MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
September 7, 2021
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Allen Gilbert, Randy Thomas, Jim Bonsall, Nick Cox, Vera Davison, Beverly Kennon and Bernard Hudson. Absent: Ed Jordan and Daniel Thomas
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in August 2021.
Mr. Allen Gilbert moved, seconded by Mr. Bruce Blanton to approve the Resolution from the Town of Cullen for 2 loads of cold patch using Municipality Funding. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Bernard Hudson to approve the Resolution from the Village of Heflin for the extension of North Church Street using Municipality Funding. Motion carried unanimously.
Tabitha Lewis addressed the jury about property located at 22632 Hwy 371 in Cotton Valley. The Webster Parish Tax Assessor sent a letter to the Webster Parish Police Jury stating that the parish doesn’t own this property. Mrs. Lewis had a survey of the property and will contact the WP Tax Assessor’s office concerning this. Discussion followed.
Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve the Resolution from the Town of Sarepta to do ditching on Palmer Street and purchase cold patch using Municipality Funding. Motion carried unanimously.
Rice Road was the next item on the agenda. Teddy Holloway, Public Works Director reported that Rice Road is located between two bridges and the speed limits posted are sufficient at this time. There was a complaint on the truck traffic on Rice Road but this is the only route available and the speed limit is posted accordingly.
Mr. Bruce Blanton moved, seconded by Mr. Bernard Hudson to approve to use govdeals.com for the surplus road equipment. Local auctions aren’t happening at this time. If there is a local auction, they jury will use that first, if one can’t be found-govdeals.com will be used. Motion carried unanimously.

MINUTES OF THE ENVIRONMENTAL COMMITTEE
WEBSTER PARISH POLICE JURY
September 7, 2021
MEMBERS PRESENT: Randy Thomas, Chairman; Steve Ramsey, Vice-Chairman; Bernard Hudson; Vera Davison; Steve Lemmons; Bruce Blanton, and Jim Bonsall.
ABSENT: Ed Jordan
Mr. Randy Thomas called the meeting to order and asked for additions to the agenda.
Mr. Randy Thomas asked Mr. Patrick Jackson, Parish Attorney to update the jury on the landfill. Mr. Jackson explained the process of the bid for the sale of the landfill. Mr. Jim Bonsall asked that we hold off on awarding a bid for the sale of the landfill until every juror could be at the meeting. We have a couple out with covid at this time.
John Madden with Madden Contracting addressed the jury and explained his bid.

David Green, Republic Waste spoke to the jury and answered questions concerning the Webster Parish Landfill and the City of Shreveport Landfill and their operating practices.

MINUTES OF THE BUILDING AND GROUNDS COMMITTEE
WEBSTER PARISH POLICE JURY
September 7, 2021
MEMBERS PRESENT: Steve Lemmons, Chairman; Bruce Blanton, Vice-Chairman; Beverly Kennon, Allen Gilbert, Vera Davison, Nick Cox, Jim Bonsall and Randy Thomas
Mr. Steve Lemmons called the meeting to order and asked for additions to the agenda.
Mr. Steve Lemmons updated the jury on the courthouse restrooms. They are coming along nicely. The handicap ramp at the courthouse was originally going to be bid but will actually be under the bid threshold and will be able to be quoted. A list of building repairs have been sent in from the Webster Parish Health Unit and the Webster Parish 4th floor jail, the jury will review them.

MINUTES OF THE FINANCE COMMITTEE
WEBSTER PARISH POLICE JURY
September 7, 2021
MEMBERS PRESENT: Nick Cox, Chairman; Jim Bonsall, Vice-Chairman; Bruce Blanton, Allen Gilbert, Randy Thomas, Bernard Hudson, Steve Lemmons, Beverly Kennon, Vera Davison, Steve Ramsey
Absent: Daniel Thomas and Ed Jordan
Mr. Nick Cox called the meeting to order and asked for additions to the agenda.
Mr. Jim Bonsall moved, seconded by Ms. Vera Davison to approve the July 2021 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Nick Cox presented the Financial Reports for the Month of August 2021. The reports will be approved at the October Meeting.
Ms. Lisa C. Balkom, Secretary-Treasurer reported to the jury about the ARPA funds-American Rescue Plan Act and that Webster Parish has received half of their funding. She has made another fund, fund #30 for these funds. She recommended the jury make a list of what the funds should be used for. The jury has until December 31, 2024 to allocate the funds and December 31,2026 to expend the funds. Quarterly reporting to the US Treasury will be done. Discussion followed.
Mr. Patrick Jackson, Parish Attorney spoke to the jury about the Local Health Care Provider Participation Program. A representative from MMC will be at the October Regular Meeting to answer any questions.

WEBSTER PARISH POLICE JURY
September 7, 2021
MEMBERS PRESENT: Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Allen Gilbert, Beverly Kennon, Vera Davison, Bruce Blanton, and Bernard Hudson

Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer.
Mr. Steve Lemmons led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Ms. Beverly Kennon moved, seconded by Mr. Randy Thomas to approve invoices for payment pending review by juror Beverly Kennon. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Nick Cox to adopt the minutes of the August 3, 2021 Road Committee, Economic Development Committee, Environmental Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mr. Bernard Hudson to approve to table the agenda item concerning the approval of bids for the Webster Parish Landfill sale. A Special Meeting has been called for 11:00am on Friday, September 10, 2021 to approve bids for the sale of the Webster Parish Landfill. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to sit as Board of Review for the 2021 Taxes of Webster Parish on Tuesday, October 5, 2021 at 11:00AM. Motion carried unanimously.

Mr. Nick Cox moved, seconded by Mr. Bruce Blanton to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.

MINUTES OF THE SPECIAL MEETING
WEBSTER PARISH POLICE JURY
September 10, 2021
MEMBERS PRESENT: Jim Bonsall, President; Nick Cox, Vice-President; Bruce Blanton, Allen Gilbert, Randy Thomas, Steve Lemmons, Beverly Kennon, Vera Davison, Steve Ramsey WEBEX: Daniel Thomas, Bernard Hudson and Ed Jordan
Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open with prayer.
Mr. Jim Bonsall asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to add Brad Graff, Parish Engineer to discuss the Dorcheat Road Bridge to the agenda. Motion carried unanimously.
Mr. Brad Graff gave a recommendation to the jury: “I have investigated the possibility of obtaining additional funds to make up the shortfall if the parish was to accept the $294,000 available from LWI for the referenced project. The only source I am aware of for funding local bridge projects is the DOTD’s Off-System Bridge Program. After talking to the director of that program we have concluded that utilizing DOTD funds would require that the project be split into two contracts, one for the bridge and one to raise the roadway. Due to the need for two contracts and a longer lead time for the bridge project, two fairly long periods of traffic detours are likely, and undesirable and unsafe conditions would exist between the time that the roadway is raised 2’ and the time that the new bridge is build to the same elevation. Considering the issues described above it is my professional opinion that the police jury should forego accepting the LWI funds and leave the bridge on the DOTD Off-System Bridge Program for replacement at a later date. “
Mr. Nick Cox moved, seconded by Mr. Steve Ramsey to accept the recommendation of the Parish Engineer, Brad Graff on the Dorcheat Road Bridge. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Ed Jordan to approve to Award Bid for Sale of the Webster Parish Landfill in accordance with bids received August 30, 2021 and authorize the execution of documents to Webster Parish Landfill, LLC. 11 YES 1 Abstain (Daniel Thomas). Motion carried.
