WEBSTER PARISH POLICE JURY
July 2, 2019
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Jim Bonsall; Vera Davison; Jerri Lee; Dustin Moseley; Bruce Blanton; Nick Cox, Randy Thomas; Bernard Hudson; and Daniel Thomas.
MEMBERS ABSENT: Allen Gilbert
Mr. Steve Ramsey called the meeting to order and asked Mr. Steve Lemmons to open with prayer. Mr. Ramsey then asked for additions to the agenda.
Mr. Randy Thomas moved, seconded by Mr. Steve Lemmons to add to the agenda, Mowing. Motion carried unanimously.
Mr. Ramsey asked to bypass the first item on the agenda and move on to item # 2.
There was discussion of Goodwill Road Ordinance restricting Thru Traffic. This item will be on the Regular Meeting agenda for a vote. No action taken.
Next item on the agenda is Pilgrims Rest Road. Parish Engineer Brad Graff, presented his recommendation to the committee for repairs to the road. The section of the road north of Pilgrim’s Rest Church has set up and appears to be handling traffic. The section south of the Church is still under repair and is designated truck route for vehicles servicing the chicken farm. Mr. Graff recommended that the north section construct with a 2” hot mix overlay and the section in the south to schedule for next year. This would keep repairs under the bid law and Parish Crews would be able to make these repairs.
Some residents from Doyline, Pilgrim Rest Road area were at the meeting to discuss the condition of the road and brought pictures for the Jury to see. Mr. Ramsey concluded the discussion by telling the Committee that the determination that was made at the June Road Meeting would continue, to make the section that is set up enough to patch with hot mix and this will be a top priority project and to fund with District A contingency funds. No further action taken.
Mr. Bernard Hudson asked the for a determination on clean up of trees on private property due to the recent storms. Patrick Jackson, Parish Engineer advised that only in the case of a declared emergency, can Parish Crews go onto private property and there are specific stipulations concerning tis. For example, in the case that ingress is cut off by trees on a driveway, tree on a home and there is danger to occupants, or other manner of public endangerment.
Mr. Randy Thomas reported to the Committee that the right of way crew had been stopped from completing their work by a law enforcement person in a threatening way. The Committee determined that a letter be sent to the resident explaining that this work is on Parish Right of Way. Mrs. Carnahan will contact Patrick Jackson to assist with the letter.
Mr. Steve Ramsey, Chairman asked Patrick Jackson his opinion concerning the current parish Ordinance relative to Blighted Property. Mr. Ramsey wanted to be sure that the Jury has the authority to take action against a person in violation of the ordinance. Mr. Jackson stated that the Ordinance could be amended to contain the language necessary to enforce compliance. No action taken.

Ms. Vera Davison called the Administrative Committee to order.
Ms. Davison told the Committee that Governor John Bell Edwards has declared that Friday, July 5, 2019 is a legal holiday. Mrs. Davison requested that the Webster Parish employees have Friday July 5, 2019 off this year upon this declaration by the Governor. Mr. Daniel Thomas moved, seconded by Mr. Nick Cox. Motion carried unanimously.

Mr. Lemmons informed the committee that more plumbing and abatement repair had been required in the Courthouse between the 3rd and 4th floor jail. This work should be completed this week.

Mr. Steve Ramsey moved, seconded by Ms. Vera Davison to approve the May 2019 Financial Statement, Check Register, and Bank Reconciliation. Motion carried unanimously.
Mr. Bonsall presented the Financial Reports for the Month of June, 2019. The reports will be approved at the June Finance Committee Meeting.

Mr. Blanton presented the bids for the 2019 or newer Diesel Truck with Dump Body that was opened on June 24, 2019: Pliler - $120,090.53 with delivery Oct. 2019.; Peterbuilt - $134,858.00 delivery Sept. 2019. Pliler asked to obtain a P.O. last week to place the order, Patrick Jackson authorize the acceptance of the low bid by Pliler. Mr. Blanton asked for ratification by the committee for the action taken.

Mr. Jim Bonsall called the meeting to order and asked Mr. Jerry Dean to open the meeting with prayer. Juror Bernard Hudson then led in the Pledge of Allegiance.
Mr. Bonsall asked for additions to the agenda:
Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to add to the agenda, #11- Recreational Funding for District #2; and #12- LCDBG 2020 -2021 funding year. Motion carried unanimously.
There were no comments from the agenda.
Mr. Randy Thomas moved, seconded by Mr. Steve Lemmons to approve invoices for payment on July 9, 2019. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Mr. Daniel Thomas to approve the minutes of the June 4, 2019 Committee Meetings: Road, Administrative, Buildings and Grounds, Environmental, Finance, Equipment, Community Services, Economic Development, Intergovernmental, and Water Resources Committees. Adopt the minutes of the June 4, 2019 Regular Meeting. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Nick Cox to adopt the millage rates for the Webster Parish Police Jury for 2019, Webster Parish Police Jury Resolution # 007-2019. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to adopt Resolution # 008-2019, to move the voting precinct # 14 from the Evergreen Community House to the Evergreen Volunteer fire Department. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve the request from the Town of Sibley for the annexation of property located north of the current Sibley Town Limits. The Jury has no objection to the annexation. Motion carried unanimously.
The next item on the agenda is Webster Parish Ordinance # 1023-2019 designating No Thru Traffic for Goodwill Road. Mr. Bernard Hudson moved, seconded by Mr. Daniel Thomas to approve the Ordinance with amendment. Motion carried unanimously. Mr. Bernard Hudson moved, seconded by Ms. Vera Davison to amend the Ordinance # 1023-2019 to include a description of the Goodwill Road that will be designated No Thru Traffic – Beginning at the Service Road on I-20 North to the Fuller Road. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve qualifying adjacent landowner purchase of adjudicated property located at 129 Willow Street, Heflin, LA. Mr. Jerry Dean is the qualifying adjacent landowner. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve the use of Recreational funds in District # 2 for the Cullen Senior Center for building repair at $520.00. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mrs. Jerri Lee to approve Cothren Graff and Smoak, Mr. Brad Graff, P.E. for the Engineering work on the 2020-2021 funding year LCDBG and to designate Saltworks Water System as the recipient of the grant for water improvements. Motion carried unanimously.

