MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
March 1, 2022
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Randy Thomas, Jim Bonsall, Nick Cox, Vera Davison, Beverly Kennon and Bernard Hudson, Ed Jordan, Daniel Thomas Absent: Allen Gilbert
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Ed Jordan moved, seconded by Mr. Bruce Blanton to add Cotton Valley Fire Department and Mr. Craig Watson to the agenda. Motion carried unanimously.
Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in February 2022.
Mr. Brad Graff, Parish Engineer addressed the jury about changes to Webster Parish Ordinance #902 and #916 (Subdivision Ordinance and Road Ordinance) The recommended changes will be given to Mr. Patrick Jackson, Parish Attorney for review.
Mr. Daniel Thomas moved, seconded by Mr. Ed Jordan to amend Webster Parish Ordinance #902 and Webster Parish Ordinance #916 upon legal review. Motion carried unanimously.
Mr. Craig Watson, Goodwill Road business owner, addressed the jury about the DOTD State Transfer Program. Mr. Watson had questions on the status of the Resolution for the transfer. The parish engineer and state engineer are working on the details of the resolution.
Mr. Brad Graff, Parish Engineer updated the jury on Lake Road. Mr. Graff presented recommendations on how to repair the damage on this road. Mr. Graff will present a letter to the jury and will be put on the agenda subject to legal review at a later time.
Mr. Ed Jordan moved, seconded by Mr. Daniel Thomas to approve a Resolution from the Village of Doyline to replace culverts under Doyle Street, repair the pavement and ditching using Municipality Funding. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bernard Hudson to approve the Mowing Contract from North Webster Construction, LLC to include 3 rounds for 2022 at the same price as last year. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Nick Cox to approve the request from Webster Parish Fire District #7 for a load of gravel at the fire station (also used as voting precinct #43). The fire district will split the costs for the gravel with election expense. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Daniel Thomas to approve a Resolution from the Town of Sibley to use 2 shot on NW 2nd Street using Municipality Funding. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Ms. Beverly Kennon to approve to issue a work order to start the work on the Peachtree Road Bridge upon recommendation by Mr. Brad Graff, Parish Engineer. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Ed Jordan to approve a Resolution from the Town of Sarepta to purchase signs for the town using Municipality Funding. Motion carried unanimously.
Mr. Patrick Jackson, Parish Attorney updated the jury about the Dorcheat Road Bridge that is on the Regular Meeting agenda. This is the project that has been ongoing since summer of 2021. The land involves 32 heirs.
Mr. Bernard Hudson wants to use his Recreation Money on Cotton Valley Fire District, an item will be on the Regular Meeting agenda later this morning.

Mr. Nick Cox called the meeting to order and asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Ms. Vera Davison to approve the January 2022 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Nick Cox presented the Financial Reports for the Month of February 2022. The reports will be approved at the April Meeting.

MEMBERS PRESENT: Daniel Thomas, chairman; Randy Thomas, vice-chairman; Bernard Hudson, Vera Davison, Steve Ramsey and Ed Jordan
Mr. Daniel Thomas called the meeting to order and asked for additions to the agenda.
Mr. Patrick Jackson, Parish Attorney updated the jury on the conference call from Foley & Judell, LLP concerning the fire districts boundary lines/bonds and millage renewals.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
March 1, 2022
MEMBERS PRESENT: Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Beverly Kennon, Vera Davison, Bruce Blanton, Ed Jordan, Daniel Thomas and Bernard Hudson
Absent: Allen Gilbert
PUBLIC HEARING: To hear comments concerning the proposed abandonment of servitude of a portion of Waldron Road, (approx. 1328 feet from the curve west of the gate), parish road #14F, Webster Parish.
**Mr. Rodney Thornton, Sr. asked to speak. He is in agreement with abandoning the entire roadway since it has been closed for several years. No one else was in the audience concerning the abandonment.
PUBLIC HEARING: To hear comments concerning the acceptance of Reapportionment Plan 1 of Webster Parish.
**Mr. Sam Mims of District #6, resident of Central School Loop in Dubberly, La asked to review the maps. Patrick Jackson, Parish Attorney said that maps will be available for public review later in the month at the

police jury office. No one else was in the audience concerning the proposed reapportionment. The jury will call for another Public Hearing at a later date.
Mr. Jim Bonsall called the meeting to order and asked Pastor. Joe Lynn Robinson to open the meeting with prayer.
Mr. Bernard Hudson led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to add Joshua Moore with Conterra Networks and Recreation Funding for District #5 and District #7 to the agenda. Motion carried unanimously.
There were no comments from the audience concerning the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve invoices for payment pending review by juror Bruce Blanton. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Ms. Vera Davison to adopt the minutes of the February 1, 2022 Road Committee, Finance Committee, Intergovernmental Committee and Regular Meeting. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to approve to abandon 1328 feet of Waldron Road, Parish Road #14F. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve the Board Appointment for Sarepta Fire District #5 to Reappoint Jim Bell and Roger Schumacher for a term ending 12/31/2023. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Ed Jordan to approve the Board Appointments for Evergreen Fire Protection District to Appoint Emmett Jones to fill the unexpired term of R.O. Machen ending 12/31/2022. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Nick Cox to approve the audit engagement with Allen, Green & Williamson, CPA for Financial Audit year ending December 31, 2021 and approve engagement of Wise, Martin & Cole for CPA services for 2022 and audit for 2021. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Bernard Hudson to approve the Recreation Funding:
District #2-Webster Council on Aging $1000 to purchase an ice machine for the center
District #5- Cotton Valley Fire District 8-$1000 to purchase gravel for the Fire Station
District#7-Village of Dubberly $400 to purchase signs for the village
Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Ms. Beverly Kennon to approve to adopt a Resolution authorizing the Webster Parish Police Jury to acquire and/or expropriate parcels required for State Project No. H.013111, Dorcheat Road Bridge over Caney Creek, being Parcel Nos. 1-1, 1-2 and 1-3m and authorize the Secretary/Treasurer or Parish President to execute required documents, necessary to said acquisition and/or expropriation, including a certificate of authorization to expropriate. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Steve Ramsey to approve to surplus OHSEP equipment on govdeals.com. Motion carried unanimously.
The Industrial Tax Exemption Application #20210340-ITE Teijin Automotive Technologies Louisiana, LLC 26755 US HWY 371, Sarepta, LA 71071, Webster Parish was discussed. Sheena Bryant, VP with NLEP and Brad Siepman, Teijin Automotive Technologies were in attendance. Mr. Jim Bonsall, Parish President stated that we will have a Special Called Meeting later in the month after the ITEP committee has met. We have filed for a 30- day extension at this time.

Joshua Moore with Conterra Networks introduced himself at the meeting. He asked to be on the committee meeting agenda in April.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
There being no further business to bring before the Jury, the meeting adjourned.
