 2018. If needed, Yolanda Dawson will begin full time before the end of the year. See attached schedule of pay for these 4 employees. Mr. Nick Cox moved, seconded by Mrs. Jerri Lee to approve the Courthouse Maintenance Staff designations. Motion carried unanimously.

The next item on the agenda is concerning the WPPJ OCS. Ms. Davison announced that the new Executive Director of the WPPJ OCS is Melinda Davison. This is contingent upon Jury approval at the Regular Meeting today.

WEBSTER PARISH POLICE JURY- FOLLOWING ADMINISTRATIVE COMMITTEE
December 4, 2018
MEMBERS: Jim Bonsall, Chairman; Vera Davison, Vice-Chairman; Jerri Lee; Bruce Blanton; Steve Lemmons; Dustin Moseley; Randy Thomas, Bernard Hudson; Daniel Thomas; Nick Cox, and Steve Ramsey
MEMBER ABSENT Allen Gilbert
Mr. Jim Bonsall called the Finance Committee to order and asked for additions to the agenda.
There were no additions to the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Dustin Moseley to approve the Financial Statement and Check Register for the month of October. Motion carried unanimously.
Mrs, Jerri Lee moved, seconded by Ms. Vera Davison to approve the bank reconciliation for the month of October. Motion carried unanimously.
The Financial reports for the month of November were presented for consideration. These reports will be approved at the January, 2019 Finance Committee Meeting. No action.
The Proposed Budget for the WPPJ was presented. Notes from the budget workshops were introduced. Only one item is a change from the proposed budget, the request to include $10,000.00 for Economic Development. The $10,000.00 will be equally distributed to NLEP (Northwest Louisiana Economic Partnership), The Sparta Commission, RC&D (Trailblazer), and to the Coordinating and Development Corporation. Mrs. Jerri Lee moved, seconded by Mr. Bruce Blanton to approve the above addition to the budget for 2019. Motion carried. 10 Yes; 1 absent (Gilbert); and 1 No (D. Thomas).
Mrs. Carnahan asked if there were questions concerning the 4th Quarter Budget Amendments that will be presented at the Regular Meeting. No comments or questions.
There being no further business to bring before the Committee, the meeting adjourned.

MINUTES OF THE COMMUNITY SERVICES COMMITTEE
WEBSTER PARISH POLICE JURY—FOLLOWING the Finance Committee
December 4, 2018
MEMBERS PRESENT: Jerri Lee, Chairman; Steve Lemmons, Vice-Chairman; Vera Davison; Steve Ramsey; Dustin Moseley; and Jim Bonsall.
MEMBERS ABSENT: Allen Gilbert
Mrs. Jerri Lee called the meeting to order and asked for additions to the agenda. There were no additions to the agenda.
Mrs. Lee presented the monthly report of the Office of Community Services. Mrs. Lee brought to the attention of the Committee various programs within the department. Mrs. Lee stated that the office is running smoothly with a new Executive Director and Executive Assistant.

MINUTES OF THE INTERGOVERNMENTAL RELATIONS COMMITTEE
WEBSTER PARISH POLICE JURY- FOLLOWING the Community Services Committee
December 4, 2018
MEMBERS PRESENT: Daniel Thomas, Chairman; Jerri Lee, Vice-Chairman; Vera Davison; Steve Ramsey; Dustin Moseley; Randy Thomas; Bernard Hudson; and Jim Bonsall, President
Mr. Daniel Thomas called the meeting to order and asked for additions to the agenda.
Mr. Daniel Thomas asked Brad Graff, P.E. Parish Engineer, to update the Committee on the Parish Wide Water Study and Plan. Mr. Graff reported to the Jury that essentially the report is more than 80% complete. All that is really left is to compile the results. Mr. Graff reported that the Jury may want to look into Camp Minden water system for a source of water for future need; this would not be the surface water, but existing deep water system.
There being no further business to bring before the committee, the meeting adjourned.

