MINUTES OF THE ROAD COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

January 8, 2019

MEMBERS PRESENT:  Steve Ramsey; President, Steve Lemmons, Vice-Chairman; Jim Bonsall; Randy Thomas; Bruce Blanton; Jerri Lee; Vera Davison; Nick Cox; Allen Gilbert; and  Bernard Hudson

MEMBERS ABSENT:  Dustin Moseley, and Daniel Thomas.

Mr. Steve Ramsey called the meeting to order and Juror Nick Cox opened with prayer. 

Mr. Ramsey then asked for additions to the agenda. 

Mr. Steve Lemmons moved, seconded by Mr. Bruce Blanton to add to the agenda #6. To approve a speed limit for Walker road # 213A to 25 MPH from end to end.  Motion carried unanimously.

Mr. Bruce Blanton moved, seconded by Mr. Jim Bonsall to approve Resolutions retroactive to 2018 for:

Town of Heflin – Resolution for 2 loads of gravel rock and Resolution for payment to Evangeline Specialties for street signs.   Pending signed Resolution.

Town of Cullen- Resolution for gravel.- Signed Resolution received.

Motion carried unanimously.

An updated report was presented from Aptum Services, Mr. Stephen Brice, on the status of pending PWs for FEMA work related to the 2016 flood.  No action.

The Municipality Resolution with letter to each Mayor was presented to the Jury to review.  Request to each Municipality to have request for work sent to the Police Jury Public Works no later than June 30 for completion in the current year.  After June 30, invoices for road work can be submitted for reimbursement to the Police Jury by the Municipalities until December 1, 2019.  No action .

Road Construction bids that were opened in December were presented to the Committee for review.  The bids will be voted on in Regular Meeting.  No action.

An abandoned well permit was presented for approval.  Mr. Jim Bonsall moved, seconded by Mr. Bernard Hudson to approve the well on the Odom property located on Central School Road.  Motion carried unanimously.

Mr. Randy Thomas moved, seconded by Mr. Allen Gilbert to set the speed limit to 25 MPH from End to End on the Walker Road.  Motion carried unanimously.

There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE FINANCE COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

January 8, 2019

MEMBERS:  Jim Bonsall, Chairman;  Vera Davison, Vice-Chairman;  Jerri Lee; Bruce Blanton; Steve Lemmons;  Randy Thomas, Bernard Hudson; Nick Cox; Allen Gilbert, and Steve Ramsey

MEMBER ABSENT:   Daniel Thomas and Dustin Moseley

Mr. Jim Bonsall called the Finance Committee to order and asked for additions to the agenda. 

There were no additions to the agenda.

Mr. Steve Ramsey moved, seconded by Ms. Vera Davison to approve the Financial Statement and the Check Register for the month of November, 2018.  Motion carried unanimously.

Mrs. Jerri Lee moved, seconded by Mr. Randy Thomas to approve the Bank Reconciliation for the month of November, 2018.  Motion carried unanimously.

The Finance Reports were presented for the Month of December, 2018.

Mr. Bernard Hudson moved, seconded by Mrs. Jerri Lee to approve the Veterans Service Cooperative Endeavor for 2019.  Motion carried unanimously.

The budget amendments for the End of Year 2018 were presented for consideration and the 2019 Budget with Actual Brought Forward were presented.  Bother will be approved at the Regular Meeting.

MINUTES OF THE REGULAR MEETING

WEBSTER PARISH POLICE JURY

January 8, 2019

MEMBERS PRESENT:  Jim Bonsall, President; Vera Davison, Vice President; Steve Lemmons, Bruce Blanton, Bernard Hudson; Randy Thomas, Jerri Lee, Nick Cox, Allen Gilbert, and Steve Ramsey

MEMBERS ABSENT:  Daniel Thomas and Dustin Moseley            

Mr. Jim Bonsall, President, called the meeting to order; Ret. COL Carl Thompson opened the meeting with prayer and led in the Pledge of Allegiance.

