MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
May 4, 2021
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Allen Gilbert, Daniel Thomas, Randy Thomas, Bernard Hudson, Jim Bonsall, Nick Cox, Beverly Kennon, Vera Davison and Ed Jordan.
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
There were no additions to the agenda.
Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in April 2021. Mr. Steve Ramsey mentioned the jury needs to look at the permit process and that it may need to be changed before the first of next year.
Mr. Jim Bonsall moved, seconded by Mr. Randy Thomas to approve the speed limit for 45MPH end to end on Diamond T Road and 30MPH from Lake Road to Moss Point for Truck Traffic. Motion carried unanimously.
Mr. Steve Ramsey stated the property in Cotton Valley that was mentioned last meeting was not parish adjudicated property after contacting the Tax Assessor. The property on Jessica Drive in Springhill is adjudicated property. The adjoining landowner may be interested in purchasing it in the near future.
Mr. Jim Bonsall moved, seconded by Ms. Vera Davison to approve the Resolution from the Town of Sibley for ditching on Weatherton Street using Municipality Funding. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Daniel Thomas to approve the Resolution from the Village of Doyline for repairs on Main Street using Municipality Funding. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve Webster Parish Police Jury Resolution 003-2021 Marathon Road Bridge. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Bruce Blanton to approve to Declare Surplus Equipment to be sold at the next auction. Motion carried unanimously.
Mr. Brad Graff, Parish Engineer spoke to the jury about the repairs on Franklin Road.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE BUILDING AND GROUNDS COMMITTEE
WEBSTER PARISH POLICE JURY
May 4, 2021
MEMBERS PRESENT: Steve Lemmons, Chairman; Bruce Blanton, Vice-Chairman; Beverly Kennon; Allen Gilbert; Vera Davison; Nick Cox and Randy Thomas
Mr. Steve Lemmons called the meeting to order and asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Ms. Vera Davison to approve to Abandon/Junk Courthouse equipment: 12 chairs, 1wooden desk, 1 metal desk and 1 electric dryer. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Mr. Bruce Blanton to approve roof repair at the Unit 2 Barn in Sarepta due to storm damage. The quotes were less than the insurance deductible. Motion carried unanimously.

MEMBERS PRESENT: Randy Thomas, Chairman; Steve Ramsey, Vice-Chairman; Bernard Hudson; Ed Jordan; Vera Davison; Steve Lemmons; Bruce Blanton
Mr. Randy Thomas called the meeting to order and asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Ed Jordan to add definition of “Household Garbage” at the landfill to the agenda. Motion carried unanimously.
Mr. Randy Thomas led the discussion on the landfill contract. Mr. David Green with Republic Services was also in attendance for questions. Patrick Jackson, Parish Attorney spoke to the jury about the RFP with the jury and Republic Services. The jury decided to either go out for bids for another contract agreement or bid to sell the landfill.
Mr. Ed Jordan moved, seconded by Mr. Steve Lemmons to approve to authorize Patrick Jackson to begin work on putting the Webster Parish Landfill up for sale by sealed bid. The process will take around 75 days. This item will be on the August 3, 2021 agenda. 6 votes yes, 1 abstain (Hudson). Motion carried.
Several jurors have received complaints about charges to the residents of Webster Parish for dumping “household garbage” at the landfill. The Webster Parish Landfill will charge for non-household items to the residents. Patrick Jackson told the jury that he will be able to address what household garbage IS NOT at the next meeting. Paint, oil, tires, white goods are examples of this.

WEBSTER PARISH POLICE JURY
May 4, 2021
MEMBERS PRESENT: Nick Cox, Chairman; Jim Bonsall, Vice Chairman; Bruce Blanton; Steve Lemmons; Steve Ramsey; Randy Thomas; Daniel Thomas; Beverly Kennon Nick Cox; Ed Jordan; Allen Gilbert and Bernard Hudson
Mr. Nick Cox called the meeting to order and asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Ms. Beverly Kennon to add ITEP discussion to the agenda. Motion carried unanimously.
Mr. Nick Cox asked the jury if they had any questions concerning the financials on the agenda. Discussion followed. The Webster Parish Coroner expenses were brought up and jurors questioned why out of parish coroners were being paid for commitments. Lisa C. Balkom addressed the jury stating at this time Webster Parish doesn’t have bed space. Mr. Jim Bonsall moved, seconded by Mr. Bruce Blanton to stop paying for out of parish expenses for commitments as of June 1, 2021. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the March 2021 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Nick Cox presented the Financial Reports for the Month of April 2021. The reports will be approved at the June Meeting.
Mr. Patrick Jackson led the discussion on the ITEP request from E.I. Williams that is on the agenda later this morning. This is the first one that Webster Parish has had and he wanted to discuss the procedure. The Secretary-Treasurer was emailed Thursday afternoon and the jury has 3 days to respond. If the jury doesn’t respond in 3 days it is automatically exempt. Lisa C. Balkom filed for a 30- day extension Friday afternoon and put the item on the agenda for today’s meeting.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
May 4, 2021
MEMBERS PRESENT: Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Daniel Thomas, Beverly Kennon, Allen Gilbert, Vera Davison, Bernard Hudson, Bruce Blanton and Ed Jordan
Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer.
Mr. Bernard Hudson led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
Mr. Nick Cox moved, seconded by Ms. Vera Davison to add Northwest Louisiana Human Services District Board Appointment, Library Board of Control Board Appointment and add Ordinance 851 to the agenda. Motion carried unanimously.
There were no comments from the audience concerning the agenda.
Mr. Daniel Thomas moved, seconded by Ms. Beverly Kennon to approve invoices for payment pending review by juror Daniel Thomas. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Steve Lemmons to adopt the minutes of the April 6, 2021 Road Committee, Building and Grounds Committee, Environmental Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Bruce Blanton to approve Recreational Funding:
District #5 $1000 to Town of Cotton Valley to purchase weed eaters for the town. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded Mr. Randy Thomas to approve the Ordinance Entitled Chapter 5-Amusements pending legal review. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Ed Jordan to amend Webster Parish Ordinances 984 and Webster Parish Ordinance 851, both concerning the 911 Communications District. Motion carried unanimously.
Ms. Denise Edwards, Webster Parish Assessor spoke to the jury on ITEP in Webster Parish and what this means to several entities in the parish.
Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to vote whether or not to give E.I. Williams, Industries, LLC tax exemption (ITEP) in Webster Parish. 1 Yes (Gilbert) 11 No. MOTION FAILED
Ms. Beverly Kennon moved, seconded by Mr. Bernard Hudson to approve the board appointment for the Northwest Louisiana Human Services District- Ms. Carolyn Carter to replace Ms. Ora Rice as of 06/01/21. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mr. Bruce Blanton to approve board appointment for the Webster Parish Library Board of Control -Ms. Charlotte Dean to fill the vacant position of Ms. Flo Sessions to expire 12/31/2022. Motion carried unanimously.

Mr. Nick Cox moved, seconded by Mr. Ed Jordan to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Bernard Hudson to approve the action taken at the Environmental Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
