MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
May 2, 2023
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Cayla Cox, Allen Gilbert, Adam Lee, , Randy Thomas, Mike Griffith, Steve Lemmons, Bruce Blanton, Vera Davison and Daniel Thomas.
Absent: Beverly Kennon
Mr. Steve Ramsey called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Daniel Thomas moved, seconded by Ms. Vera Davison to add parish property to the agenda. Motion carried unanimously.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in April 2023.
Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to approve to set the speed limit to 35MPH on Hamm Road end to end. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Mr. Adam Lee to approve the Resolution for the Town of Cotton Valley for 1 load of cold mix using Municipality Funding. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Jim Bonsall to approve the Resolution from the Village of Dubberly to overlay Brushwood Drive continuing west as far as funds of $10,000 will allow, using $5,000 Municipality Funding and $5,000 billed to the Village of Dubberly. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Mr. Allen Lee to approve to demolish the concrete slab on Fuller Street in Doyline. Motion carried unanimously. (This will be the future site of the Doyline Library Branch.)
Mr. Steve Lemmons moved, seconded by Mr. Mike Griffith to approve the Resolution from the Village of Heflin for the installation of culverts for citizens for 2023. Motion carried unanimously.
Ms. Elizabeth Taylor, resident of 209 Willow Street, Springhill, LA addressed the jury about a health hazard swimming pool the jury filled in 2022. Discussion followed.
Mr. Daniel Thomas moved, seconded by Mr. Mike Griffith to allow the Webster Parish Sheriff’s Office to use the old Penal Farm location as a shooting range. This will be on the Webster Parish Jail property. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Allen Gilbert to rectify the bid from Pliler International, Inc. for 2 trucks. The original bid was opened on March 2022, delivery date is set for July 2023. This item was included in the 2023 operating budget. Motion carried unanimously.
Mr. Steve Ramsey asked to see how much it would cost to appraise parish property to be put up for bid.
Lisa C. Balkom Secretary-Treasurer will contact the appraiser and get an estimate and get back to the jury for the June meeting.

WEBSTER PARISH POLICE JURY
May 2, 2023
Members Present: Jim Bonsall, Vice Chairman; Daniel Thomas, Steve Ramsey, Adam Lee, Allen Gilbert, Cayla Cox, Randy Thomas, Steve Lemmons, Vera Davison, Bruce Blanton and Mike Griffith
Absent: Beverly Kennon
Mr. Jim Bonsall called the meeting to order and asked for additions to the agenda.
Mr. Adam Lee moved, seconded by Mr. Steve Lemmons to approve the March 2023 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Jim Bonsall presented the Financial Reports for the month of April 2023 to be approved at the June Meeting.
Mr. Mike Griffith moved, seconded by Ms. Cayla Cox to approve Budget Amendments ending April 30, 2023. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve to advertise to bid Webster Parish Police Jury building repairs for 103 Murria Street, (Senior Citizens Center) in Cullen, LA. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Mike Griffith to approve to acquire architect services from Carlos Gipson, under James Sides Engineering for new women’s jail facility. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve Alicia Owens, Asst. Secretary-Treasurer as Ethics designee and note a change in the “Ethics” personnel policy. Employees will be notified of change as of May 5, 2023. Motion carried unanimously.

Mr. Jim Bonsall called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer.
Mr. Mike Griffith led in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
Ms. Cayla Cox moved, seconded by Mr. Mike Griffith to add District #10 Recreation Funding to the agenda. Motion carried unanimously.
There were no comments from the audience concerning the agenda.

Ms. Vera Davison moved, seconded by Ms. Beverly Kennon to approve invoices for payment pending review by juror Vera Davison. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to adopt the minutes of the April 4, 2023 Road, Finance and Regular Meeting. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Mr. Mike Griffith to approve to sell adjudicated property to adjourning landowner for taxes owed for Webster Assessment Numbers 104738 and 104739 in Doyline, LA 71023. Motion carried unanimously.
Ms. Cayla Cox moved, seconded by Ms. Beverly Kennon to approve to sell adjudicated property to adjourning landowner for taxes owed for Webster Assessment Number 109691 in Minden, LA. 71055. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Adam Lee to approve Recreation Funding:
District #4 Evergreen Fire District for $1,000 to purchase gravel
District #10 Webster Parish Council on Aging for $500 to purchase fans for the council
District #11 Town of Sibley for up to $1,000 for Clean Up Day expenses for the town.
Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Mr. Steve Ramsey to approve 2023 Beer and High Alcohol Permit Renewal for Springhill Country Club. Motion carried unanimously.

Mr. George Rice addressed the jury about Goodwill Road and asked when road repairs will be done. Jury led discussion.
Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Mike Griffith to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
There being no further business to bring before the Jury, the meeting adjourned.