Election of Officers:

Mr. Nick Cox nominated Mr. Jim Bonsall as President for 2019; Mr. Steve Ramsey seconded the nomination.  There were no other nominations.  Mr. Bonsall elected by acclimation.

Mr. Steve Ramsey Nominated Ms. Vera Davison as Vice President for 2019, Mr. Randy Thomas seconded the nomination.  There were no other nominations.  Ms. Davison elected by acclimation.

Mr. Jim Bonsall, President called the meeting to order and asked for additions to the agenda. 

Mr. Bruce Blanton moved, seconded by Mrs. Steve Lemmons to add to the agenda:  #14.  Recreational funding for District #1, $1,000.00 to North Louisiana Economic Partnership.  And # 15.  Approve reappointment of Mr. Paul Donaubauer to a 2 year term for the Dubberly FPD # 08.  Motion carried unanimously.

Mrs. Jerri M. Lee moved, seconded by Mr. Randy Thomas to set the day and time for the Webster Parish Police Jury Regular Meetings to the 1^stTuesday of the month at 10:30 a.m.  Resolution # 001-2019 to set day and Time of Regular Meeting and to present 2019 officers.  Motion carried unanimously.

Mr. Allen Gilbert Moved, seconded by Mrs. Jerri Lee to approve Resolution #002-2019 that authorizes signature authority for Jim Bonsall, President; Ronda Carnahan, Secretary-Treasurer; and Lisa Balkom, Asst. Secretary-Treasurer to sign documents on behalf of the Police Jury and to sign financials concerning the Police Jury.  Motion carried unanimously.

Mr. Bruce Blanton moved, seconded by Mr. Nick Cox to approve invoices for payment pending review by Juror Bruce Blanton.  Motion carried unanimously.

Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to approve the minutes of the December 4, 2018 Committee Meetings – (Road, Adminstrative, Finance,Community Services, and Intergovermental) Meetings; and the December 4, 2018 Regular Meeting.  Motion carried unanimously.

The next item on the agenda is the budget amendments for the end of year, 2018.  Mr. Nick Cox moved, seconded by Mr. Bernard Hudson to approve the budget amendments as presented.  Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the 2019 budget with actual year end balances.  Motion carried unanimously.

Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to approve the audit engagement for yearend December 31, 2018 with Allen Green Williamson, CPA, and to approve the engagement of Wise Martin and Cole for Financial preparation for the audit.  Motion carried unanimously.

Mr. Allen Gilbert moved, seconded by Mr. Nick Cox to approve the budget as presented for the operation of the North Louisiana Criminalistics Lab.  Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the recommendation of the Public Works Director for the 2019 Road Materials Bid pending legal review.  Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve the Beer, Alcohol, and Video Poker Permit Renewals for 2019 as presented.  Motion carried unanimously.

Mr. Bruce Blanton moved, seconded by Mr. Allen Gilbert to approve Recreational funding for District #1 for $1,000.00 to the North Louisiana Economic Partnership.  Motion carried unanimously.

Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve the reappointment of Mr. Paul Donaubauer to the Dubberly Fire Protection District # 08.  Motion carried unanimously.

COMMITTEE REPORTS:

Mr. Allen Gilbert and Mr. Bruce Blanton thanked Mayor Huddleston for attending the Webster Parish Police Jury Meeting.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting earlier today.  Motion carried unanimously.

Ms. Vera Davison moved, seconded by Mrs. Jerri Lee to approve the action taken at the Finance Committee Meeting held earlier today.  Motion carried unanimously.

Ms. Davison extended her appreciation to the Jurors for reelecting her as Vice President of WPPJ.

Ms. Davison also wanted to extend her appreciation to Mrs. Davidson at the WPPJ OCS.

Mrs. Jerri Lee wished all a Happy New Year and looking forward to a productive 2019

Mr. Jim Bonsall gave the Presidents closing remarks, and thanked Mrs. Lee and Ms. Davison for their assistance with the WPPJ OCS during the transition period, and Mr. Bonsall also thanked the fellow Jurors for their support and for his reelection in 2019. 

There being no other business to bring before the Jury, the meeting adjourned.
