MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
January 3, 2023
MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Daniel Thomas, Allen Gilbert, Vera Davison, Beverly Kennon, Randy Thomas, Bruce Blanton and Ed Jordan
Absent: Bernard Hudson ** District #8 vacant
ELECTION OF OFFICERS:
Mr. Steve Ramsey nominated Mr. Jim Bonsall for President and Mr. Randy Thomas seconded. No other nominations. Mr. Jim Bonsall elected by acclamation.
Mr. Steve Lemmons nominated Mr. Steve Ramsey as Vice-President and Mr. Randy Thomas seconded. No other nominations. Mr. Steve Ramsey elected by acclamation.
Mr. Jim Bonsall called the meeting to order and asked Mr. Ed Jordan to open the meeting with prayer.
Mr. Allen Gilbert led in the Pledge of Allegiance.
Mr. Bonsall then asked for additions to the agenda.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to add Nation Services Striping to the agenda. Motion carried unanimously.
There were no comments from the audience concerning the agenda.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve invoices for payment pending review by juror Daniel Thomas. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Ms. Beverly Kennon to adopt the minutes of the December 6, 2022 Road Committee, Finance Committee and Regular Meeting. Motion carried unanimously.
Mr. Ed Jordan moved, seconded by Mr. Allen Gilbert to approve Resolution 001-2023 Signature Authority for President, Secretary-Treasurer, and Asst. Secretary-Treasurer to be signature authority for the Webster Parish Police Jury. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Ms. Beverly Kennon to approve the Resolution 002-2023 to set the date to the first Tuesday of every month and 10:30am as the time for Webster Parish Police Jury Regular meetings held in the Webster Parish Courthouse Annex. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve the Proposed 2023 Budget as Presented for the operation of North Louisiana Criminalistics Laboratory Commission. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Ms. Beverly Kennon to approve the 2023 Budget with actual brought forward figures from 2022 and End of Year Budget Amendments to include brought forward figures from 2022. Motion carried unanimously.
Ms. Vera Davison moved, seconded by Mr. Steve Ramsey to approve the Financial Statement, Check Register and Bank Reconciliation for November 2022. Motion carried unanimously.
The Financial Reports for the month of December 2022 to be approved at the February meeting.
Mr. Randy Thomas moved, seconded by Mr. Allen Gilbert to approve the following beer and/or video poker permit renewals as presented:
Video Poker: Two Jacks Casino, Pot O’ Gold, Minden Truckstop & Casino, Timberland Truckstop LLC, Shongaloo Crossroad Lounge, Shongaloo Crossroad Deli
Beer: E-Z Mart, Shongaloo Crossroad Lounge, Shongaloo Crossroad Deli, Sawmill Lounge, Timberland Truckstop, LLC,
High Alcohol Content: Shongaloo Crossroads Lounge
Motion carried 9 YES, 1 NO (Jordan) and 1 absent
Mr. Ed Jordan moved, seconded by Mr. Daniel Thomas to approve the Resolution 003-2023 agreeing to dissolve the McIntyre Waterworks District and merge the assets and operations of the same into Pleasant Valley Water System, Inc. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to approve striping from Nation Services, Inc for the year 2023. Motion carried unanimously.
