MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
October 6, 2020
MEMBERS PRESENT: Steve Ramsey, Chairman, Steve Lemmons, Vice-Chairman; Jim Bonsall; Vera Davison; Beverly Kennon; Bruce Blanton; Randy Thomas; Bernard Hudson; Ed Jordan;
Allen Gilbert, Daniel Thomas, Nick Cox: absent
Mr. Steve Ramsey called the meeting to order and Mr. Ed Jordan opened with prayer. Mr. Steve Ramsey then asked for additions to the agenda.
Mr. Randy Thomas moved, seconded by Mr. Steve Lemmons to add the following items to the agenda: Speed limit on Yellow Pine Road, Permitting Officer and Franklin Road. Motion carried unanimously.
Mrs. Koko Jones presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in September 2020.
Mr. Patrick Jackson, parish attorney updated the jury about the cable lines and stated they will be on the agenda next month if we have any response from the letters that were sent out.
Mr. Ed Jordan moved, seconded by Mr. Bruce Blanton to approve to advertise for Material Bids for 2021. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Ms. Vera Davison to approve a Resolution from the Village of Dixie Inn requesting assistance for drainage culvert cleaning and repair within the municipality using Municipality Funding. Motion carried unanimously.
Mr. Jim Bonsall told the jury that Mr. Teddy Holloway, Public Works Director will be getting quotes for a sandbag machine and building cover for the Unit 1 Road Department.
Mr. Steve Lemmons moved, seconded by Mr. Ed Jordan to approve a speed limit on Yellow Pine Rd 100 yards before the Yellow Pine Church and 100 yards after the Yellow Pine Church to 25MPH, times to be determined. Motion carried unanimously.
Mr. Steve Ramsey told the jury that Pete Colvin would be retiring after 28 years with the parish. He told the jury that there will be a job opening for a Permit Officer.
Mr. Brad Graff, parish engineer updated the jury on Franklin Road. He held a Preconstruction Conference with the contractor and a Notice to Proceed has been issued.

MINUTES OF THE ADMINISTRATIVE COMMITTEE
WEBSTER PARISH POLICE JURY
October 6, 2020
MEMBERS PRESENT: Vera Davison; Chairman, Steve Ramsey, Steve Lemmons, Bruce Blanton
Nick Cox;Vice Chairman and Daniel Thomas, absent
Ms. Davison called the meeting to order and asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to add Webster Parish Police Jury Office of Community Services to the agenda. Motion carried unanimously.
The annual renewal of the GL, Property, and Fleet Insurance was presented for approval. Mrs. Balkom told the committee that the renewal is effective October 1, 2020 with Traveler’s Insurance, McInnis Insurance Agency. The combined renewal for 20-21 is $466,579.21 which is approximately $45,425.21 increase from the 19-20 renewal. Mr. Bruce Blanton moved, seconded by Mr. Steve Ramsey to approve the proposal as presented. Motion carried unanimously.

Mr. Jim Bonsall informed the jury that Melanie Smith, Webster Parish Registrar of Voters will be retiring effective December 31, 2020.
Ms. Vera Davison gave a report for the Webster Parish Police Jury Office of Community Services.

WEBSTER PARISH POLICE JURY
October 6, 2020

Mr. Jim Bonsall called the meeting to order and asked for additions to the agenda.
Mr. Ed Jordan moved, seconded by Mr. Bernard Hudson to approve the August 2020 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Bonsall presented the Financial Reports for the Month of September, 2020. The reports will be approved at the November Finance Committee Meeting.
Ms. Beverly Kennon moved, seconded by Mr. Steve Lemmons to adopt the agreement between the Capital Finance Agreement Authority and Webster Parish Police Jury. Motion carried unanimously.

BOARD OF REVIEW: To sit as a Board of Review of the 2020 assessment of real and personal property of the Parish of Webster, State of Louisiana:
NO PROTESTS
There was no additional protest presented to the Board of Review.
Mr. Jim Bonsall called the meeting to order and asked Hon. Judge Kitchens to open the meeting with prayer.
Ms. Vera Davison led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Mr. Jim Bonsall recognized Mr. Luther “Pete” Colvin on his retirement from the Webster Parish Police Jury. Mr. Colvin served 28 years with the jury as the Permitting Officer. He will be greatly missed!
Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to approve invoices for payment pending review by Juror Steve Lemmons. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Ed Jordan to approve to move the Tuesday, November 3, 2020 Committees and Regular Meeting to Tuesday, November 10, 2020 due to Election Day and the Webster Parish Courthouse Annex being a voting precinct. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Ms. Vera Davison to adopt the minutes of the September 1, 2020 Road Committee, Finance Committee, Community Services Committee, Economic Development Committee and Regular Meeting. Motion carried unanimously.
A report of the Board of Review and the Certification of the 2020 Assessment of Property of Webster Parish was presented by Ms. Denise Edwards, Chief Deputy for Morris Guin, Webster Parish Tax Assessor. Ms. Edwards stated that we didn’t have any protests this year. Ms. Vera Davison moved, seconded by Mr. Randy Thomas to approve the Certification of the 2020 Assessment of Property of Webster Parish and to forward to the Louisiana Tax Commission that there were no protests. The Jury will uphold the assessment as presented. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Bernard Hudson to approve Webster Parish Resolution #011-2020 authorizing the filing of an application to the Louisiana Department of Transportation and Development for grants under 49 CFR-5311 for the Webster Parish Police Jury Office of Community Services. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to approve the annual Off System Bridge System requirements for 2020, Ordinance #856 amended, and resolutions. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve an Agreement with Claiborne Electric Co-op and the Webster Parish Police Jury. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Bruce Blanton to approve Resolution #013-2020 to approve holding an election in the Webster Communications District. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Randy Thomas to advertise for Procurement of Engineering Services for the Dorcheat Road Bridge Watershed Grant. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the Renewal of a 4-year agreement between the Webster Parish Police Jury and Brad Graff, engineer with Cothren, Graff & Smoak Engineering Inc. for engineering services. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Bernard Hudson to appoint Webster Parish Sheriff, Jason Parker to the North Louisiana Crime Lab. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Ms. Beverly Kennon to appoint Mrs. Yolanda Palmer, Webster Parish Fire Protection District #8 to serve another 2 years on the board. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Ms. Beverly Kennon to approve Recreation Funding to:
District #1 $144 debris removal for the Baker house demolition
District #2 $152.88 two ceiling fans for Jack & Jill Head Start Center
District #11 $175.00 Village of Heflin-road repair on Smithville, Memorial Park & South Church Street

Kathy Whittington, a concerned citizen addressed the jury concerning a litter problem on the access road in Doyline off of Bistineau Terrace and Grant Circle. The jury and the sheriff will look into this.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Bruce Blanton to approve the action taken at the Administrative Committee Meeting held earlier today. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Steve Ramsey to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
