WEBSTER PARISH POLICE JURY
February 4, 2020
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Jim Bonsall; Vera Davison; Beverly Kennon; Bruce Blanton; Nick Cox, Randy Thomas; Bernard Hudson; Ed Jordan; and Allen Gilbert
MEMBER ABSENT: Daniel Thomas
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open with prayer. Mr. Ramsey then asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Allen Gilbert to add the following items to the agenda:
Koko Jones-Permitting
Greene Road
Change road name
Motion carried unanimously.
Mrs. Koko Jones presented a report to the Jury on Logging and Heavy Equipment Use permits that were issued from the parish in January 2019.
There was discussion on Dubberly Water System removing storm debris and the abandonment of 680 feet of Wren Road and all of Nitro Chip Road will be presented at the Regular Meeting.
There was discussion of FEMA Phase IV Bid award that will be presented at the Regular Meeting.
Mr. Gary Green and Mr. George Green addressed the jury on the issues they are having on Greene Road. They are complaining that chicken litter was on the road and discussed it may be a health hazard with the volume of activity with 16 chicken houses on Greene Road. Patrick Jackson, Jim Bonsall and Steve Ramsey will meet with the chicken house owners along with Gary and George Greene for further discussion.
Mr. Steve Lemmons moved, seconded by Mr. Nick Cox to change the name of Charlie Odom Lane to
4-H Lane. Motion carried 10 yes, 1 absent and 1 abstain (Hudson).

Ms. Davison called the meeting to order and asked for additions to the agenda.
Ms. Davison addressed the jury on the Minden St Jude Auction this past weekend and praised the town and parish on a job well done, raising over 1.6 million dollars for the children at St Jude Research Hospital

Mr. Steve Lemmons called the meeting to order and asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Allen Gilbert to add the following item to the agenda:
Cooperative Endeavor with the Webster Parish School Board
There was discussion on the Unit 1 Road Dept needing a new generator and will get quotes, the current generator was lost during the storms in January. Teddy Holloway will be allowed to get quotes or purchase on state contract for a replacement.
There was discussion on the Webster Parish Police Jury Office of Community Services using the Springhill Health Unit Building a few days a week.
Mr. Randy Thomas moved, seconded by Ms. Vera Davison to enter into a cooperative endeavor agreement between the Webster Parish School Board and the WPPJ Office of Community Services for use of the two Head Start buildings, J.S. Clark and Jerry A. Moore

MEMBERS PRESENT: Randy Thomas, Chairman; Steve Ramsey, Vice-Chairman; Ed Jordan; Bernard Hudson; Vera Davison; Steve Lemmons; Bruce Blanton; and Jim Bonsall, President.
Mr. Randy Thomas called the meeting to order and asked for additions to the agenda.
No additions to the agenda.
There was discussion on the Webster Parish Landfill contract. The jury will go out for RFP’s after Patrick Jackson, Parish Attorney looks over specifications. Jim Funderburg with Waste Management spoke to the jury regarding this process.
There was discussion concerning MAR-C recycling, no action taken.

Mr. Nick Cox moved, seconded by Mr. Steve Ramsey to add the following item to the agenda:
Webster Parish Fly Over cost.
Mr. Steve Ramsey moved, seconded by Ms. Vera Davison to approve the December 2019 Financial Statement, Check Register, and Bank Reconciliation. Motion carried unanimously.
Mr. Bonsall presented the Financial Reports for the Month of January, 2020. The reports will be approved at the March Finance Committee Meeting.
There was discussion on the Ward Marshal salaries and the juvenile costs in the parish, Patrick Jackson will give the jury a written opinion on the matter.
The Committee discussed the Webster Parish Flyover costs to the Parish, the Assessor will pay for the flyover and are asking for reimbursement by the Parish and other agencies.

REGULAR MEETING CALLED TO ORDER:
Mr. Jim Bonsall called the meeting to order and asked Mr. Nick cox to open the meeting with prayer.
Mr. Bernard Hudson led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda. No additions
There were no comments from the audience concerning the agenda.
Ms. Vera Davison moved, seconded by Mr. Steve Ramsey to approve invoices for payment pending review by Juror Jim Bonsall. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Randy Thomas to adopt the minutes of the January 13, 2020 Regular Meeting. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Ed Jordan to call for a public hearing on March 3, 2020 on comments concerning abandonment of Wren Road and Nitro Chip Road. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve Resolution 007-2020 to appoint Mr. Nick Cox to the Region 1 Steering Committee for the State of Louisiana Watershed Initiative
Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to approve the following for use of Recreational Funding:
- District # 7 Dubberly Water System-clean up well site after storm $1,086
- District #11 Village of Heflin-repairs to the civic center $1,500
Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Allen Gilbert to approve purchase by adjoining land owner of adjudicated property located at 196 Mc Clanahan Drive -Cotton Valley, Louisiana
Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Bernard Hudson to approve the appointment of Tim Mouser to the Webster Fire Protection District #9 to a 2 year term and to appoint Sharyn Stanley to Secretary-Treasurer for a 2 year term. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the bid for FEMA Phase IV Road Improvements to Cross Keys Construction upon legal review
Motion carried unanimously.

COMMITTEE REPORTS:
Mr. Bernard Hudson said he was glad that the residents of Greene Road came and addressed their concerns in committee meeting from his district.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Nick Cox to approve the action taken at the Buildings and Grounds Committee Meeting held earlier today. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mr. Bernard Hudson to approve the action taken at the Water Resources Committee Meeting held earlier today. Motion carried unanimously
Mr. Nick Cox told the jury that Mr. Bob Brotherton from Bossier Parish plans to run for the seat on the Executive Board as the 3rd Vice-President and that he would like to ask the jury to support that. If he does move into that position, Nick Cox would like to fill his vacant slot as the Region IV representative.
Ms. Vera Davison moved, seconded by Mr. Allen Gilbert to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks and stated that he thinks Nick Cox and gave his support as the Region IV representative.
There being no further business to bring before the Jury, the meeting adjourned.
