WEBSTER PARISH POLICE JURY
July 7, 2020
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Jim Bonsall; Vera Davison; Beverly Kennon; Bruce Blanton; Nick Cox, Randy Thomas; Bernard Hudson; Ed Jordan; Allen Gilbert and
Daniel Thomas
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open with prayer. Mr. Ramsey then asked for additions to the agenda.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to add the following items to the agenda:
Village of Doyline, Mr. James Dudash-resident of Bistineau Terrace, Middle Road Crossing and Lyons Rd. Motion carried unanimously.
Mrs. Koko Jones presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in June 2020.
Mr. Daniel Thomas discussed the cable lines in our right of way from storm damage. The jury will work with Patrick Jackson, parish attorney to see what action can be taken.
Mr. Randy Thomas moved, seconded by Mr. Ed Jordan to advertise for bids for road repairs on Franklin Rd and Art Camp Road. Comstock Oil and Gas will pay for road work due to damages. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve the Resolution from the Town of Sibley for installation of culverts for the town residents for the year 2020. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve Road District B (Fund 12) Contingency Funding, $450,000. to be moved into Road Materials in Fund 12, Budget Amendment. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Ed Jordan to approve the Resolution from the Town of Cotton Valley for one load of cold mix using Municipality Funding. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Bruce Blanton to approve the Resolution from the Village of Doyline for a load of SB2 using Municipality Funds. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Bruce Blanton to approve a Resolution from the Village of Doyline for pothole repairs on the corner of Morgan Street and Strong Street using Municipality Funds. Motion carried unanimously.
Mr. James Dudash, a resident of Bistineau Terrace in Doyline addressed his concerns to the jury about the parish maintaining his road. The jury will look into this matter.
Mr. Jim Bonsall moved, seconded by Mr. Daniel Thomas to advertise to close Lyons Road (Parish Road 165 D). Motion carried unanimously.
Mr. Ed Jordan spoke to the jury about signage for Middle Road per Brad Graf’s, parish engineer response letter.

WEBSTER PARISH POLICE JURY

MEMBERS PRESENT: Vera Davison, Chairman; Nick Cox, Vice-Chairman, Daniel Thomas, Steve Ramsey, Steve Lemmons, Bruce Blanton, and Jim Bonsall, President.
Ms. Davison called the meeting to order and asked for additions to the agenda.
Mr. Daniel Thomas moved, seconded by Mr. Nick Cox to approve the merge of Blue Cross/Blue Shield of Louisiana Insurance plan of the Webster Parish Police Jury and the Webster Parish Library including current medical plan and new dental plan with increased rates. Motion carried unanimously.

Mr. Steve Lemmons called the meeting to order and asked for additions to the agenda.
Mr. Steve Lemmons updated the jury on needed repairs to the Webster Parish Courthouse and Annex. Mr. Terry Hawkins, Courthouse Maintenance Supervisor spoke to the jury concerning front door steps and AC units needing to be replaced in the future,

Mr. Randy Thomas called the meeting to order and asked for additions to the agenda.
Mr. Randy Thomas told the jury that only one RFP for the Webster Parish Landfill was received by Republic Services on June 18, 2020.

MEMBERS PRESENT: Jim Bonsall, Chairman; Vera Davison, Vice Chairman; Beverly Kennon; Steve Ramsey; Bruce Blanton; Steve Lemmons; Nick Cox; Randy Thomas; Bernard Hudson; Ed Jordan; Daniel Thomas and Allen Gilbert.
Mr. Jim Bonsall called the meeting to order and asked for additions to the agenda.
Mr. Nick Cox moved, seconded by Mr. Bernard Hudson to approve the May 2020 Financial Statement, Check Register, and Bank Reconciliation and also the January, February, March, April and May 2020 Jury Witness Fee Bank Reconciliation, LCDBG Bank Reconciliation and the Retiree Bank Reconciliation. Motion carried unanimously.
Mr. Bonsall presented the Financial Reports for the Month of June, 2020. The reports will be approved at the August Finance Committee Meeting.
Mr. Brian Williams addressed the jury that OEP/Homeland Security is requesting a metal rack/roof for the OEP side by side and a back pack blower with mount. He requested use of Recreation funding.
Mr. Randy Thomas moved, seconded by Ms. Beverly Kennon to approve the Webster Parish Sheriff contract for Housing of Parish Prisoners, Webster Parish Sheriff Cooperative Endeavor providing a Litter Crew and the Webster Parish Sheriff Cooperative Endeavor providing Courthouse Security. Motion carried unanimously.

Mr. Bruce Blanton called the meeting to order and asked for additions to the agenda. There were no additions to the agenda.
Mr. Nick Cox moved, seconded by Mr. Allen Gilbert to approve to pay $7,000 towards the balance of the NLCOG dues for 2020. Motion carried unanimously.

Mr. Jim Bonsall called the meeting to order and asked Mr. Nick cox to open the meeting with prayer.
Mr. Bernard Hudson led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
Mr. Allen Gilbert moved, seconded by Mr. Randy Thomas to approve the following additions to the agenda: Recreation Funding for Town of Cotton Valley and Recreation Funding for OEP/Homeland Security. Motion carried unanimously.
There were no comments from the audience concerning the agenda.
Mr. Bernard Hudson moved, seconded by Mr. Ed Jordan to approve invoices for payment pending review by Juror Bernard Hudson. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Ms. Beverly Kennon to adopt the minutes of the June 2, 2020 Regular Meeting. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Nick Cox to Ratify the Action-Resolution 007-2020. Resolution in Opposition of all Proposed Legislation that transfers the Administration and Collection of Local Sales and Use Taxes to the Louisiana Department of Revenue. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve Recreational Funding:
District #2 $515 City of Springhill-doors, paint and shelves for the city park.
District #11 $200 Town of Sibley Annual Clean Up Day.
District #1 $250, District #2 $250, District #3 $200. District #4 $250, District #6 $200, District #9 $300, District # 10 $250, District #12 $300 to purchase a metal rack and roof for the side by side and a back pack blower for OEP/Homeland Security, total cost $2000. Motion carried unanimously.

Ms. Vera Davison moved, seconded by Mr. Nick Cox to approve the action taken at the Administrative Committee Meeting held earlier today. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Randy Thomas to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
