WEBSTER PARISH POLICE JURY
November 5, 2019
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Jim Bonsall; Vera Davison; Jerri Lee; Bruce Blanton; Nick Cox, Randy Thomas; Bernard Hudson; Daniel Thomas; and Allen Gilbert
MEMBER ABSENT: Dustin Moseley
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open with prayer. Mr. Ramsey then asked for additions to the agenda.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to add the following items to the agenda:
2- Town of Sibley Resolution, Paperwork pending
3- Gillark RR Tracks
4- Ratcliff Road
Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to clean trees from drainage ditch between Highway 802 and Morgan Road- to cut the tree from both sides and leave the tree on the property for the landowner to dispose of. Motion carried 10 yes, 1 absent and 1 no (Cox).
Mrs. Jerri Lee moved, seconded by Mr. Jim Bonsall to approve a Resolution for road work for the Town of Sibley pending paperwork. Motion carried unanimously.
At the railroad tracks off of Pine Street, north of Minden- Gillark, Watco is working to have the tracks repaired at the crossing. Mr. Randy Thomas moved, seconded by Mr. Bernard Hudson to approve a Resolution allowing the Road department to put up signage at the railroad crossing to stop or slow traffic prior to going over the tracks. Motion carried unanimously.
Mr. Bernard Hudson brought up Ratcliff Road. A letter has been sent to resident on Ratcliff road explaining that the Road Department will not maintain past the cattle gap in the road. Attorney Patrick Jackson suggested that signage installed notifying residents that the Road is closed and not maintained by the parish. No action taken.

Ms. Davison called the meeting to order and asked for additions to the agenda.
There was discussion concerning Louisiana Laws- R.S. 33:1233 Compensation for Police Jurors.
Absence from regular, special, or committee meetings can be required to forfeit $25.00 per meeting for absence without reasonable excuse. Mrs. Jerri Lee suggested that the matter be passed to committee for further action.

Mr. Randy Thomas called the meeting to order and asked for additions to the agenda.

Mr. David Greene with Republic Waste was at the meeting to answer any questions from the committee.
Mr. Greene told the Committee that Benson Tire had quit picking up tires disposed at the landfill. Republic needs direction from the Jury on how to handle the tires. The matter of Tire Disposal is passed to the Committee to look into.

Mrs. Jerri Lee moved, seconded by Mr. Bruce Blanton to approve the September 2019 Financial Statement, Check Register, and Bank Reconciliation. The September and October Bank Reconciliation includes the LCDBG Account and the Retired Employees Accounts. Motion carried unanimously.
Mr. Bonsall presented the Financial Reports for the Month of October, 2019. The reports will be approved at the December Finance Committee Meeting.

MINUTES OF THE ECONOMIC DEVELOPMENT COMMITTEE
WEBSTER PARISH POLICE JURY

Mr. Bruce Blanton called the meeting to order and asked for additions to the agenda. There were no additions to the agenda.
Mr. Blanton reported that the DOTD recommendation for US 371 @ Taylor Road/ Porterville Road (LA 802) (upon the request of NLCOG for the study) is that during events at “Muddy Bottoms” ATV/RV, there is definitely a need for a passing lane and possible other traffic assistance.
Mr. Nick Cox gave all committee members an invitation to a City of Minden economic development event from James Graham, Economic Director at the City of Minden.

Mr. Daniel Thomas called the meeting to order and asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Bernard Hudson to add to the agenda – Cable in the Cotton Valley, Sarepta areas, and to add Weights and Measures discussion.
Concerning the ordinances currently in force for Webster Parish covering Blighted Property and Health Hazards. There followed discussion on making changes to the ordinance. Mr. Steve Ramsey moved to review current ordinance and revise with stiffer penalties. Motion died for lack of a second.
Discussion on the Cable lines north of Cotton Valley. Continue to contact former owner of Cable Co.
No action taken on Weights and Measures.

PUBLIC HEARING: To hear comments concerning the adoption of Webster Parish Ordinance # 1011-B to merge Precinct 7 and Precinct 11 into a new Precinct 11.

REGULAR MEETING CALLED TO ORDER:
Mr. Jim Bonsall called the meeting to order and asked Mr. Nick cox to open the meeting with prayer. Natalie Seamon, Cadet with YCP at Camp Minden led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda. #8 c. District #1 NLEP, not to exceed $875.00.
Mr. Bruce Blanton moved, seconded by Mrs. Jerri Lee to approve the above Recreational funding item be added to the agenda. Motion carried unanimously.
There were no comments from the audience concerning the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Bernard Hudson to approve invoices for payment pending review by Juror Jim Bonsall. Motion carried unanimously.
Mrs. Jerri Lee moved, seconded by Mr. Randy Thomas to adopt the minutes of the October 1, 2019 Committee Meetings: Road, Administrative, Buildings and Grounds, Environmental, Finance, Equipment, Community Services, Economic Development, and Water Resources Committees, the October 1, 2019 Regular Meeting, and the October 30, 2019 Environmental Committee Meeting. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve the adoption of Webster Parish Ordinance # 1011-NB, a merger of Precinct 7 and Precinct 11 into new Precinct 11, in compliance with R.S. 18:532 concerning precincts with less than 300 active registered voters. There is no change in the polling location. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to approve an Act of Abandonment for Tax notice # 11845; Parcel # 100167 to abandon a “camp house” adjudicated and has become a public health hazard. The landowner will assume ownership of the camp-house and has authority to demolish and remove debris. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve the following for use of Recreational Funding:
- District # 2 Council on Aging for the purchase of a refrigerator Not to exceed $1,000.00
- District #3 Town of Sarepta for gravel for town park $650.00
- District # 1 NLEP for economic development Not to exceed $875.00
Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Ms. Vera Davison to approve a Resolution of Support for LGAP- Community Water Grant funding:
- Leton Water System for upgrade to water lines 2: and 3” $19,750.00
- Dixie Overland Waterworks to upgrade water lines 11/2’ to 3” $40,250.00
Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mrs. Jerri Lee to approve the reappointment of Karen Calvert to the Webster Parish Convention and Visitor’s Commission for a 3-year term to end 12-31-2022 (3 Year). Motion carried unanimously.

Allen Gilbert welcomed the Cullen Council persons to our meeting and he then wished all a Happy Thanksgiving.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Bruce Blanton to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Ms. Davison wished all a Happy Thanksgiving and she extended her congratulations to the YCP Cadets on their upcoming graduation.
Mrs. Jerri Lee reminded the Jurors that sit on the WPPJ OCS Board that the Community Services Board meeting is tonight and urged them to attend.
Mr. Jim Bonsall then gave Presidents’ closing remarks.

The Webster Parish Police Jury in Regular Session on this the 5th day of November, 2019
Does hereby Abandon Webster Parish Parcel # 100167- (Arrington, Dennis, 149 Sandy Oaks LN, Waskom, TX 75692)- described as: CAMPHOUSE (Located on Property Assessed to Claire Drake Moore ETAL; in Gov’t Lot # 4 in E/2 of SW/4 Section. 36- TS18N- Range10W. The parcel was adjudicated to the Webster Parish Police Jury in Tax year 2008.
The “camp-house” as described above is in disrepair and has become a public health hazard. The parcel has become a burden to the Parish and is no longer considered an asset of the parish.
The Webster Parish Police Jury on a motion by Steve Ramsey , duly seconded by

Does hereby abandon Parcel # 100167 of Webster Parish. The landowner, Claire Drake Moore,
ETAL has the permission of the Webster Parish Police Jury to tear down the structure and
remove all debris from the property.
