MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
June 6, 2023
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Beverly Kennon, Allen Gilbert, Adam Lee, Randy Thomas, Mike Griffith, Steve Lemmons, Bruce Blanton, Vera Davison and Daniel Thomas.
Absent: Cayla Cox
Mr. Steve Ramsey called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Steve Lemmons to add Percy Burns Road and East Road to the agenda. Motion carried unanimously.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in May 2023. Discussion followed on costs of fine for permits. They jury discussed talking to parish attorney, Patrick Jackson about amending Ordinance 994 and also amending the Ordinance 701 concerning pipeline companies with project permits. This will be discussed at a later date.
Mr. Steve Lemmons moved, seconded by Mr. Allen Gilbert to install “NO THRU TRUCKS” signage to Franklin Road from Hwy 371 to Lake Road and signage from Hwy 371 to Hwy 792. Motion carried unanimously.
Mr. Bruce Blanton led discussion on using Road District B funding on Spring Branch Road (inside city limits of Springhill), Percy Burns Road and the east end of East Road. The jury will decide on priority of these roads as funds allow.
Mr. Mike Griffith moved, seconded by Ms. Vera Davison to approve to enter into a Cooperative Endeavor Agreement with the Webster Parish Sheriff’s Department to pay off duty sheriff’s deputies to patrol “No Thru Truck” roads for permit compliance. Motion carried unanimously.

WEBSTER PARISH POLICE JURY
June 6, 2023
Members Present: Beverly Kennon, Chairman, Jim Bonsall, Vice Chairman; Daniel Thomas, Steve Ramsey, Adam Lee, Allen Gilbert, Randy Thomas, Steve Lemmons, Vera Davison, Bruce Blanton and Mike Griffith.

Ms. Beverly Kennon called the meeting to order and asked for additions to the agenda.
Mr. Jim Bonsall moved, seconded by Mr. Steve Ramsey to approve the April 2023 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Ms. Beverly Kennon presented the Financial Reports for the month of May 2023 to be approved at the July Meeting.
Ms. Vera Davison moved, seconded by Mr. Allen Gilbert to approve the renewal of the Blue Cross Blue Shield of Louisiana Insurance Plan of Webster Parish Police Jury and the Webster Parish Library including current medical plan and dental plan with increased rates (2.3%) effective August 1, 2023. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Adam Lee to approve the Local Consent Agreement for GOHSEP Cyber Security Grant Program for 2022. Motion carried unanimously.

MINUTES OF THE BUILDING AND GROUNDS COMMITTEE
WEBSTER PARISH POLICE JURY
June 6, 2023
MEMBERS PRESENT: Steve Lemmons, Chairman; Bruce Blanton, Vice-Chairman; Allen Gilbert; Beverly Kennon, Vera Davison; and Randy Thomas
Absent: Cayla Cox
Mr. Steve Lemmons called the meeting to order and asked for additions to the agenda.
Ms. Beverly Kennon moved, seconded by Mr. Randy Thomas to approve bid for the Heflin Property located at 6955 Hwy 531, Heflin, LA 71039, Parcel #128445 to highest bidder. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve to bid parish property after appraisal for parish parcel listings: Doyline property parcel #128521, Shongaloo property parcel# 129057 and Minden property parcel #128462. Motion carried unanimously.
Lisa C. Balkom, Secretary-Treasurer led discussion on Fund 14 in the Financial Statement. This fund is the 2.5 Courthouse Mill Tax Fund. It is used on buildings and grounds. The maintenance on the old buildings can be expensive. The jury will look at this more closely during budget workshops.
The jury discussed the Webster Parish Historian position in the parish.

WEBSTER PARISH POLICE JURY

MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Allen Gilbert, Daniel Thomas, Beverly Kennon, Randy Thomas, Mike Griffith, Steve Lemmons, Vera Davison, Bruce Blanton and Adam Lee

Mr. Jim Bonsall called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer.
Mr. Mike Griffith led in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Mr. Mike Griffith moved, seconded by Mr. Randy Thomas to approve invoices for payment pending review by juror Mike Griffith. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Mike Griffith to adopt the minutes of the May 2, 2023 Road, Finance and Regular Meeting and the May 26, 2023 Special Meeting. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Adam Lee to approve to ratify the Parish President’s decision to adopt the Resolution 006-2023 authorizing Webster Parish Police Jury to join the Attorney General of Louisiana in litigation against the Federal Emergency Management Agency to challenge Risk Rating 2.0-Equity in Action. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve the Official Journal and Publication Journal for July 1, 2023-June 30, 2024 for the Webster Parish Police Jury as follows:

Publication Journal: Springhill Press and News Journal
Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to approve Recreation Funding:
District #2 City of Springhill for $1,000 for paint for the city recreation center
District #11 Town of Heflin $200 for Clean Up Day expenses for the town.
Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Steve Ramsey to approve Resolution 007-2023 to name Mrs. Jessica Gorman as the Webster Parish Historian by the Webster Parish Police Jury. Motion carried unanimously.
Mr. Gerald Long with Senator Bill Cassidy’s Office led discussion on broadband in the parish.

Ms. Beverly Kennon moved, seconded by Mr. Mike Griffith to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Bruce Blanton to approve the action taken at the Building and Grounds Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
There being no further business to bring before the Jury, the meeting adjourned.
