MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
August 4, 2020
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Jim Bonsall; Vera Davison; Beverly Kennon; Bruce Blanton; Nick Cox, Randy Thomas; Bernard Hudson; Ed Jordan; Allen Gilbert and
Daniel Thomas
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open with prayer. Mr. Ramsey then asked for additions to the agenda.
Mr. Steve Lemmons moved, seconded by Mr. Bruce Blanton to add the following items to the agenda:
Lyons Rd discussion and adjudicated property. Motion carried unanimously.
Mrs. Koko Jones presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in July 2020.
Mr. Daniel Thomas moved, seconded by Mr. Bernard Hudson to have Patrick Jackson, Parish Attorney to write a letter from the Webster Parish Police Jury and the Louisiana Public Service Commission to Energy to honor their pole attachment order agreement with the public, concerning cable lines in the parish right of way. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Daniel Thomas to advertise to hold a public hearing to abandon Flournoy Road. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Daniel Thomas to advertise to hold a public hearing to abandon Tram Road. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Steve Lemmons to approve the Resolution from the Town of Sibley for road repair on NW 2nd Street and Weatherton Street. The town will reimburse the police jury for road repairs. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Steve Lemmons to approve the Resolution from the Town of Sibley for road repairs for Frazier Street drainage. The town will reimburse the police jury for repairs. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Daniel Thomas to approve the speed limit changes on Bass Street 15 MPH end to end and Coorpender Drive 15 MPH end to end. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve a Resolution from the Town of Cullen for one load of cold mix and two loads of rock using Municipality Funds. Motion carried unanimously.
Mr. Teddy Holloway, Public Works Director told the jury that fuel bids were taken in July and will be presented at the Regular Meeting.
Mr. Jim Bonsall addressed the jury on Lyons Road possible closure. The matter will be tabled at this time.
Mr. Allen Gilbert and Mr. Bruce Blanton spoke to the jury about adjudicated property in their districts.
There being no further business to bring before the committee, the meeting adjourned.

WEBSTER PARISH POLICE JURY
August 4, 2020
MEMBERS PRESENT: Randy Thomas, Chairman; Steve Ramsey, Vice-Chairman; Ed Jordan; Bernard Hudson; Vera Davison; Steve Lemmons; Bruce Blanton; and Jim Bonsall, President.
Mr. Randy Thomas called the meeting to order and asked for additions to the agenda.
Mr. Tom Moore, resident of Dogwood Trail in Minden addressed the jury with concerns he had about a burned house and lot on his road as a blighted property issue. The jury will look into the blighted property complaint.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE FINANCE COMMITTEE
WEBSTER PARISH POLICE JURY
August 4, 2020
MEMBERS PRESENT: Jim Bonsall, Chairman; Vera Davison, Vice Chairman; Beverly Kennon; Steve Ramsey; Bruce Blanton; Steve Lemmons; Nick Cox; Randy Thomas; Bernard Hudson; Ed Jordan; Daniel Thomas and Allen Gilbert.
Mr. Jim Bonsall called the meeting to order and asked for additions to the agenda.
Mr. Nick Cox moved, seconded by Mr. Bernard Hudson to add 2020 tax millage discussion to the agenda. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Ms. Vera Davison to approve the June 2020 Financial Statement, Check Register, and Bank Reconciliation. Motion carried unanimously.
Mr. Bonsall presented the Financial Reports for the Month of July, 2020. The reports will be approved at the September Finance Committee Meeting.
Mr. Jim Bonsall presented the 2020 millages from the Webster Parish Tax Assessor and the jury discussed rolling the millage forward. The jury held discussion and all agreed that the millages would stay the same for 2020.

WEBSTER PARISH POLICE JURY
August 4, 2020
MEMBERS PRESENT: Bruce Blanton, Chairman; Nick Cox, Vice Chairman; Bernard Hudson; Beverly Kennon; Vera Davison; Steve Lemmons; and Jim Bonsall, President
Mr. Craig Watson, a business owner in Webster parish spoke to the jury about the Goodwill Road Industrial Development in Webster Parish. The jury agreed that letters of support should be written for economic development in this area.
There being no other business to bring before the committee, therefore the meeting adjourned.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
August 4, 2020
MEMBERS PRESENT: Jim Bonsall, President; Vera Davison, Vice President; Beverly Kennon, Steve Lemmons, Steve Ramsey, Nick Cox, Randy Thomas, Bernard Hudson, Bruce Blanton, Ed Jordan,
Allen Gilbert and Daniel Thomas
Mr. Jim Bonsall called the meeting to order and asked Mr. Nick cox to open the meeting with prayer.
Mr. Bernard Hudson led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to approve the following addition to the agenda: adjudicated property on Baker Street in Springhill, LA. Motion carried unanimously.
There were no comments from the audience concerning the agenda.
Ms. Beverly Kennon moved, seconded by Mr. Allen Gilbert to approve invoices for payment pending review by Juror Beverly Kennon. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Daniel Thomas to adopt the minutes of the July 7, 2020 Road Committee, Administrative Committee, Building and Grounds Committee, Environmental Committee, Finance Committee, Economic Development Committee and Regular Meeting. Motion carried unanimously.
Mrs. Amy Tynes, CPA with Allen, Green and Williamson presented the 2019 Audit of financials for the Webster Parish Police Jury. Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the audit report as presented. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Randy Thomas to adopt the millage rates for Webster Parish Police Jury for 2020, Webster Parish Police Jury Resolution 008-2020. Motion carried unanimously.
Mr. Vera Davison moved, seconded by Mr. Ed Jordan to approve Webster Parish Police Jury Resolution 009-2020 which calls for a Special Election to be held on March 20, 2021 to fill a vacancy in the office of Constable, Justice of the Peace District #3 of Webster Parish. No one filed for the vacancy for the November 3, 2020 election. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Bernard Hudson to accept the bids for Franklin Road and Art Camp Road recommendation from parish engineer, Brad Graff. Regional Construction Co. was the lowest bidder. Comstock Oil & Gas will pay for the damages to these parish roads. Patrick Jackson, parish atty will issue to proceed once payment is received from Comstock Oil & Gas. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve Fuel bids for the remainder of 2020, Waller Petroleum was the lowest bidder. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Ms. Beverly Kennon to approve to ratify the contract award for the replacement of the main roof at the Minden Main Webster Parish Library Branch. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Ms. Vera Davison to approve the 2nd Quarter Budget Amendments for the Webster Parish Police Jury. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to approve Recreational Funding:
District #7 $789.00 Village of Dubberly-road materials for Brushwood Drive. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Allen Gilbert to approve possible condemning adjudicated property located at 806 Baker Street in Springhill, LA upon legal review. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
