MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
December 6, 2022
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Nick Cox, Vera Davison, Allen Gilbert, Ed Jordan, Beverly Kennon, Randy Thomas, Bruce Blanton and Daniel Thomas
Absent: Bernard Hudson and Steve Lemmons, Vice Chaiman
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to add road striping to the agenda. Motion carried unanimously.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in November 2022.
Mr. Daniel Thomas moved, seconded by Mr. Ed Jordan to approve to remove the “No Thru Truck” sign at the section of McIntyre Road from Hwy 80 to Hwy 528, the section from Hwy 528 to Fuller Road will stay posted. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Jim Bonsall to approve the Christmas Holidays for the Road Department and Office Staff. Road Department will be closed 12/22-01/03/2023 and Police Jury Office will be closed 12/22-26 and closed on 01/02/2023. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve the Resolution from the City of Springhill for 1 load of SB-2 using Municipality Funds. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Mr. Jim Bonsall to approve the Road Material 2023 Bids upon legal review. Motion carried unanimously.
Ms. Serena Gray with the Webster Parish Tourism and Visitors Commission spoke to the jury on boat launches in the parish. Jeremy Lewis with Nela Marine Docks presented a floating boat dock and kayak launch for Webster Parish. The Webster Parish Tourism and Visitors Commission will fund this project. Mr. Ed Jordan moved, seconded by Mr. Daniel Thomas to approve the kayak launches for Bayou Dorcheat. Motion carried unanimously.
The jury received a letter about a gate across Harvell Day Road. Mr. Patrick Jackson, Parish Attorney will write a letter addressing this matter.
Mr. Jim Bonsall spoke to the jury about “Cattle Crossing” signs on Boothville Road in District #12. Teddy Holloway will look into this matter.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton moved to approve the Resolution from the Town of Sarepta to purchase a zero-turn mower for right of way mowing using Municipality Funding. Motion carried unanimously.
Mr. Steve Ramsey spoke on striping several roads in the parish. He would like to start striping in 2023 early in the year instead of later in the year since some of them are in need of striping. Discussion followed.

WEBSTER PARISH POLICE JURY

Members Present: Nick Cox, Chairman; Jim Bonsall, Vice Chairman; Vera Davison, Steve Ramsey, Ed Jordan, Allen Gilbert, Beverly Kennon, Randy Thomas, Bruce Blanton and Daniel Thomas
Absent: Bernard Hudson and Beverly Kennon
Mr. Nick Cox called the meeting to order and asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to approve the October 2022 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Nick Cox presented the Financial Reports for the month of November 2022 to be approved at the January Meeting.
Ms. Vera Davison moved, seconded by Ms. Beverly Kennon to approve the Budget Amendments ending 11/30/2022 as presented. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Ed Jordan to approve the renewal of the Medicare Advantage Plan for Retiree Employees as of January 1, 2023. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to approve the amendment to the Travel Policy for the Webster Parish Police Jury. Police Jury Office Staff, Road Department employees and OEP Director that require mandatory training can be given an advance payment no more than $250 expenses. Employees are responsible for returning receipts within 30 days of travel. If payment does not equal $250, the employee is required to return expense money. If money isn’t returned, it will be deducted from the employee’s pay check. Motion carried unanimously.
Ms. Lisa Balkom, Secretary-Treasurer asked for discussion on the proposed 2023 budget of the Webster Parish Police Jury. There were no comments.

PUBLIC HEARING: To hear comments concerning the proposed 2023 Budget of the Webster Parish Police Jury.
There were no comments or concerns concerning the proposed 2023 Budget of the Webster Parish Police Jury.
Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer.
Mr. Steve Ramsey led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Mr. Randy Thomas moved, seconded by Mr. Bruce Blanton to approve invoices for payment pending review by juror Randy Thomas. Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mr. Ed Jordan to adopt the minutes of the November 1, 2022 Road Committee, Finance Committee and Regular Meeting. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Ms. Beverly Kennon to approve the Proposed 2023 Financial Budget of the Webster Parish Police Jury as presented with Budget Notes. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Ed Jordan to approve Recreational Funding:
District #3 $640.40 LAMA Animal Rescue & Support Services
District #6 $500.00 Dorcheat Historical Museum
District #12 $ 1000.00 to purchase picnic tables at the public boat launch on Hwy 164 Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Ms. Beverly Kennon to approve Board Appointments for the Doyline Water Works District #1 to reappoint Beth Walker to a 3-year term to expire April 2025. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve Board Appointments for the Webster Parish Library Board of Control to reappoint Charlotte Dean to a 5-year term to expire December 31, 2027. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Daniel Thomas to approve Board Appointments for Webster Parish Communications District E911 to appoint Laura Perryman to replace Chris McGarity to a 2-year term to expire December 31, 2026. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mr. Randy Thomas to approve Board Appointments for Dixie Inn Fire Protection District #7 to reappoint Mickey Chandler to a 2-year term. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Mr. Ed Jordan to approve Board Appointments for McIntyre Water Works District to reappoint Charles Purdy, Eddie Pitman, Barry Knotts, Rick Hammett and Betty Purdy to a 3-year term. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Bruce Blanton to approve Appointment of Melinda Davidson as Director of the Webster Parish Police Jury Office of Community Services for the year 2023. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Mr. Ed Jordan to approve Signature Resolution 011-2022 authorizing Melinda Davidson, Director of WPPJOCS to sign documents on behalf of the organization. Motion carried unanimously.

Ms. Kathy Whittington, Mr. Marvin Willis and Mr. Larry Burnett addressed their concerns with the jury about a public right of way off of Grant Circle in Doyline, Louisiana. Discussion followed.
Mr. Steve Ramsey moved, seconded by Mr. Ed Jordan to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
There being no further business to bring before the Jury, the meeting adjourned.
