MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
May 3, 2022
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Randy Thomas, Jim Bonsall, Nick Cox, Vera Davison, Beverly Kennon and Bernard Hudson, Ed Jordan, Daniel Thomas and Allen Gilbert
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Bernard Hudson moved, seconded by Mr. Ed Jordan to add signs on Goodwill Road and Burton Loop. Motion carried unanimously.
Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in April 2022.
Mr. Daniel Thomas led discussion on the bridge on Timothy Church Road. The road department will be able to replace the culvert doing normal maintenance. Discussion followed.
Mr. Ed Jordan moved, seconded by Mr. Bernard Hudson to clean drain and replace culvert on Brownstone Road property, The jury has permission to go on private land from the landowner. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve a Resolution from the Village of Dubberly to fill potholes inside city limits for 2022. Motion carried unanimously.
Mr. Teddy Holloway, Public Works Director told the jury that we have received phone calls from landowners on Harvell Day Road saying they are against closing the road following the letters sent out last month. We will send a letter to the landowner that has a gate across parish property to remove it from the parish right of way.
Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to use ARPA funding on parish roads. Mr. Thomas suggested the list will be separated by each district which would come to roughly $416,000 for each district totaling $4,992,000.00 in ARPA funds to be used on roads.

NO: Bonsall, Randy Thomas, Jordan, Lemmons, Davison, Ramsey and Cox
Motion failed
Mr. Bernard Hudson moved, seconded by Mr. Ed Jordan to ask Parish Engineer, Brad Graff to do a study to post advisory signage around the curve on Goodwill Road. Motion carried unanimously.

WEBSTER PARISH POLICE JURY
May 3, 2022
MEMBERS PRESENT: Nick Cox, Chairman; Jim Bonsall, Vice-Chairman; Bruce Blanton, Allen Gilbert, Randy Thomas, Bernard Hudson, Steve Lemmons, Beverly Kennon, Vera Davison, Steve Ramsey, Ed Jordan, and Daniel Thomas
Mr. Nick Cox called the meeting to order and asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Ms. Beverly Kennon added Joshua Moore with Conterra Networks to the agenda. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Ms. Beverly Kennon to approve the March 2022 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to stop making payments to the Webster Humane Association and stop payment on uncashed checks until we hear from them and get reports. Motion carried unanimously.
Mr. Nick Cox presented the Financial Reports for the Month of April 2022. The reports will be approved at the June Meeting.
Mr. Allen Gilbert moved, seconded by Mr. Bruce Blanton to approve assistance with a Federal Grant for Integrico, pending legal review. Motion carried unanimously.
Mr. Nick Cox updated the jury on the Webster Parish Health Unit repairs. The bid was stopped due to additional repairs needed after the pre bid conference walk through. The bid will continue at a later time.
Mr. Joshua Moore with Conterra Networks spoke to the jury about broadband in the parish. Mr. Jeff Stewart and Mr. Tim Burks gave a presentation on survey of local areas/businesses in need in the parish. They will gather data and report back to the jury at a later time.

WEBSTER PARISH POLICE JURY
May 3, 2022
MEMBERS PRESENT: Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Beverly Kennon, Vera Davison, Bruce Blanton, Allen Gilbert, Ed Jordan, Daniel Thomas and Bernard Hudson
Mr. Jim Bonsall called the meeting to order and asked Nick Cox to open the meeting with prayer.
Mr. Bernard Hudson led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve invoices for payment pending review by Juror Nick Cox. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Ed Jordan to adopt the minutes of the April 5, 2022 Road Committee, Finance Committee, Intergovernmental Committee and Regular Meeting and the April 12, 2022 Special Meeting. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve the Resolutions of Support for LGAP-Community Water Grant Funding: Leton Water System $67,240. Union Grove Water System $25,000 and Sarepta Water Works District $15,000. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Bruce Blanton to approve the Annual Louisiana Compliance Questionnaire for the 2021 Audit of Financials for the Webster Parish Police Jury. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded Mr. Steve Ramsey to approve the Recreation Funding:
District #3-Town of Sarepta $359.60 for signs for the town.
District #11-Village of Heflin $500 to power wash town hall.
Motion carried unanimously.

Mr. Nick Cox moved, seconded by Mr. Bernard Hudson to approve the recommendation of the board to award bid to Carlisle Thompson for the Disaster Recovery Emergency Planning Services. Motion carried unanimously.

Ms. Terri Davis and Ms. Nena Brooks, Green Road and Fuller Road residents had questions and concerns with the new landfill rates since the Webster Parish Landfill has taken on new ownership. Mr. Jim Bonsall agreed to meet with them after the meeting to discuss the landfill changes.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mr. Ed Jordan to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
There being no further business to bring before the Jury, the meeting adjourned.
