MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
March 5, 2019
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Jim Bonsall; Vera Davison; Jerri Lee; Dustin Moseley; Bruce Blanton; Randy Thomas; Nick Cox; Bernard Hudson; and Daniel Thomas.
MEMBERS ABSENT: Allen Gilbert
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open with prayer. Mr. Ramsey then asked for additions to the agenda.
Mr. Jim Bonsall moved, seconded by Mr. Bruce Blanton to add to the agenda the following: 5- Doyline Resolutions, installation of culverts for residents and ditching on both sides of Johnson Street. 6- Cotton Valley Resolution for installation of culverts for residents. 7. Discussion of FEMA Roads. 8. N.L.C.O.G. Discussion. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve a Resolution from the town of Dubberly to use Recreational funding for a City limit sign. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Mr. Randy Thomas to approve a Resolution from the Village of Dubberly to use Recreational funding for Clean up day expense. Motion carried unanimously.
Mr. Steve Ramsey asked Public Works Director, Teddy Holloway to breakdown cost of various solid surface treatments per mile, ex: Recycle, Recycle and 3 shot, 2” Hot Mix, Hot Mix & seal w/ laydown, level 1” Hot Mix- no seal w/ paver, seal shot, and 3shot-no Hot Mix. Discussion followed. No action taken.
The next item on the agenda is the dirt section of Gas Plant road- 960’, discussion followed concerning the closure of the road. Mr. Patrick Jackson advised that if this was an emergency, the Jury could vote to close the road now, and decide whether to abandon later. Mrs. Jerri Lee moved, seconded by Mr. Dustin Moseley to close the road immediately. Motion carried unanimously.
Mr. Dustin Moseley moved, seconded by Mr. Bruce Blanton to approve the two Resolutions from the Village of Doyline for installation of culverts for residents and for ditching on Johnson Street. Motion carried unanimously. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Randy Thomas to approve a Resolution from the Town of Cotton Valley for the installation of culverts for residents of the town. Motion carried unanimously.
Mr. Jim Bonsall asked for discussion of the remaining FEMA Road sites affected by the 2016 flood. Some of the PWs have been processed and funds are beginning to come in. Mr. Bonsall asked if the Committee agreed to look into the cost estimate of doing Phase III-B Road Improvement by letting bids. There followed discussion and it was agreed to get a cost estimate.
Mr. Jim Bonsall discussed the possibility of joining NLCOG, a Council of government for North Louisiana. There has been discussion with an agency in the parish to possibly fund the cost to join ($36,000.00). The Jury will wait for further action.
Mr. Steve Lemmons asked to discuss parish roads, permitting, enforcement of weights, etc. Discussion followed. No action taken.

Ms. Vera Davison, Chairman called the meeting to order and asked for additions to the agenda. No additions to the agenda.
Ms. Davison reported on the Louisiana Police Jury Association meeting in Lake Charles. Seven WebsterParish Jurors attended the meeting. The 2020 Police Jury Association will be held in Shreveport, and Glenn Benton, Bossier Parish Police Juror will be the new Police Jury Association President.
Ms. Davison also reminded Jurors that the appreciation banquet for former Police Juror C.C. “Cat” Cox is Thursday night.

Mr. Thomas reported that Republic Waste will have a lunch at the Landfill and the Jurors are invited on March 6, 2019 11:00 a.m. to 1:00 p.m.
Mr. Thomas reported that there is a new deputy assigned to our litter crew. He is working out well.

Mr. Dustin Moseley moved, seconded by Mr. Nick Cox to approve the January 2019 financial as presented: Financial Statement, the Check Register, and the Bank Reconciliation. Motion carried unanimously.
The February 2019 Financial reports were presented to the Committee for consideration to be approved at the April meeting.
Mrs. Ronda Carnahan, Secretary-Treasurer presented the 1st quarter budget amendments and the Louisiana Compliance Questionnaire for discussion. There were no comments. These reports will be approved at the Regular Meeting.

