MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
February 6, 2024
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Adam Lee, Mike Griffith, Steve Lemmons, Bruce Blanton, Allen Gilbert, Beverly Kennon, LaTanya Grigsby, Nancy Hines and Randy Thomas
Absent: Daniel Thomas
Mr. Steve Ramsey called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in January 2024. Discussion followed.
Mr. Adam Lee moved, seconded by Mr. Bruce Blanton to Approve a Resolution from the Village of Doyline to grade and spread gravel on Agape Road using Municipality Funding. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Mr. Allen Gilbert to Approve a Resolution from the Town of Cotton Valley to install culverts for the citizens in the town for 2024. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to Approve to piggyback off of Bossier Parish Police Jury Road Material Bids for 2024. Motion carried unanimously.
Ms. Patricia McMurray, a Thomasville Road resident addressed the jury concerning her road. She would like to know where it is in line on the Priority listing since other roads in the parish has been overlayed. Brad Graff, Parish Attorney, addressed her question.
Mr. Adam Lee moved, seconded by Mr. Mike Griffith to Approve a Resolution from the Village of Doyline to install culverts for the citizens in the village for 2024. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Mr. Bruce Blanton to Approve a Resolution from the Village of Doyline to repair shoulder on Main Street near the Doyline School using Municipality Funding. Motion carried unanimously.
Mr. Steve Ramsey added that Village of Dubberly asked to add 911 signs to the agenda.
Mr. Jim Bonsall moved, seconded by Ms. Beverly Kennon to add 911 signs to the agenda for the Village of Dubberly using Municipality Funding. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Mr. Adam Lee to Approve the Resolutions from the Town of Dubberly to overlay Brushwood Drive using Municipality Funding, to install culverts for the citizens inside the town for 2024 and to clean brush and ditches inside city limits. Motion carried unanimously.
- Mr. Randy Thomas moved, seconded by Mr. Mike Griffith to Approve to Amend Ordinance 982 concerning Building Permits in the parish. Section 5 PERMITS
Application for permit: All new construction and additions/renovations permits will require the plumbing, electrical, and mechanical contractors to purchase a separate permit for the proposed work. Each trade permit will cost $50.00 per job/location. The applicant shall first file an application for a permit with the Webster Parish Building Department by the person, or his designee, proposing to perform the work. Such application shall describe the work to be performed; the premises on or in which such work will be performed; the electrical, plumbing, or mechanical contractor who will perform the work; and such additional information as may be required by The Webster Parish Building Department. When issued, the permit shall not be transferable from one electrical contractor to another, and if the owner of the premises desires to have another electrical contractor perform the work, a new permit application shall be filed as if the original permit for the work had never been issued.

Mr. Jim Bonsall moved, seconded by Mr. Steve Ramsey to Approve a Local Services Agreement between the City of Minden and the Parish of Webster concerning Animal Control inside city limits of Minden, LA. Motion carried unanimously.

WEBSTER PARISH POLICE JURY
February 6, 2024
Members Present: Beverly Kennon, Chairman, Jim Bonsall, Vice Chairman, Steve Ramsey, Adam Lee, Steve Lemmons, LaTanya Grigsby, Nancy Hines, Bruce Blanton, Randy Thomas, Allen Gilbert, and Mike Griffith.
Absent: Daniel Thomas
Ms. Beverly Kennon called the meeting to order and asked for additions to the agenda.
Mr. Jim Bonsall moved, seconded by Mr. Steve Ramsey to approve the December 2023 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Ms. Beverly Kennon presented the Financial Reports for the month of January 2024 to be approved at the March 2024 Meeting.
There being no further business to bring before the committee, the meeting adjourned.

Mr. Jim Bonsall called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer.
Mr. Mike Griffith led in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Mr. Randy Thomas moved, seconded by Mr. Mike Griffith to approve invoices for payment pending review by juror Randy Thomas. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to adopt the minutes of the January 8, 2024 Regular Meeting. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Mr. Bruce Blanton to approve Recreation Funding for District 2 to purchase window blinds for the Cullen Senior Center, $250.00. Motion carried unanimously. .
