MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
April 6, 2021
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Allen Gilbert, Daniel Thomas, Randy Thomas, Bernard Hudson, Jim Bonsall, Nick Cox, Beverly Kennon, Vera Davison and Ed Jordan.
Mr. Steve Ramsey called the meeting to order and asked for additions to the agenda.
Mr. Steve Lemmons moved, seconded by Mr. Ed Jordan to add Franklin Road to the agenda, motion carried unanimously.
Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in March 2021. Mr. Bagwell updated the jury about work being done on Franklin Road, Lake Road, McDonald Road and Virginia Franklin Road.
Mr. Chris Bagwell was given a couple of complaints on adjudicated property in the parish. We have a piece of adjudicated property on Hwy 371 in Cotton Valley and another on Jessica Drive in Springhill. Patrick Jackson, Parish Attorney stated that we have no legal requirement/obligation to clean up the property but we can if we choose to do so. The jury told Teddy Holloway, Public Works Director to get quotes for tree removal. The jury will contact the Webster Parish Tax Assessor for legal descriptions of both properties. Patrick Jackson will write a letter to the adjoining landowners to see if they want to purchase the property and will update the jury at the next meeting.
Mr. Randy Thomas moved, seconded by Mr. Steve Lemmons to approve the 2021 Priority Road List. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Bruce Blanton to approve the striping contract for Nation Services Company, Inc for 2021. There was a price increase this year. There hasn’t been an increase since 2012. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Ms. Vera Davison to approve to change the speed limit on Stuckey Road 35mph from HWY 532 to Harvey’s Barbershop Road. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Jim Bonsall to approve the Resolution from the Town of Sibley for installation of culverts for the residents for 2021. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Daniel Thomas to approve the Resolution from the Village of Dixie Inn for striping and signs for the village using Municipality Funding. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bernard Hudson to approve the Resolution from the Town of Sarepta for road work on Davenport Street, Slack Street, North Main Street, Sexton Street, ditches on Harper, North Main, Church Street and Cochran Street as Municipality Funds allow. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Bruce Blanton to approve the Resolution from the Village of Doyline for installation of culverts for the residents for 2021. Motion carried unanimously.
Mr. Ed Jordan had a request for a load of hot mix to be delivered to the State Park. The jury can not do this at this time. It is not in the budget.
Mr. Brad Graff, Parish Engineer spoke to the jury on the work being done on Franklin Road. We have received the money from Comstock and now we are waiting on the work to be completed by Regional Construction upon Brad Graff’s approval. Currently we are holding $28,000 until the work is completed. This is the percentage agreed upon in the contract.

APRIL 6, 2021
MEMBERS PRESENT: Steve Lemmons, Chairman; Bruce Blanton, Vice-Chairman; Beverly Kennon; Allen Gilbert; Vera Davison; Nick Cox and Randy Thomas
Mr. Steve Lemmons called the meeting to order and asked for additions to the agenda.
Mr. Steve Lemmons gave a report on the Courthouse Building and Grounds. Plans for the courthouse ramp are being drawn and will get started on that once everything is in place. The ramp will be in the front of the courthouse and extend to the handicap assessable parking spaces. We are in the process of getting quotes for sinks and toilets that need to be replaced in the public restrooms of the courthouse. The courthouse grounds, roof, parish jail on the fourth floor, and issues with some A/C units were also discussed.
Mr. Nick Cox moved, seconded by Mr. Randy Thomas to remove the gas stove in the 4th floor jail and replace with electric as funding allows. Motion carried unanimously.

MEMBERS PRESENT: Randy Thomas, Chairman; Steve Ramsey, Vice-Chairman; Bernard Hudson; Ed Jordan; Vera Davison; Steve Lemmons; Bruce Blanton
Mr. Randy Thomas called the meeting to order and asked for additions to the agenda.
Mr. Ed Jordan moved, seconded by Mr. Bruce Blanton to approve Benson Environmental lease for another 5 years. Motion carried unanimously.
Mr. Randy Thomas led the discussion on the landfill contract. Mr. David Green with Republic Services was also in attendance for questions. Patrick Jackson, Parish Attorney spoke to the jury about the RFP with the jury and Republic Services. The jury decided to either go out for bids for another contract agreement or bid to sell the landfill. Patrick Jackson suggested he would come up with a plan for the May meeting to decide on the best option. The jury can also go out for sealed bids/public auction. Discussion followed.
Mr. Nick Cox addressed the jury about litter in parish and the DOTD Take 10 Campaign. “I pledge that I will take 10 minutes out of my daily activities to pick up any litter nearby in order to help keep Louisiana beautiful, and that I will encourage others to do the same.”

Mr. Nick Cox called the meeting to order and asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Ed Jordan to approve the February 2021 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Nick Cox presented the Financial Reports for the Month of March 2021. The reports will be approved at the May Meeting.
Mr. Bruce Blanton moved, seconded by Mr. Allen Gilbert to approve the parish portion of the Registrar of Voters salary, Ms. Angela Hall $12,334.56 annually ($1,027.88 monthly). Motion carried unanimously.
There was discussion about the 1st Quarter Budget Amendments 2021-will be approved at the Regular meeting held later today.

Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer.
Mr. Bernard Hudson led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda
Ms. Vera Davison moved, seconded by Mr. Bernard Hudson to approve invoices for payment pending review by juror Vera Davison. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Allen Gilbert to adopt the minutes of the March 2, 2021 Administrative Committee, Road Committee, Finance Committee, Community Services Committee and Regular Meeting. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve Recreational Funding:
District #11 Village of Heflin, $750 for the Village Ball Park Concession Stand and District #11 $250 Town of Sibley, Town Clean Up Day. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Nick Cox to approve President, Jim Bonsall as Signature Authority and Brad Graff, Parish Engineer with Cothren, Graff & Smoak for engineering services for the Watershed Grant for Dorcheat Road Bridge. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Ms. Beverly Kennon to approve the 1st Quarter Budget Amendments for 2021 of the Webster Parish Police Jury. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve the appointment of Ms. Ursula Hullaby to the Ware Youth Center Board. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Nick Cox to approve the Annual Louisiana Compliance Questionnaire for the 2020 audit of the Webster Parish Police Jury. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Allen Gilbert to approve Shongaloo Crossroads Lounge-High Content Alcohol Permit. 11 Yes, 1 No (Ed Jordan). Motion carried.
Mr. Randy Thomas moved, seconded by Mr. Bernard Hudson to approve Board Appointments for Webster Parish Fire District #10: Reappoint Fred Stewart, President for a two -year term ending 12-31-22
Reappoint Kevin Dooley, member for a two-year term ending 12-31-22 and Reappoint Ben Gorman, member for a two-year term ending 12-31-22. Motion carried unanimously.
Webster Parish Sheriff, Jason Parker addressed the jury on an Ordinance -Chapter 5 Amusements and Entertainment in Webster Parish. Patrick Jackson, Parish Attorney will look into this and will report back at the May 2021 meeting.
