MINUTES OF THE REGULAR MEETING

WEBSTER PARISH POLICE JURY

March 3, 2020

MEMBERS PRESENT:  Jim Bonsall, President; Vera Davison, Vice President; Beverly Kennon, Steve Lemmons, Steve Ramsey, Nick Cox, Randy Thomas, Bernard Hudson, Bruce Blanton, Ed Jordan,

Allen Gilbert and Daniel Thomas

PUBLIC HEARING: To hear comments concerning the revocation of:

 Wren Road-945 feet from Tommy Ray Wren property line to the end of the road.  Mr. Jim Bonsall asked for comments from the audience and Kenneth Don Camp told the jury he was in agreement with the revocation as long as it was from Tommy Ray Wren’s property to the end. He stated that the map that was given had his property within the 945 feet. Tommy Ray Wren then spoke up and addressed the jury and told them he only wanted his property line as the boundary to be abandoned. Mr. Jim Bonsall told both gentlemen that Teddy Holloway, Public Works Director, will measure the road again to determine the footage. It will be voted on at the April 7, 2020 Regular Meeting.

PUBLIC HEARING: To hear comments concerning the revocation of:

Nitro Chip Road, end to end. Mr. Bonsall asked for comments from the audience. There were no comments.

PUBLIC HEARING CLOSED.

REGULAR MEETING CALLED TO ORDER:

Mr. Jim Bonsall called the meeting to order and asked Mr. Nick cox to open the meeting with prayer. 

Mr. Bernard Hudson led in the Pledge of Allegiance.

Mr. Bonsall then asked for additions to the agenda.

Mr. Randy Thomas moved, seconded by Mr. Ed Jordan to approve the following additions to the agenda:

Board Appointments for WP Fire District #4 and to declare surplus old Springhill Health Unit building. Motion carried unanimously.

There were no comments from the audience concerning the agenda.

Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to approve invoices for payment pending review by Juror Randy Thomas.  Motion carried unanimously.

Mr. Nick Cox moved, seconded by Mr. Bernard Hudson to adopt the minutes of the February 4,2020 Road Committee, Administrative Committee, Building and Grounds Committee, Environmental Committee, Finance Committee, Equipment Committee, Community Services Committee, Economic Development Committee, Intergovernmental Relations Committee, Water Resources Committee and  Regular Meeting.  Motion carried unanimously.

Mr. Ed Jordan moved, seconded by Mr. Steve Ramsey to abandon Nitro Chip Road end to end.   Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve Recreational Funding:

District #11 $300 Town of Sibley Annual Clean Up Day. Motion carried unanimously.   

Mr. Ed Jordan moved, seconded by Mr. Randy Thomas to approve advertisement for Request for Proposals -Webster Parish Landfill. Motion carried unanimously.

Mr. Steve Lemmons moved, seconded by Mr. Bernard Hudson to approve advertisement for Request for Qualifications-FEMA road work.   Motion carried unanimously.

Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to reappoint Jeffrey William Lair to a 2 year term 3/20/20 to 3/20/22 and Jim Towns to a 1 year term 3/20/20 to 3/20/21 to the Webster Parish Fire Protection District #4 Board. Motion carried unanimously.

Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to declare the old Webster Parish Health Unit building surplus and transfer the title to City of Springhill. Motion carried unanimously.

COMMITTEE REPORTS:

Mr. Allen Gilbert said he toured Jack & Jill Center in Springhill and commended Ms. Wanda Finley on a job well done.

Mr. Bernard Hudson said he was glad that the discussion in the committee meeting was good information about the landfill.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today.  Motion carried unanimously.

Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to approve the action taken at the Buildings and Grounds Committee Meeting held earlier today. Motion carried unanimously

Ms. Vera Davison moved, seconded by Mr. Bruce Blanton to approve the action taken at the Finance Committee Meeting held earlier today.  Motion carried unanimously.

Ms. Vera Davison moved, seconded by Mr. Nick Cox to approve the action taken at the Administrative Committee Meeting held earlier today. Motion carried unanimously.

Mr. Bruce Blanton said he appreciated the agencies and the staff for the work they do.

Mr. Jim Bonsall and Ms. Vera Davison congratulated Mr. Nick Cox on his new elected position on the Region IV Executive Board Member. Mr. Jim Bonsall then gave Presidents’ closing remarks and stated that he thinks that our parish will be represented well with Mr. Nick Cox being on the Executive Board and Mr. Bruce Blanton being on the Resolution Committee with the Louisiana Police Jury Association.

There being no further business to bring before the Jury, the meeting adjourned.