Mr. Jim Bonsall, President, called the meeting to order, Ret. COL Carl Thompson opened the meeting with prayer and Cadet Logan Petree, Camp Minden YCP, led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Dustin Moseley to add to the agenda: Under #10- g- District # 6 $937.50 to NLEP and $937.50 to Trailblazer, and #10- h- District 12 $1,875.00 for Village of Doyline Building Repairs. Motion carried unanimously.
There were no comments concerning the agenda.
Mr. Steve Lemmons moved, seconded by Mr. Nick Cox to approve invoices for payment pending review by Juror Steve Lemmons. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the minutes of the Committee Meetings, held November 7, 2018- Road; Administrative; Buildings and Grounds; Environmental; Environmental CCM; Finance; Equipment; Community Services; Economic Development; and Intergovernmental Committees, and the November 7, 2018 Regular Meeting of the Webster Parish Police Jury. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to appoint Mrs. Melinda Davison, Executive Director, Webster Parish Police Jury, Office of Community Services effective from date of hire. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mrs. Jerri Lee to approve WPPJ Resolution # 003-A-2018 – Amended, to confer signature authority to Melinda Davison, Executive Director, WPPJ OCS effective immediately.
PUBLIC HEARING: To hear comments concerning the 2019 proposed Budget of the Webster Parish Police Jury. There were no comments, no objections.
Mr. Nick Cox moved, seconded by Mr. Steve Ramsey to approve the proposed budget of the Webster Parish Police Jury as presented for the year 2019. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve the budget amendments for the 4th quarter, 2018 as presented. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bernard Hudson to approve the following board appointments:
a- Webster Parish Communications District Board
Reappoint Steve Cropper (law enforcement), and Ursula Hullaby (public sector) to a 4-year term.
b- Webster Parish F.P.D. #7 Dixie Inn
Reappoint Gary Greene to a 1 year term to expire 12-2019, and to reappoint Mr. Mickey Chandler to a 2-year term to expire 12/2020.
c- W.P. Library Board of Control, reappoint Nelwyn Terrell to a 5 year term- 2023.

Ms. Vera Davison moved, seconded by Mrs. Jerri Lee to approve the action taken at the Administrative Committee Meeting held earlier today. Motion carried unanimously.
Jurors expressed their wishes for a Merry Christmas and a prosperous New Year.
Mr. Jim Bonsall gave the Presidents closing remarks.
Mr. Bonsall announced that the January Regular Police Jury meeting will be held on Tuesday, January 8, 2019. The first Tuesday falls on a Holiday.

WEBSTERTHUS ADOPTED, this 4th day of December, 2018 at a regularPARISH POLICE JURY
RESOLUTION 003A-2018-AMENDED
WHEREAS, in keeping with Louisiana Revised Statute 33:1236(11), and in order to conduct the routine business and to facilitate the operation of the Webster Parish Police Jury Office of Community services in legal and financial matters, and
WHEREAS,the Webster Parish Police Jury acting within the authority contained in Webster Parish Ordinance 688, did appoint Melinda Davidson as Executive Director of the Webster Parish Police Jury Office of Community Services with all authorities, duties, responsibilities and emoluments thereunto pertaining.
NOW THEREFORE BE IT RESOLVEDthat the Webster Parish Police Jury does hereby confer signature authority to Melinda Davidson in those matters which she may legally execute within the laws of Louisiana, the United States of America and ordinances of the Parish of Webster. Such authority shall include, but not be limited to, to-wit:
An obligatory signature on contracts and other documents dealing with funding or obligation of funds; documents authorizing the payment of statement due; financial and operational documents ensuring the proper conduct of business which is normally conducted by the Office of Community Services.
BE IT FURTHER RESOLVED, that this resolution is intended to approve authority to sign contracts, grants and /or other binding documents dealing with grants IN ORDER TO PRECLUDE THE ADOPTION OF INDIVIDUAL RESOLUTIONS OF AUTHORITY FOR EACH INDIVIDUAL CONTRACT AND/OR GRANT from the date of adoption of this resolution and for ONE YEAR THEREAFTER, and
BE IT FURTHER RESOLVED, that in all instances where the signature of the President of the Webster Parish Police Jury or the Chairman of the Advisory Board of the Webster Parish Police Jury Office of Community Services, or another official of the Advisory Board or of the Webster Parish Police Jury, is required singly or together with that of Melinda Davidson that she shall have the authority to solicit said signature.
BE IT FURTHER RESOLVED, that a listing of all bank accounts held by the Webster Parish Police Jury Office of Community Services held by the B-1 (Business First) Bank is attached to this document and becomes a part of the Resolution as adopted and effective on this date, December 4, 2018. For signature on checks written on MBL Bank, two signatures are required, at least on signature must be an original, the second being a stamped signature. Each account listed will have three signers: Melinda Davidson, Director; Vera Davison, Treasurer of the Board, and Jerri M. Lee, President of the Board.
BE IT FURTHER RESOLVED, that this autonomous governing body of the Parish of Webster, in regular session assembled does hereby request the Louisiana Departments of Health and Hospitals, Social Services, Labor, Transportation and Development, Education, Agriculture; Division of Administration, and any and all other state agencies commissions and bureaus; all departments, agencies, commissions and bureaus of the United States government; and all other local, private and public funding sources making grants, contracts or other forms of financial operations to recognize this resolution as a valid legal document for the purposes of grants, gifts or other activities which may legally be undertaken by the Webster Parish Police Jury and its operating unit, the Office of Community Services.
THUS ADOPTED, this 4th day of December, 2018 at a regular and legally convened meeting of the Webster Parish Police Jury at the Courthouse in Minden on motion of Vera Davison , duly seconded
by Jerri Lee . Motion Carried Unanimously
