MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
November 10, 2020
MEMBERS PRESENT: Steve Ramsey, Chairman, Steve Lemmons, Vice-Chairman; Jim Bonsall; Vera Davison; Beverly Kennon; Bruce Blanton; Randy Thomas; Bernard Hudson; Ed Jordan; Allen Gilbert, Daniel Thomas, Nick Cox
Mr. Steve Ramsey called the meeting to order and Mr. Nick Cox opened with prayer. Mr. Steve Ramsey then asked for additions to the agenda.
Mrs. Koko Jones presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in October 2020. Mr. Chris Bagwell, Permit Officer addressed the jury about permits and logging as well.
Mr. Patrick Jackson, parish attorney updated the jury about the cable lines and stated they will be on the agenda next month if we have any response from the letters that were sent out. Entergy is not responding to the letters and calls that have been sent.
Mr. Bernard Hudson addressed the jury about closing Tram Road. The jury will look at the road closer and the item will be put on December’s Road Committee agenda.
Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to approve purchasing a culvert on Cox Road so the landowner can access their land. The road department during routine maintenance work, caused damage to the existing culvert on Cox Road. The jury will pay for this expense. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Bernard Hudson to approve a Resolution from the Town of Sibley for street repair on Cone Street. The town will be billed for the work. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve a Resolution from the Town of Sibley for 1 load of rip rap for stockpile. The town will be billed for the materials. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve a Resolution from the Town of Sarepta to help purchase a side by side for spraying the right of way in the town using Municipality Funding. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Nick Cox to approve a Resolution from the Village of Dixie Inn to purchase 3 loads of SB2, chainsaws, weed eater and blower for right of way cleaning using Municipality Funding. Motion carried unanimously.
Mr. Craig Watson, a business owner from the Goodwill Industrial Park addressed the jury concerning the frontage road to the industrial park. Mr. Randy Thomas moved, seconded by Mr. Bernard Hudson to have Patrick Jackson draw up a Resolution for maintaining the road after it has been brought up to our specifications and standards according to our parish engineer, Brad Graf. (pending legal review) Motion carried unanimously.

MEMBERS PRESENT: Vera Davison; Chairman, Nick Cox; Vice-Chairman Steve Ramsey, Steve Lemmons, Bruce Blanton and Daniel Thomas
Ms. Davison called the meeting to order and asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve the personnel policy change in the Webster Parish Police Jury Manuel concerning vehicles: UPON EMPLOYMENT THERE WILL BE A BACKGROUND CHECK AND MVR DONE ON EACH NEW EMPLOYEE, ANNUALLY THEREAFTER. Motion carried unanimously.

MEMBERS PRESENT: Randy Thomas, Chairman; Steve Ramsey, Vice-Chairman; Bernard Hudson, Vera Davison, Ed Jordan, Steve Lemmons and Bruce Blanton
Mr. Randy Thomas called the meeting to order and asked for additions to the agenda.
Mr. Brian Benson, Benson Environmental gave a report to the jury about their operation.
Mr. Randy Thomas and Mr. Jim Bonsall updated the jury about the proposed landfill contract with Republic Services. They also told the jury that we have copies of the contract in the office if anyone wants to look at them.

Ms. Beverly Kennon moved, seconded by Mr. Nick Cox to approve the September 2020 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Bonsall presented the Financial Reports for the Month of October, 2020. The reports will be approved at the December Finance Committee Meeting.

Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer.
Mr. Jim Bonsall led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
Mr. Ed Jordan moved, seconded by Mr. Nick Cox to add the following items to the agenda: Board Appointments for Webster Parish Fire District #3 and to Amend Webster Parish Ordinance 984. Motion carried unanimously.
There were no comments from the audience concerning the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to approve invoices for payment pending review by Juror Steve Ramsey. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Bernard Hudson to call for a Public Hearing concerning the Proposed Budget for 2021 Webster Parish Police Jury, December 1, 2020 at 11am. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Ms. Vera Davison to adopt the minutes of the October 6, 2020 Road Committee, Administrative Committee, Building and Grounds Committee, Finance Committee, and Regular Meeting and the November 4, 2020 Special Called Environmental Committee Meeting. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mr. Bernard Hudson to approve Webster Parish Police Jury Resolution 014-2020 in support of the Goodwill Industrial Park in Webster Parish. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve Board Appointments for the Webster Parish Convention & Visitors Bureau Commissioners:
Ty Pendergrass: January 1, 2021 to December 31, 2023
Tracy Campbell: January 1, 2021 to December 31, 2023
Nick Cox: January 1, 2021 to December 31, 2023
Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve Recreation Funding to:
District #2 $762.43 WP Community Services-paper shredder, color printer and office supplies
District #3 $1675.00 sign post reflectors for the road department
District #5 $500.00 Village of Dixie Inn-swings for the park
District #9 $200.00 WP Council of Aging-TV for the center
District #12 $377.50 WP Fire District 3-voltage detector pens for the fire district
Mr. Bruce Blanton moved, seconded by Ms. Beverly Kennon to approve Webster Parish Police Jury budget amendments ending 10-31-2020. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Ms. Beverly Kennon to approve Board Appointments to the Webster Parish Fire District #3:
J.T. Rudisill: November 2020-November 2022
Gary Loftin: November 2020-November 2022
Motion carried unanimously.

Kathy Whittington, a concerned citizen addressed the jury concerning a litter problem on the access road in Doyline off of Bistineau Terrace and Grant Circle. A complaint has been filed.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Ed Jordan to approve the action taken at the Administrative Committee Meeting held earlier today. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Allen Gilbert to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
