MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
February 1, 2022
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Randy Thomas, Jim Bonsall, Nick Cox, Vera Davison, Beverly Kennon and Bernard Hudson, Ed Jordan, Daniel Thomas and Allen Gilbert
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to add Waldron Road to the agenda. Motion carried unanimously.
Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in January 2022.
Mr. Steve Lemmons moved, seconded by Mr. Allen Gilbert to approve to change the speed limit on Shreve Drive to 20mph end to end. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve a Resolution from the Village of Doyline for road repairs on Agape Lane using Municipality Funding. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded Ms. Vera Davison to approve a Resolution from the Town of Cotton Valley to install culverts for the citizens for the year 2022. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded Mr. Daniel Thomas to approve a Resolution from the Village of Dubberly to install culverts for the citizens for the year 2022. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve a Resolution from the Village of Dubberly to do road work to begin where the overlay left off last year on Brushwood Drive and continue west as far as funds allow using Municipality Funding. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Daniel Thomas to approve a Resolution for the Village of Dubberly to clean brush and ditches inside city limits for the year 2022 using Municipality Funding. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve to “piggy back” off of Bossier Parish Police Jury’s road material bids for 2022. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Bruce Blanton to approve a Resolution from the Town of Sibley to install culverts for the citizens for the year 2022. Motion carried unanimously.
Mr. Jim Bonsall led discussion on parish ordinances. Some of them need to be updated. The parish subdivision ordinance was discussed. Brad Graff, Parish Engineer will look into the current ordinance. Parish Attorney, Patrick Jackson suggested that the parish should stop 3-shot roads coming into the parish. Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to not allow new 3-shot roads be accepted until the subdivision ordinance is updated. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Daniel to hold a public hearing to abandon part of Waldron Road in the parish. Motion carried unanimously.

February 1, 2022
MEMBERS PRESENT: Nick Cox, Chairman; Jim Bonsall, Vice-Chairman; Bruce Blanton, Allen Gilbert, Randy Thomas, Bernard Hudson, Steve Lemmons, Beverly Kennon, Vera Davison, Steve Ramsey, Ed Jordan, Allen Gilbert and Daniel Thomas
Mr. Nick Cox called the meeting to order and asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the December 2021 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Ed Jordan to approve the July 2021-December 2021 LCDBG Bank Reconciliation and the Jury/Witness Fee Bank Reconciliation. Motion carried unanimously.
Mr. Nick Cox presented the Financial Reports for the Month of January 2022. The reports will be approved at the March Meeting.
Mr. Daniel Thomas moved, seconded by Ms. Vera Davison to approve to pay the Webster Parish Council on Aging $37,500 for the 2021 and 2022 budget year. The COA didn’t request funding last year and requested both years at this time. Motion carried unanimously.

MINUTES OF THE INTERGOVERNMENTAL COMMITTEE
WEBSTER PARISH POLICE JURY
February 1, 2022
MEMBERS PRESENT: Daniel Thomas, chairman; Randy Thomas, vice-chairman; Bernard Hudson, Vera Davison, Steve Ramsey and Ed Jordan
Mr. Daniel Thomas called the meeting to order and asked for additions to the agenda.
Mr. Ed Jordan moved, seconded by Mr. Randy Thomas to add ARPA funds and have a consultant to look at our parish roads. Motion carried unanimously.
The first item on the agenda to discuss was Webster Parish Fire Districts. Chairman, Ben Gorman of WP Fire District #10 stated that he had spoken to Foley & Judell, bonding attorney about the annexation issue with the Tanglewood residents paying taxes in two fire districts. Patrick Jackson, Parish Attorney led in the discussion. He stated that the WPPJ is the political subdivision for the fire districts and after the police jury sets them, they have their own power and authority. Jim Bonsall, President then stated before the fire districts goes out for a new tax or a renewal, the parish needs to make sure that the mapping for the district is correct. Patrick Jackson, Ben Gorman and Ms. Catherine Hunt (Tanglewood resident) will have a conference call with a representative from Foley & Judell. No action taken at this time
Discussion on property standards and zoning was the next item on the agenda. Jim Bonsall stated that the jury needs to look into updating some of the ordinances pertaining to this. This item will be on the March 1, 2022 agenda.
Mr. Daniel Thomas stated that he has been getting phone calls from several water districts requesting help using ARPA funds. Discussion followed. This item will be on the March 1, 2022 agenda.
Mr. Daniel Thomas discussed having a private consultant come in and look at our parish road system. Mr. Thomas also discussed using the chip & seal program for our road system. Discussion followed.

MEMBERS PRESENT: Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Beverly Kennon, Vera Davison, Bruce Blanton, Ed Jordan, Allen Gilbert, Daniel Thomas and Bernard Hudson
Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer.
Mr. Bernard Hudson led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
Mr. Steve Lemmons moved, seconded by Mr. Ed Jordan to add Waldron Road to the agenda. Motion carried unanimously.
There were no comments from the audience concerning the agenda.
Mr. Daniel Thomas moved, seconded by Mr. Vera Davison to approve invoices for payment pending review by juror Daniel Thomas. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to adopt the minutes of the January 4, 2022 Regular Meeting. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Allen Gilbert to approve the board appointment for the Webster Parish Communication District to fill the unexpired term of Kip Mourad who resigned effective 1/31/2022 and to appoint Brian R. Williams to the board to expire 2024. Motion carried unanimously.
Mr. Kelly Wells, Shreveport Bossier Sports Commission presented the jury with a plaque, thanking them for their service contribution to the upcoming Archery Competition to be held at Camp Minden, April 2022.
Mr. Daniel Thomas moved, seconded by Mr. Ed Jordan to approve to advertise to hold a Public Hearing on Tuesday, March 1, 2022 at 10:30am concerning the Reapportionment Plan 1 for Webster Parish. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Ed Jordan to approve to advertise to surplus and sell Webster Parish OEP equipment on govdeals.com. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Nick Cox to approve to advertise for bid for Disaster Recovery & Emergency Planning services pending legal review. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to approve to advertise to hold a Public Hearing on Tuesday, March 1, 2022 at 10:30am concerning the abandonment of Waldron Road in Webster Parish. Motion carried unanimously.

Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
