MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
September 6, 2022
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Randy Thomas, Jim Bonsall, Nick Cox, Vera Davison, Bernard Hudson, Ed Jordan and Beverly Kennon
Absent: Daniel Thomas and Allen Gilbert
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Ed Jordan moved, seconded by Mr. Randy Thomas to add the 911 Ordinance to the agenda. Motion carried unanimously.
Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in August 2022.
Mr. Ed Jordan moved, seconded by Mr. Nick Cox to approve low bid for dedicated ARPA Roads; Jack Martin Road, Hillman Road, Parkside Landing and Hickory Ridge Estates. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Bruce Blanton to Hard Surface White Lane using Road District A Funding in 2023. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Bernard Hudson to approve to declare two AC units surplus and junk from the road department. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Nick Cox to approve to declare courthouse handicap elevator surplus to advertise to sell on govdeals.com. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Jim Bonsall to approve the Resolution from the Town of Cullen for two loads of cold patch and two loads of SP2 gravel using Municipality Funding. Motion carried unanimously.
Mr. Ed Jordan led discussion on the 911 ordinance and state laws concerning the E911 office dispatching procedures. Discussion followed

MEMBERS PRESENT: Nick Cox, Chairman; Jim Bonsall, Vice-Chairman; Bruce Blanton, Randy Thomas, Bernard Hudson, Steve Lemmons, Vera Davison, Steve Ramsey, Ed Jordan, Beverly Kennon
Absent: Allen Gilbert and Daniel Thomas
Mr. Nick Cox called the meeting to order and asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Ms. Vera Davison to approve the July 2022 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Nick Cox presented the Financial Reports for the month of August 2022 to be approved at the October Meeting.
Mr. Steve Ramsey moved, seconded by Mr. Ed Jordan to adopt to OPT OUT of the Temporary Housing and Shelter Program Waiver of Land Use Regulations as per L.A. R.S.726. Motion carried unanimously.

Mr. Jim Bonsall led discussion on the new Women’s Jail Facility using ARPA funds and location of facility. Discussion followed.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
September 6, 2022
MEMBERS PRESENT: Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Beverly Kennon, Vera Davison, Bruce Blanton, Ed Jordan and Bernard Hudson.
Absent: Daniel Thomas and Allen Gilbert
Mr. Jim Bonsall called the meeting to order and asked Nick Cox to open the meeting with prayer.
Mr. Bernard Hudson led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Mr. Bernard Hudson moved, seconded by Mr. Steve Ramsey to approve invoices for payment pending review by Juror Allen Gilbert. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Ms. Beverly Kennon to adopt the minutes of the August 2, 2022 Road Committee, Finance Committee and Regular Meeting. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Nick Cox to approve Recreation Funding, District #7 $600, District #8 $200 and District #10 $800 for the Village of Dubberly street repairs. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Bernard Hudson to approve Board Appointments for the Webster Parish Fire District #3 to appoint Mr. Glenn Long to fill the vacant position of Mr. Gary Loftin, term to expire 01/01/2023. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mr. Bruce Blanton to approve to Sit as Board of Review for the 2022 Taxes of Webster Parish on Tuesday, October 4, 2022 at 10:30am. Motion carried unanimously.

Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
There being no further business to bring before the Jury, the meeting adjourned.
