WEBSTER PARISH POLICE JURY

MARCH 2, 2021

MEMBERS PRESENT: Vera Davison, Chairman, Steve Ramsey, Nick Cox, Bruce Blanton, Steve Lemmons and Jim Bonsall

Absent: Beverly Kennon, Vice-Chairman

Ms. Vera Davison called the meeting to order and Mr. Nick Cox opened with prayer.

Ms. Vera Davison asked for additions to the agenda.

Ms. Davison then asked Mr. Jim Bonsall to lead discussion.

Mr. Bonsall moved, seconded by Mr. Randy Thomas to recommend Ms. Angela F. Hall for the position of Registrar for Webster Parish. A vote for the appointment will be held at the Regular Meeting held later that day. Motion carried unanimously.

MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

March 2, 2021

MEMBERS PRESENT:  Steve Ramsey, Chairman, Steve Lemmons, Vice-Chairman; Jim Bonsall; Vera Davison; Bruce Blanton; Randy Thomas; Allen Gilbert, Nick Cox, Beverly Kennon, Ed Jordan and Daniel Thomas

Absent: Bernard Hudson

Mr. Steve Ramsey called the meeting to order and asked for additions to the agenda.

Mrs. Koko Jones presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in February 2021.

Mr. Patrick Jackson, Parish Attorney addressed the jury about cable lines in the parish right of way. Entergy crews and Sub Contactors have been working to remove cable lines in the parish right of way. The jury will be updated during this process.

Mr. Bruce Blanton moved, seconded by Mr. Steve Lemmons to approve the Resolution from the Town of Sibley for 1 load of SB 2 for stockpile using Municipality Money. Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve the Mowing Contract from North Webster Construction, LLC to include 3 rounds for 2021 as the same price as last year. Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mr. Ed Jordan to approve to Piggyback off of Bossier Parish Police Jury Bids for Road Materials that we didn’t receive bids for. Motion carried unanimously.

Mr. Brad Graf, Parish Engineer addressed the jury on the updated Priority Road List. There have been a few changes in the list.

WEBSTER PARISH POLICE JURY

March 2, 2021

MEMBERS PRESENT:  Nick Cox, Chairman; Jim Bonsall, Vice Chairman; Bruce Blanton; Steve Lemmons; Steve Ramsey; Randy Thomas; Daniel Thomas; Beverly Kennon Nick Cox; Ed Jordan and Allen Gilbert

Absent: Bernard Hudson

Mr. Nick Cox called the meeting to order and asked for additions to the agenda. 

Mr. Steve Lemmons moved, seconded by Mr. Ed Jordan to approve the January 2021 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.

Mr. Nick Cox presented the Financial Reports for the Month of February 2021.  The reports will be approved at the April Meeting.

Ms. Vera Davison called the meeting to order and asked for additions to the agenda.

Ms. Vera Davison gave a report for the Webster Parish Office of Community Services.

MINUTES OF THE REGULAR MEETING

WEBSTER PARISH POLICE JURY

March 2, 2021

MEMBERS PRESENT:  Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Daniel Thomas, Beverly Kennon, Allen Gilbert, Vera Davison and Ed Jordan

Absent: Bernard Hudson and Bruce Blanton

Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. 

Mr. Allen Gilbert led in the Pledge of Allegiance.

Mr. Bonsall then asked for additions to the agenda.

Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to add Village of Dubberly Resolution for cleaning brush and ditches and Village of Dubberly Resolution for overlay for Brushwood Drive.  Motion carried unanimously.

There were no comments from the audience concerning the agenda.

Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve invoices for payment pending review by President, Jim Bonsall.  Motion carried unanimously.

Mr. Ed Jordan moved, seconded by Mr. Allen Gilbert to adopt the minutes of the February 2, 2021 Road Committee, Finance Committee, and Regular Meeting.  Motion carried unanimously.

Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve to appoint Angela F. Hall as Registrar of Voters for Webster Parish. Motion carried unanimously.

Mr. Randy Thomas moved, seconded by Mr. Steve Ramsey to approve the Resolution of Support for Rural Broadband for Webster Parish. (Yes 9) ( No 1, Daniel Thomas) and 2 Absent. Motion carried.

Mr. Steve Lemmons moved, seconded by Mr. Ed Jordan to approve the Resolution for the Village of Dubberly to clean brush and ditches for inside city limits of Dubberly. Motion carried unanimously.

Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to approve the Resolution for the Village of Dubberly to overlay Brushwood Drive where the road crew left off last year using Municipality Funding.  Motion carried unanimously.

Mr. Nick Cox moved, seconded by Mr. Ed Jordan to approve the action taken at the Finance Committee Meeting held earlier today.  Motion carried unanimously.

Ms. Vera Davison moved, seconded by Mr. Steve Ramsey to approve the action taken at the Administrative Committee Meeting held earlier today. Motion carried unanimously.

Mr. Jim Bonsall then gave Presidents’ closing remarks.

There being no further business to bring before the Jury, the meeting adjourned.
