MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
November 1, 2022
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Jim Bonsall, Nick Cox, Vera Davison, Allen Gilbert, Ed Jordan, Bernard Hudson, Randy Thomas, Bruce Blanton and Daniel Thomas
Absent: Beverly Kennon
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Steve Lemmons moved, seconded by Mr. Daniel Thomas to add Bossier Parish/Camp Minden Project to the agenda. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Jim Bonsall to approve No Thru Truck signs on Mike Pope Road and Modisette Road in Webster Parish. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve the resolution from the Town of Sarepta for 6 yards of dirt for stockpile, trimming limbs over roadways and purchase 2 speed limit signs for the town using Municipality Funding. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Nick Cox to approve to assist the Bossier Parish Police Jury at Camp Minden to haul milling. The jury will supply 2 trucks and use of an operator. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE FINANCE COMMITTEE
WEBSTER PARISH POLICE JURY
November 1, 2022
Members Present: Nick Cox, Chairman; Jim Bonsall, Vice Chairman; Steve Lemmons, Vera Davison, Steve Ramsey, Ed Jordan, Allen Gilbert, Bernard Hudson, Randy Thomas, Bruce Blanton and Daniel Thomas
Absent: Beverly Kennon
Mr. Nick Cox called the meeting to order and asked for additions to the agenda.
Mr. Jim Bonsall moved, seconded by Mr. Bruce Blanton to add the Women’s Jail Facility contract to the agenda. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Allen Gilbert to approve the September 2022 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Nick Cox presented the Financial Reports for the month of October 2022 to be approved at the November Meeting.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve to award the Bids for the Webster Parish Health Unit/LSU Ag repairs to Thrash Construction Services, LLC. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to approve to sign the contract for the new Women’s Jail Facility subject to legal review, 5 acres will be cleared for this project. Motion carried unanimously.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
November 1, 2022
MEMBERS PRESENT: Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Daniel Thomas, Allen Gilbert, Vera Davison, Bernard Hudson, Randy Thomas, Bruce Blanton and Ed Jordan
Absent: Beverly Kennon
Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer.
Mr. Bernard Hudson led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Nick Cox to approve invoices for payment pending review by juror Steve Ramsey. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to adopt the minutes of the October 4, 2022 Road Committee, Finance Committee and Regular Meeting. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve to consider and take action with respect to adopting a resolution ordering and calling a special election to be held in the Parish of Webster, State of Louisiana, to authorize the continuation of a special tax therein; making application to the State Bond Commission; and providing for other matters in connection therein. Motion carried unanimously.
Ms. Michelle Lewis with LaMa Animal Rescue & Support Services spoke to the jury about the work the rescue has done in the past within the parish. Sheriff, Jason Parker spoke in favor of this program.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
There being no further business to bring before the Jury, the meeting adjourned.
