MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
October 4, 2022
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Jim Bonsall, Nick Cox, Vera Davison, Allen Gilbert, Ed Jordan and Daniel Thomas
Absent: Bernard Hudson, Beverly Kennon, Randy Thomas and Bruce Blanton
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Ed Jordan moved, seconded by Mr. Daniel Thomas to add Bistineau Terrace right of way to the agenda. Motion carried unanimously.
Mr. Chris Bagwell’s report was presented to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in September 2022.
Mr. Patrick Jackson, parish attorney reported to the jury on the abandonment of 1328 feet of Waldron Road. A resident wanted to know if the jury could unabandon part of the road since he wasn’t aware of the abandonment that took place earlier in the year. Mr. Jackson stated that once it is abandoned, it is done. He would suggest only doing closures in the future on parish roads.
Mr. Allen Gilbert moved, seconded by Mr. Daniel Thomas to approve the Resolution from the Town of Cotton Valley to purchase a new lawn mower for right of way cleaning using Municipality Funding. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Ms. Vera Davison to approve the Resolution from the Village of Doyline for repairs to Stanley Road using Municipality Funding. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Ed Jordan to approve to Advertise for Material Bids for 2023. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Mr. Daniel Thomas to approve to have permission to go on land to fill an abandoned swimming pool and declare as a health hazard. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve the Resolution from the City of Springhill to purchase 1 load of cold mix and 1 load of SB2 stone using Municipality Funding. Motion carried unanimously.
Mr. James Dudash, resident of Hanson Drive in Doyline addressed the jury about the right of way on Bistineau Terrace in Doyline, LA. Mr. Dudash has been to the Webster Parish Clerk of Court and to Landmark Land Surveying about this property to address the property lines. He has also been to court over a civil matter concerning a gate across the roadway. Mr. Dudash is asking the jury to write a letter stating that the piece of property is a dedicated right of way. Discussion followed.
Mr. Ed Jordan moved, seconded by Mr. Jim Bonsall to have Patrick Jackson, parish attorney and Brad Graff, parish engineer look into the right of way on Bistineau Terrace Road in Doyline. They will then write a letter stating that the right of way is a public right of way, but not in the parish road system. Motion carried unanimously.

Members Present: Nick Cox, Chairman; Jim Bonsall, Vice Chairman; Steve Lemmons, Vera Davison, Steve Ramsey, Ed Jordan, Allen Gilbert and Daniel Thomas
Absent: Bernard Hudson, Beverly Kennon, Randy Thomas and Bruce Blanton
Mr. Nick Cox called the meeting to order and asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to approve to add Mr. Carl Meyerhoefer from Connexion to the agenda. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to approve the August 2022 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Nick Cox presented the Financial Reports for the month of September 2022 to be approved at the November Meeting.
Mr. Jim Bonsall moved, seconded by Mr. Ed Jordan to approve to accept the Annual Renewal of the GL, Property and Fleet Insurance effective October 2022-October 2023. The total premium is $498,158.08. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to approve to declare Registrar of Voter’s Office equipment as surplus to bid to sell on govdeals.com (2 typewriters and 1 non -working ESPC315 printer to declare junk). Motion carried unanimously.
Mr. Carl Meyerhoefer with Connexion discussed broadband in our area. He will email the jury the location maps that the GUMBO grants are covering. Discussion followed.

WEBSTER PARISH POLICE JURY

MEMBERS PRESENT: Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Daniel Thomas, Allen Gilbert, Vera Davison, and Ed Jordan
Absent: Bernard Hudson, Beverly Kennon, Randy Thomas and Bruce Blanton
BOARD OF REVIEW: To sit as a Board of Review of the 2022 assessment of real and personal property of the Parish of Webster, State of Louisiana:
NO PROTEST WERE PRESENTED to the Board of Review.
REGULAR MEETING CALLED TO ORDER:
Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer.
Mr. Steve Ramsey led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Nick Cox to approve invoices for payment pending review by Juror Steve Lemmons. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Ed Jordan to adopt the minutes of the September 6, 2022 Road Committee, Finance Committee and Regular Meeting. Motion carried unanimously.

The Webster Parish Police Jury recognized the Minden Dixie Angels X-Play All-Stars/Dixie World Series Champions by Proclamation. Mr. Steve Ramsey presented it to the team.
Mr. Steve Ramsey moved, seconded by Mr. Daniel Thomas to approve Recreation Funding:
District #6 $214.20 repairs to the Livestock Barn Roof, District #10 $200 to purchase a scanner for the Dorcheat Historical Museum. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Daniel Thomas to approve Board Appointments for the Webster Parish Fire District #8 to reappoint Mrs. Yolanda Palmer to another 2-year term, term to expire September 30, 2024. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Nick Cox to approve Board Appointments for the Webster Parish Convention and Visitors Commission to appoint Ms. Karen Calvert to a 3-year term to begin January 1, 2023 to expire December 31, 2025. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the Annual Off System Bridge System Requirements for 2022, Ordinance #856 amended, and resolutions. Motion carried unanimously.
A report of the Board of Review and the Certification of the 2022 Assessment of Property of Webster was presented by Ms. Denise Edwards, Assessor. Ms. Vera Davison moved, seconded by Mr. Nick Cox to approve the Certification of the 2022 Assessment of Property of Webster Parish and to forward to the Louisiana Tax Commission that there were no protests. The jury will uphold the assessment as presented. Motion carried unanimously.
Jim Bonsall, Parish President announced: Notice is hereby given that at its meeting to be held on Tuesday, November 1, 2022 at 10:30am, at its regular meeting place, the Police Jury Meeting Room, Webster Parish Courthouse Annex, 401 Main Street, Minden, Louisiana, the Police Jury of the Parish of Webster, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held in the Parish of Webster to authorize the continuation of an ad valorem tax therein.

Mr. Jim Bonsall then gave Presidents’ closing remarks.
