MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
April 2, 2024
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Adam Lee, Mike Griffith, Steve Lemmons, ,Beverly Kennon, LaTanya Grigsby, Nancy Hines, Daniel Thomas and Randy Thomas
Absent: Bruce Blanton, Allen Gilbert
Mr. Steve Ramsey called the meeting to order and asked Mr. Jody Woodard to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to add Webster Ordinance 984. Motion carried unanimously.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in March 2024. Discussion followed.
Mr. Brad Graff, Parish Engineer spoke to the jury on the Priority Roads in the parish. He talked about the classification according to the ADT. It is a very expensive process and it will need to be put into the budget. Brad Graff has a company in mind to set up a demonstration at a later date on how to measure the 600 miles of roads in the parish system. Discussion followed.
Mr. Jim Bonsall moved, seconded by Mr. Adam Lee to approve a Resolution from the Town of Sibley for the installation of culverts for the citizens in the town for 2024. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Ms. Beverly Kennon to approve a Resolution from the City of Springhill for 1 load of cold mix and 2 loads of SB2 using Municipality Funding pending paperwork. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Mike Griffith to approve a Resolution from the Town of Sibley for SB2 using Municipality Funding, pending paperwork. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Mike Griffith to approve the 2024 mowing contract at the same rate as last year with North Webster Construction, LLC, for professional services. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Mike Griffith to approve the Solar Farm Ordinance for a 30- day moratorium. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Ms. LaTanya Grigsby to adopt the Amended Ordinance 984. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

WEBSTER PARISH POLICE JURY
April 2, 2024
Members Present: Beverly Kennon, Chairman, Jim Bonsall, Vice Chairman, Steve Ramsey, Adam Lee, Steve Lemmons, LaTanya Grigsby, Nancy Hines, Randy Thomas, Daniel Thomas and Mike Griffith.
Absent; Bruce Blanton and Allen Gilbert
Ms. Beverly Kennon called the meeting to order and asked for additions to the agenda.
Mr. Daniel Thomas moved, seconded by Ms. Nancy Hines to add Ms. Denise Edwards, Assessor to the agenda. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Ms. Nancy Hines to approve the February 2024 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.

Ms. Beverly Kennon presented the Financial Reports for the month of March 2024 to be approved at the May 2024 Meeting.
Mr. Jim Bonsall spoke to the jury concerning the travel policy. In the past the office staff would make reservations for the jurors/employees for out of town meetings. The policy will be reviewed at the next committee meeting to see if changes need to be made. Discussion followed.
Ms. Denise Edward, Assessor spoke to the jury on ACT 179, first responder homestead exemption-no action taken at this time.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
April 2, 2024
MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Beverly Kennon, Mike Griffith, Steve Lemmons, LaTanya Grigsby, Nancy Hines, Randy Thomas, Daniel Thomas and Adam Lee
Absent: Allen Gilbert and Bruce Blanton
Mr. Jim Bonsall called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer.
Mr. Mike Griffith led in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Ms. LaTanya Grigsby moved, seconded by Mr. Daniel Thomas to approve invoices for payment pending review by juror Jim Bonsall. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Daniel Thomas to adopt the minutes of the March 5, 2024 Road Committee, Finance Committee and Regular Meeting. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Ms. Nancy Hines to approve the Cooperative Endeavor Agreement between the Webster Parish Police Jury, Town of Sibley and Saltworks Water System due to Emergency Resolution. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Daniel Thomas to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks.
There being no further business to bring before the Jury, the meeting adjourned.