Representative Wayne McMahen, Louisiana House of Representatives reported on the spring session. There was a lot accomplished this year including the move to change the LA Vo Tech School in Minden to designation as a Community College, The Northwest Louisiana Community College.

Mr. Randy Thomas expressed his appreciation to the Road Department employees, the local Fire Departments, and to Mr. Brian Williams for all of the work during the recent storms in Webster Parish.
Mrs. Jerri Lee spoke to Representative McMahen concerning the good news for education in the state with the new legislation passed this recent session with an emphasis on enhancing education in Louisiana.
Mr. Jim Bonsall then gave Presidents’ closing remarks.

ORDINANCE NO. _1023-2019___
ORDINANCE ESTABLISHING “NO THRU TRAFFIC – LOCAL TRAFFIC ONLY” SIGNS ON __GOODWILL _ROAD, Beginning at the I-20 Service Road North to Fuller Road, _MINDEN__, LOUISIANA, DISTRICT __5___), PARISH OF WEBSTER, STATE OF LOUISIANA; AND PROVIDING FOR THE INSTALLATION OF “NO THRU TRAFFIC” AND “LOCAL TRAFFIC ONLY” SIGNS WITH REFLECTORS; AND PROVIDING PENALTIES FOR THE VIOLATIONS THEREOF.
BE IT ORDAINED, by the Webster Parish Police Jury, convened in Regular Session on
_July 2__, 2019, that:
SECTION 1. Said Ordinance establishes “No Thru Traffic – Local Traffic Only” on __Goodwill Road, Beginning at the Service Road off of I-20 North to Fuller Road, Minden , Louisiana, District (_5_), Parish of Webster, State of Louisiana.
SECTION 2. The designated “No Thru Traffic – Local Traffic Only” is desired by a majority of the people affected thereby, and is in the interest of the public peace, health, and safety of the Parish and its inhabitants.
SECTION 3. The necessary “No Thru Traffic – Local Traffic Only” signs with reflectors shall be installed on ___Goodwill Road beginning at the Service Road off of I-20 North to the Fuller road, Minden, Louisiana.
SECTION 4. For the purpose of this Ordinance, the following are defined to wit:
5.1 A commercial vehicle having more than two axles or a Gross Vehicle Weight of 18,000 pounds.
5.2 Thru truck traffic traversing parish streets without commercial reason to stop.
5.3 Exemptions – Emergency vehicles, moving vans, livestock trucks and trailers, farm equipment, school buses, trucks belonging to the parish.
SECTION 5. Any person who violates the provision of this Ordinance shall, upon conviction thereof, be punished by imprisonment in the Parish jail for a period of not more than thirty (30) days, or by fine of not more than five hundred dollars ($500.00) or by both such imprisonment and fine, at the discretion of the Court.
SECTION 6. All Ordinances or parts of Ordinances by the Webster Parish Police Jury conflicting with or inconsistent with the provisions of these regulations are hereby repealed.
SECTION 7. This Ordinance shall be published in the ___Minden Press Herald, Official Journal___ of the Webster Parish Police Jury in the manner provided by law.
SECTION 8. If any section, clause, paragraph, provision or portion of these regulations shall be held invalid by any court of competent jurisdiction, such holding shall not affect any other
section, clause, paragraph, provision or portion of these regulations.
SECTION 9. This Ordinance, having been submitted in writing, having been read and
adopted by sections at a public meeting of said Police Jury, was then submitted to an official vote as a whole, the vote thereon being as follows:

SECTION 10. This Ordinance shall become effective on the tenth day after final publication.

RESOLUTION # 008-2019
WHEREAS The Webster Parish Police Jury, Webster Parish, Louisiana request that the Voting Precinct # 14 for Webster Parish currently located in the Evergreen Community House, 1857 Evergreen Road, Minden, Louisiana 71055 be permanently moved to the Evergreen Volunteer Fire Department, 1853 Evergreen Road, Minden, Louisiana 71055.
WHEREAS the current polling location at the Evergreen Community House is being demolished, and
WHEREAS The Evergreen Vol. Fire Department is a new facility that meets HAVA requirements. The Evergreen Vol. Fire Department is a larger facility that has more space for voting and has a newly resurfaced parking area that is adequately marked HAVA.
THEREFORE, BE IT RESOLVED That the Webster Parish Police Jury does hereby request to the Louisiana Secretary of State that the Webster Parish Voting Precinct # 14 be permanently moved to the Evergreen Volunteer Fire Department The change will become effective immediately upon approval.
