MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
June 4, 2019
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Jim Bonsall; Vera Davison; Jerri Lee; Dustin Moseley; Bruce Blanton; Allen Gilbert, Randy Thomas; Bernard Hudson; and Daniel Thomas.
MEMBERS ABSENT: Nick Cox
Mr. Steve Ramsey called the meeting to order and asked Mr. Jerry Lee to open with prayer. Mr. Ramsey then asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mrs. Jerri Lee to add to the agenda: 6. Resolution for the Village of Heflin; 7. Resolution from the Village of Dixie Inn; 8. Discussion of Percy Burns Road; 9. District B funding for Country Place Subdivision Discussion; 10. Discussion of Rainer Road. Motion carried unanimously.
The first item on the agenda is discussion by Juror Allen Gilbert concerning clean-up of adjudicated properties located in Cullen (5) and Springhill (2). There was discussion on whether the litter crew had time to clean up these properties or to allow a contractor to clean up the properties. Mr. Allen Gilbert moved, seconded by Ms. Vera Davison to have the contractor to clean up the properties per quote provided. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mrs. Jerri Lee to approve a Resolution form the Town of Dubberly to repair all potholes on Brushwood Drive and Nursery Road with asphalt, beginning at J.D. Lane, overlay Brushwood Drive as far west as funds allow using municipality funding. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Bruce Blanton to approve a Resolution from the Village of Dixie Inn to do drainage repair at the intersection of Highway 371 and Hallmark Street to the intersection of Hallmark Street and McClanahan Street; west of Shell Street and Front Street using municipality funds. Motion carried unanimously.
The next item on the agenda is discussion of Goodwill Road. Mr. Jim Bonsall proposed that he would like to establish a designated route for trucks (heavy trucks) to divert the trucks off of Goodwill Road and route them to go to the landfill on Hwy 371. Several residents from the Goodwill Road area came to voice complaints varying from condition of the road to drainage issues. A resident also requested weight tickets information. Mr. Bonsall would like to work with attorney Patrick Jackson to establish an Ordinance to enable the routing of trucks. No action taken.
Mr. Dustin Moseley asked to discuss the Pilgrim Rest Road. This road was sealed just a few years ago and since that time, there has been some extensive logging, then construction of chicken houses with more heavy equipment has deteriorated the road. There are approximately 70 residents on this road daily. Much discussion followed and at the conclusion it was decided that the engineer and Teddy Holloway would determine the areas of the road that have dried up sufficiently to patch with hot mix. This is to be a top priority project and to fund with District A money.
Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve a Resolution from the Village of Heflin to use municipality funds to overlay Carey Lane in the village using municipality funds pending signed paperwork. Mr. Holloway will do an estimate of the cost before proceeding. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Daniel Thomas to approve a Resolution from the Village of Dixie Inn to do striping of streets in Dixie Inn, LA using municipality funding. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Randy Thomas to approve setting the speed limit on Percy Burns Road to 35 MPH from LA 157 to Spring Branch Road. Motion carried unanimously.

MINUTES OF THE ENVIRONMENTAL COMMITTEE
WEBSTER PARISH POLICE JURY
June 4, 2019
MEMBERS PRESENT: Randy Thomas, Chairman; Steve Ramsey, Vice-Chairman; Jerri Lee; Bernard Hudson; Vera Davison; Steve Lemmons; Bruce Blanton; and Jim Bonsall, President.
Mr. Randy Thomas called the meeting to order and asked for additions to the agenda. There were no additions.
Mr. Thomas then reported that Benson Environmental has responded to a letter that the Jury send asking about Mosquito spraying at the site. Mr. Benson notified the Secretary-Treasurer that they have again contracted for mosquito spraying, the spraying began in April. Benson is looking into a way to put mosquito pellets in the tires when they hold water.

Mr. Bonsall presented the Financial Reports for the Month of May, 2019. The reports will be approved at the June Finance Committee Meeting.

Mr. Bruce Blanton called the meeting to order and asked for additions to the agenda.
Mr. Blanton told the committee that bids will open on June 24, 2019 for the replacement truck for the one that was wrecked. Insurance has been filed and awaiting paperwork on the payment.
No action on a Brush Cutter, may look into this on the next year’s budget.

Mrs. Lee then presented the monthly report of the Office of Community Services. Mrs. Lee told the committee that Mrs. Melinda Davidson and Mrs. Wanda Finley are at a training session out of town and would not attend the Regular meeting later this morning.

Mr. Jim Bonsall called the meeting to order and asked Juror Steve Lemmons to open the meeting with prayer. Cadet Astasia Lavelet with YCP at Camp Minden then led in the Pledge of Allegiance.
Mr. Bonsall asked for additions to the agenda:
Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to add to the agenda under item # 10.
District 11, $900.00.00 to the Village of Heflin for work on the Heflin City Building. Motion carried unanimously.
There were no comments concerning the agenda.
Ms. Vera Davison moved, seconded by Mrs. Jerri Lee to approve invoices for payment pending review. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mrs. Jerri lee to adopt the minutes of the May 7, 2019 Committee meetings- Road, Administrative, Buildings and Grounds, Environmental, Finance, Equipment, Community Services, Economic Development, Intergovernmental, and Water Resources- , the May 7, 2019 Regular Meeting, and the Special Called Meeting on May 9, 2019. Motion carried unanimously.
Mr. Jimmy Williams, Mayor Town of Sibley, spoke to the Jury concerning a property to annex into the Town Limits of Sibley. Ret. Judge Graydon Kitchens asked to discuss the matter with the City Attorney for Sibley, Mr. Paul Kitchens before the Jury acts on this request. No action taken.
Mr. Bruce Blanton moved, seconded by Ms. Vera Davision to approve the following for Legal Journal and Publication Journal for the year July 1, 2019 to June 30, 2020:
Minden Press Herald- Legal Journal
Springhill Press and News Journal – Publication Journal
Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mrs. Jerri Lee to approve the appointment of Terry Joe Pearce for a three-year term to replace Marilyn Rasberry, resignation – Webster Parish Fire District#9 Shongaloo. Motion carried unanimously.
Mrs. Jenny Duke, Director of the Webster Parish Police Jury Office of Homeland Security and Emergency Preparedness submitted her resignation effective May 6, 2019. Mrs. Duke will continue to work by computer and phone for the next week. Mrs. Duke expressed her appreciation to the Jury for their support. Mrs. Duke is taking a position in Pennsylvania where she is now living.
Mr. Jim Bonsall, President officially appointed Mr. Brian Williams to the position of Director of Homeland Security and OEP effective immediately. Mr. Williams has assisted Mrs. Duke and has or is in the process of securing the certifications needed for the position. The Jury welcomed Mr. Williams.
Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve use of recreational funding for District #11, $900.00 to the Village of Heflin for use on the Village building. Motion carried unanimously.

Mr. Steve Lemmons moved, seconded by Mr. Bernard Hudson to approve the action taken at the Water Resources Meeting held earlier today. Motion carried unanimously.

Ms. Vera Davison moved, seconded by Mr. Allen Gilbert to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mrs. Jerri Lee thanked Savannah Jones for her report from the Library and she told the Jury that Mrs. Melinda Davidson and Mrs. Wanda Finley are attending a training session out of town today. Mrs. Lee then reported on the Legislative Day that was held on May 5, 2019 there were 5 Jurors that attended. Mrs. Lee wished Jenny the best in her next endeavor and welcomed Mr. Brian Williams.
Mr. Dustin Moseley also extended his appreciation to Mrs. Duke and welcomed Brian on board.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