MINUTES OF THE EQUIPMENT COMMITTEE
WEBSTER PARISH POLICE JURY

MEMBERS PRESENT: Bruce Blanton, Chairman; Bernard Hudson, Vice Chairman; Jim Bonsall; Steve Lemmons; Daniel Thomas; Randy Thomas; and Steve Ramsey

Mr. Bruce Blanton called the meeting to order and asked for additions to the agenda.
The first item on the agenda is a report from Public Works Director, Teddy Holloway concerning a piece of equipment that would be needed for culvert clean out. There is a water pressure system that is approximately $45,000.00, and a vacuum type equipment that is approximately $95,000. Mr. Holloway stated that for the culverts in our parish the system that he has in place is enough and does not recommend purchasing this equipment. There was discussion on pros and cons. No action taken.

Mr. Nick Cox called the meeting to order and asked for additions to the agenda.
Mr. Jim Bonsall moved, seconded by Mr. Dustin Moseley to add to the agenda the proposed Ordinance that would amend the current Sewerage and Waste Disposal Systems- Ordinance # 907 Amended.
Motion carried unanimously.
The ordinance that will be voted on in the Regular Meeting was presented. Mr. David Wilkinson, P.E. with Cothren Graff and Smoak spoke to the committee concerning this amended ordinance. Recently state law has changed to a requirement that sewerage systems shall be located not less than fifty feet from any private well, spring or other public well, spring, or other water supply structure or source, and NOT LESS THAN ONE HUNDRED FEET FROM ANY PUBLIC WELL, SPRING……. The change being from 50 feet to 100 feet for a public well, spring or other water supply structure or source.
Patrick Jackson spoke as to the legality of this change. He stated that the requirement would be for the 100 feet distance, whether the Parish changed the ordinance.
There followed discussion concerning the amended ordinance.
There was no action taken. The ordinance will be voted on at the Regular Meeting.
Mr. Nick Cox asked Webster Parish Homeland Security/OEP Director, Jenny Duke to speak to the committee concerning a water quality issue concerning a private water well. Discussion followed.

Mr. Bruce Blanton moved, seconded by Ms. Vera Davison to approve invoices for payment pending review by Juror Allen Gilbert on Friday, March 8, 2019. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Bernard Hudson to adopt the minutes of the February 5, 2019 Committee Meetings: Road, Administrative, Buildings and Grounds, Environmental, Finance, Equipment, community Services, Economic Development, Intergovernmental Relations, and Water Resources committees; and to adopt the minutes of the February 5, 2019 Regular Meeting. Motion carried unanimously.
The next item is to take action concerning the abandonment of the Servitude known as a road west of the intersection of Goodwill Road and Elmo burton Loop, approximately 1197 feet in length. A public hearing was held today, and there were no comments or objections received prior to the public hearing or at the public hearing. Mr. Bernard Hudson moved, seconded by Mr. Randy Thomas to abandon the servitude. Motion carried unanimously.
Mr. Dustin Moseley moved, seconded by Mr. Nick Cox to abandon the servitude known as Lott Road, 876 feet in length. A public hearing was held today, and there were no comments or objections received prior to the public hearing or at the public hearing. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Mr. Bruce Blanton to approve the board appointments for the Pine Country Education District Board:
To re-appoint Ronda Carnahan, Secretary-Treasurer and Board Member; Jim Bonsall, Board Member; and COL Carl Thompson, Board Member. All are reappointed to a two-year term to end 12-31-2020. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve the board appointments for the Webster Parish Fire Protection District #4, Dubberly, LA:
To reappoint James Allen Strickland to a two-year appointment 3/2019 to 3/2021 and to reappoint Mr. Jeffrey W. Lair to a one-year appointment 3/2019 to 3/2020. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to approve the board appointments for the Webster Parish Fire Protection District #5, Sarepta, LA:
To re-appoint Mr. Mack Garrett to a 2-year term of office ending 12-31-2020. To appoint Mr. Mike Corley to a two-year term of office ending 12-31-2020. Mr. Corley will fill the unexpired term of Mr.

