MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
April 5, 2022
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Randy Thomas, Jim Bonsall, Nick Cox, Vera Davison, Beverly Kennon and Bernard Hudson, Ed Jordan, Daniel Thomas and Allen Gilbert
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Ed Jordan moved, seconded by Mr. Daniel Thomas to add a Resolution from the Village of Doyline to the agenda. Motion carried unanimously.
Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in March 2022.
Mr. Teddy Holloway, Public Works Director spoke to the jury about the equipment that was bid earlier in the year. The equipment that was budgeted for lease purchase will not be available until summer of 2023. We will budget for that equipment next year.
Mr. Steve Ramsey would like to use Recreation Money for Town of Sibley Clean Up Day. An item will be on the Regular Meeting agenda.
Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve a Resolution from the City of Springhill for one load of cold mix using Municipality Funding. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Steve Lemmons to approve to install a “20 ton posted load” sign on the Carter Road Bridge in District 12. Motion carried unanimously.
Mr. Bernard Hudson moved, seconded by Mr. Nick Cox to approve a Resolution from the Village of Dixie Inn for drainage work using Municipality Funding. Motion carried unanimously.
Mr. Ed Jordan led discussion on drainage on Brownstone Road in Doyline. We will need to contact the landowner for access to the property. The jury will discuss at the May meeting.
Mr. Ed Jordan moved, seconded by Mr. Bruce Blanton to approve a Resolution from the Village of Doyline for road repair on Watson Farm Road. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

WEBSTER PARISH POLICE JURY
April 5, 2022
MEMBERS PRESENT: Nick Cox, Chairman; Jim Bonsall, Vice-Chairman; Bruce Blanton, Allen Gilbert, Randy Thomas, Bernard Hudson, Steve Lemmons, Beverly Kennon, Vera Davison, Steve Ramsey, Ed Jordan, and Daniel Thomas
Mr. Nick Cox called the meeting to order and asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Ms. Beverly Kennon to approve the February 2022 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Steve Ramsey to approve to pay out of parish commitment expenses that have incurred from July 1, 2021 to present. Motion carried unanimously.

MINUTES OF THE INTERGOVERNMENTAL COMMITTEE
WEBSTER PARISH POLICE JURY
April 5, 2022
MEMBERS PRESENT: Daniel Thomas, chairman; Randy Thomas, vice-chairman; Bernard Hudson, Vera Davison, Steve Ramsey and Ed Jordan
Mr. Daniel Thomas called the meeting to order and asked for additions to the agenda.
Mr. David Wilkinson, Cothren, Graff & Smoak Engineering, spoke to the jury about merging the water systems in Webster Parish. The funding for the water systems would be greater if two merged into one. Mr. Wilkinson gave out his number and asked that any juror in their district would contact the water systems needing advice on the system merge.
Mr. Sam Plants, Knight Services addressed the jury concerning his lease of the Webster Parish Receiving Station. The operating hours are 8:30-4:30 Thursday-Saturday. Old signage is being removed and new signs are being installed. The changes are effective after the sale of the landfill to Republic Services.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
April 5, 2022
MEMBERS PRESENT: Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Beverly Kennon, Vera Davison, Bruce Blanton, Allen Gilbert, Ed Jordan, Daniel Thomas and Bernard Hudson
PUBLIC HEARING: To hear comments concerning the acceptance of Reapportionment Plan 1 of Webster Parish. To obtain views on the adoption of a Twelve (12) District Single Member Plan for reapportionment to comply with reapportionment laws based on the 2020 Census data to rearrange, change, and relocate voting precincts.
**Mr. Sam Mims of District #6, resident of Central School Loop in Dubberly, La asked to speak. Mr. Mims had several questions concerning the proposed reapportionment. Mr. Doug Mitchell, North Delta Regional Planning District, Inc. Demographer and Patrick Jackson, Parish Attorney answered Mr. Mims questions and concerns.
Mr. Jim Bonsall called the meeting to order and asked Nick Cox to open the meeting with prayer.
Mr. Bernard Hudson led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Ms. Vera Davison moved, seconded by Mr. Nick Cox to approve invoices for payment pending review by Juror Jim Bonsall. Motion carried unanimously.

Mr. Nick Cox moved, seconded by Mr. Ed Jordan to adopt the minutes of the March 1, 2022 Road Committee, Finance Committee, Intergovernmental Committee and Regular Meeting and the March 22, 2022 Special Meeting. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Ms. Vera Davison to approve a Cooperative Endeavor Agreement between the Webster Parish Police Jury and the WPPJ Office of Community Services for use of parish buildings. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Steve Ramsey to approve Resolution 006-2022 to support the development of Passenger Rail Service along the I-20 Corridor and related issues. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve the Recreation Funding:
District #11-Town of Sibley - $500 for Sibley Clean Up Day. Motion carried unanimously.
Ordinance #1018 was presented. Ordinance#1018 is an Ordinance adopting twelve (12) district single member plan of reapportionment for Webster Parish to comply with reapportionment laws based on 2020 PL 94171 data, to rearrange, change and relocate voting precincts. The plan will have to be submitted to the State first prior to the Department of Justice.
Mr. Daniel Thomas moved, seconded by Mr. Bernard Hudson to adopt Webster Parish Ordinance #1018 that is based on data included in Plan 1 that adopts a Twelve (12) District Single Member plan of reapportionment for Webster Parish to comply with reapportionment laws, based on 2020 PL94171 Data, to Rearrange, change and relocate voting precincts. Motion carried unanimously.

Mr. Murray Sparks, Best Waste Environmental had questions and concerns with the new landfill rates since the Webster Parish Landfill has taken on new ownership.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
There being no further business to bring before the Jury, the meeting adjourned.
