MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
August 3, 2021
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Allen Gilbert, Randy Thomas, Jim Bonsall, Nick Cox, Vera Davison, Beverly Kennon and Ed Jordan. Absent: Bernard Hudson and Daniel Thomas
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Steve Lemmons to add Martha Woods Road and McDonald Road to the agenda. Motion carried unanimously.
Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in July 2021.
Mr. Jim Bonsall asked Mr. Bagwell if he looked at the property on Germantown Road from the previous meeting. Discussion followed with Mr. Bagwell’s recommendation, a formal letter will be sent to the complainant.
Mr. Jim Bonsall moved, seconded by Mr. Randy Thomas to approve the Resolution from the Town of Sibley for ditching on North Catherine Street using Municipality Funding. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Nick Cox to approve the Resolution from the Town of Sibley for street repair on NW 2nd Street using Municipality Funding. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve the Resolution from the Village of Dixie Inn to purchase a zero- turn mower to mow rights of ways inside the village using Municipality Funding. Motion carried unanimously. (All previous municipality requests for 2021 will be voided for the village.)
Mr. Brad Graff, Parish Engineer updated the jury on the repairs to Franklin Road. This project has taken longer than expected. After updating the jury on Brad Graff’s recommendation “AS WAS DISCUSSED IN THE LAST ROAD COMMITTEE MEETING, THERE ARE SEVEN (7) JOINTS WHICH, IN TEDDY’S AND MY OPINIONS, ARE STILL NOT SATISFACTORY, AND I HAVE RECOMMENDED WITHHOLDING $425.00 FOR EACH OF THEM, PER THE CERTIFICATE OF SUBSTANTIAL COMPLETION”. The Webster Parish Police Jury will pay Regional Construction, LLC $25,645.70 per Brad Graff, Parish Engineer.
Mr. Steve Lemmons moved, seconded by Mr. Nick Cox to approve Brad Graff’s recommendation on Franklin Road repairs. Motion carried 9 YES 1 NO (Steve Ramsey) and 2 ABSENT.
Mr. Jim Bonsall moved, seconded by Mr. Ed Jordan to approve NO THRU TRUCKS signs for Martha Woods Road and McDonald Road in Heflin. Motion carried unanimously.

MINUTES OF THE ECONOMIC DEVELOPMENT COMMITTEE
WEBSTER PARISH POLICE JURY
AUGUST 3, 2021
MEMBERS PRESENT: Bruce Blanton, Chairman; Nick Cox, Vice Chairman; Beverly Kennon Vera Davison, Steve Lemmons and Jim Bonsall
ABSENT: Bernard Hudson
Mr. Bruce Blanton updated the jury on NLCOG and the projects going on in Webster Parish.
Mr. Tracy Weston, owner of T & J Country Store is interested in selling alcohol at his store in the south end of Webster Parish. Currently this area of the parish is dry. Mr. Jackson told Mr. Weston that he could call him and he would answer his questions and concerns on this endeavor.

MINUTES OF THE ENVIRONMENTAL COMMITTEE
WEBSTER PARISH POLICE JURY
August 3, 2021
MEMBERS PRESENT: Randy Thomas, Chairman; Steve Ramsey, Vice-Chairman; Ed Jordan; Vera Davison; Steve Lemmons; Bruce Blanton, and Jim Bonsall.
ABSENT: Bernard Hudson
Mr. Randy Thomas called the meeting to order and asked for additions to the agenda.
Mr. Randy Thomas asked Mr. Patrick Jackson, Parish Attorney to update the jury on the landfill. Mr. Jackson explained the process of the bid for the sale of the landfill. Mr. Jackson told the jury that there would be a non-mandatory pre-bid conference on Wednesday, August 4, 2021 at 10am in the Webster Parish Courthouse Annex Meeting Room. A site visit is also scheduled for Thursday, August 5, 2021 at 9am for any interest bidders. Bid Opening will be August 30, 2021 AT 2PM.

WEBSTER PARISH POLICE JURY

MEMBERS PRESENT: Nick Cox, Chairman; Jim Bonsall, Vice Chairman; Bruce Blanton; Steve Lemmons; Steve Ramsey; Randy Thomas; Allen Gilbert; Nick Cox; Ed Jordan; and Beverly Kennon
Absent: Bernard Hudson and Daniel Thomas
Mr. Nick Cox called the meeting to order and asked for additions to the agenda.
Mr. Ed Jordan moved, seconded by Mr. Randy Thomas to approve the June 2021 Financial Statement, Check Register and Bank Reconciliation and the January-June 2021 LCDBG Bank Reconciliation, Retiree Bank Reconciliation and the Jury/Witness Fee Bank Reconciliation. Motion carried unanimously.
Mr. Nick Cox presented the Financial Reports for the Month of July 2021. The reports will be approved at the September Meeting.
Mr. Nick Cox asked that Ms. Denise Edwards, Tax Assessor explain the Millage Roll Forward for Webster Parish for 2021. Discussion followed.
Mr. Nick Cox asked that Ms. Lisa Balkom explain the Municipal Employees’ Retirement System to the jury. The jury received notice that we will be paying a portion of the 3 Ward Court employee’s retirement in the Springhill City Court. There will be an increase in the budget for this expense.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
August 3, 2021
MEMBERS PRESENT: Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Allen Gilbert, Beverly Kennon, Vera Davison, Bruce Blanton, and Ed Jordan
Absent: Bernard Hudson and Daniel Thomas
Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer.
Ms. Vera Davison led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Mr. Ed Jordan moved, seconded by Ms. Beverly Kennon to approve invoices for payment pending review by juror Ed Jordan. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to adopt the minutes of the July 6, 2021 Road Committee, Environmental Committee, Finance Committee and Regular Meeting. Motion carried unanimously.
Ms. Amy Tynes, CPA with Allen, Green & Williamson, LLA presented the 2020 Audit of Financials for the Webster Parish Police Jury. Mr. Ed Jordan moved, seconded by Ms. Vera Davison to approve the audit report as presented. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to adopt the millage rates for Webster Parish Police Jury for 2021, Webster Parish Resolution 005-2021. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Mr. Ed Jordan to approve Webster Parish Resolution 006-2021 authorizing the filing of an application to the Louisiana Department of Transportation and Development for grants under 49CFR-5311 and 49CFR-5339 for the Webster Parish Police Jury Office of Community Services. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve to amend Ordinance Chapter 6-Livestock at Large for Webster Parish referring to the costs of housing surplus livestock animals. Ordinance was last updated in 1935. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Ms. Vera Davison to approve Board Appointments for Evergreen Fire Protection District:
Reappoint Denise G. Miller as Secretary-Treasurer for a two-year term ending 12/31/2023. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Bruce Blanton to approve to sell adjudicated property to adjoining landowner for taxes owed for Webster Parish Assessment Number 111519 in Minden, LA 71055. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Bruce Blanton to approve Recreational Funding:
District #1 $1,000 for NLCOG dues and District #7 $1,000 for the Village of Dubberly to clean ditches on Brushwood Drive. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried 9 YES 1 NO (Steve Ramsey) 2 Absent. MOTION CARRIED.
Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