Sam Sandlin deceased who served the board of commissioners honorably for nineteen years. To reappoint Mr. Jeff Franklin, President for the year 2019. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mr. Bernard Hudson to approve Ordinance # 907-Amended- Sewer and Waste Disposal Systems as presented to reflect new Louisiana regulations concerning Sewer and Waste Disposal. To increase the distance between a Sewer / Waste Disposal System to a Water Well. Motion carried with one objection: Mr. Moseley – No
Mr. Steve Lemmons moved, seconded by Mr. Bruce Blanton to ratify the contract award for the Webster Parish Library, repair of main restrooms. The contract is awarded to Garcia Construction Co. Inc. at the apparent low bid of $31,342.00. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Steve Ramsey to approve the 1st quarter budget amendments as presented and to approve the Louisiana Compliance Questionnaire as presented. Motion carried unanimously.
Ms. Michelle Hughes, Weatherization Coordinator for the Desoto Parish Office of Community Services made a presentation to the Jury. The Desoto program for Weatherization includes the parish of Webster, and Ms. Hughes wanted to be sure that Webster residents were aware of the program. Several Jurors took information to pass on to their constituents.
Mr. Bruce Blanton moved, seconded by Mr. Dustin Moseley to proceed with emergency closure of the section of Gas Plant Road that is a dirt road. Motion carried unanimously.

Ms. Vera Davison moved, seconded by Mr. Bernard Hudson to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Daniel Thomas reported that he had spoken to Representative Dr. Wayne McMahan. Dr. McMahan requested any suggestions or needs for bills to bring before the legislature need to be sent to him as soon as possible. Dr. McMahan want to help the Police Jury with any pending issues.
Mr. Jim Bonsall gave the President’s closing remarks, and there being no further business to bring before the Jury, the Meeting adjourned.

WEBSTER PARISH POLICE JURY ORDINANCE # 907-A
AN AMENDMENT TO AN ORDINANCE TO RESTRICT AND CONTROL SEWERAGE AND WASTE DISPOSAL AND SEWERAGE AND WASTE DISPOSAL SYSTEMS IN THE UNINCORPORATED AREAS OF WEBSTER PARISH, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO INCLUDING PENALTIES FOR VIOLATIONS THEREOF.
AMENDMENT TO: ARTICLE III:
SEWERAGE AND WASTE DISPOSAL SYSTEMS
SECTION 20-21-25: No change
SECTION 20-26: Use of septic tanks near water supply, sources, restrictions.
Outside of legally incorporated cities, towns and villages of Webster Parish, component parts of a sewerage system shall be located not less than fifty (50) feet from any PRIVATE well, spring, or other water supply structure or source, AND NOT LESS THAN ONE HUNDRED (100) FEET FROM ANY PUBLIC WELL, SPRING OR OTHER WATER SUPPLY STRUCTURE OR SOURCE.
SECTION 20-27: Installation of sewer pipes, etc., near water supply sources, restrictions.
Outside of legally incorporated cities, towns, and villages of Webster Parish, no floor drain, soil pipe, main drain, or other pipe which is directly connected to a storm or sanitary sewer, or through which water of sewage from any source may back up, shall be located nearer than thirty (30) feet to any well, spring or other source of water supply. All pipes and drains or parts thereof through which sewage or wastewater flows, or into which sewage or water may back up, which are located within fifty (50) feet of any such water supply shall be constructed of extra heavy cast-iron soil pipe or cast-iron water pipe with leaded WATER-TIGHTjoints, or be of equivalent construction approved by the health officer.
SECTION 20-28-33: No change….
SECTION 20-34. Disposal of effluents; methods; prohibitions.
Outside of legally incorporated cities, towns and villages of Webster Parish, septic tank effluents shall be disposed of in a manner approved by the Webster Parish Health Unit. The discharge of septic tank effluents into streets, gutters, ditches, or onto the surface of the ground is strictly prohibited. Effluents discharged after adequate secondary treatment as approved by the Webster Parish Health Unit may be discharged onto the ground but not onto any public property or,OR ON ANY GROUND WITHIN ONE HUNDRED (100) FEET FROM ANY PUBLIC WELL, SPRING OR OTHER WATER SUPPLY STRUCTURE OR SOURCE.
SECTION 20- 35-48: No change
THEREFORE BE IT ADOPTED, on this the 5th day of March , 2019 in a regularly convened and advertised meeting of the Webster Parish Police Jury. The above amendment to Webster Parish Ordinance # 907 is adopted on a motion by Mr. Nick Cox, duly seconded by Mr. Bernard Hudson.
